CANVASSING RETURNS AND DECLARING THE RESULTS
OF AN ELECTION ON THE QUESTION OF THE ADOPTION
OF THE FIR]UMIS AND POLICEMIS CIVIL SERVICE
ACT AS SET OUT IN ARTICLE 1269m OF VERNON +S
ANNOTATED STATUTES OF TEAS AND DECLARING AN
EMERGENCY.
WHEREAS, heretofore on the 2nd day of December, A. D. 1947.
the City Council of the City of Corpus Christi, Texas, passed an ordinance
calling an election to be held in said City on the 3rd day of January,
A. D. 1948, on the following proposition:
"SHALL THE CITY OF CORPUS CHRISTI ADOPT THE FIREWfS
AND POLICEMEN'S CIVIL SERVICE ACT AS SET OUT.IN ARTICLE
1269m OF VERNON +S ANNOTATED STATUTES OF TEARS ?"
AND WBEREAS, notice of said election was actually given as
required by law and as directed in the ordinance calling the election,
as is shown by affidavit properly filed in the office of the City Secre-
tary, and,
WHEREAS, said election was duly and legally held on the 3rd
day of January, A. D. 19480 in conformity with the eleotion ordinance
heretofore passed by this Council and the results of said election has
been certified and returned to this Council by the proper Judges and
Clerks thereof, and,
WMREAS, this Council has today considered the returns of said
election on the proposition hereinabove stated, which was held on the 3rd
day of January, 1948, and,
AREAS, it appears to the Council and the Council so finds
that said election was in all respects lawfully held and said returns
duly and legally made and that there were oast in said election the
following votes$

IT IS, THIIi7 ORE, ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TMB&
1. That the proposition to adopt the Firemen's and Policements
Civil Service Act as set out in Article 1269m of Vernon 's Annotated Statutes
of Texas was sustained by a majority of the qualified electors of the City
voting at said election, said majority voting to adopt said Civil Service
Act.
2. The necessity for oomplying with the Statutes of the State of
Texas in regard to Firemen's and Policemen's Civil Service creates a public

emergency and public imperative necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally on
the date it is introduoed and that such ordinance or resolution shall be
read at three several meetings of the City Ccunoil, and the Mayor having
declared that such public emergency and imperative necessity exist„ and
having requested that such Charter rule be suspended, and that this ordi-
nance be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS ACCORDINGLY
SO ORDAINED,
PASSED AND APPROVED this 4 day of January. A. D. 1948.

Gentleman:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council] I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
