AN ORDINANCE
REPEALING ORDINANCE NO. 169 RECORDED IN VOLUms 6,
PAGE 102, ORDINANCE AND RESOLUTION RECORDS OF THE
CITY OF CORPUS CHRISTI, PASSED AND APPROVED BY THE
CITY COUNCIL ON JULY 12, 1929, ENTITLED AS FOLLMS.
"REGULATING THE SOLICITATION FOR ADVERTISEMENTS AND
SUBSCRIPTIONS WITHIN THE CORPORATE LIIlaTS OF THE
CITY OF CORPUS CHRISTI, TEXAS; AND PROVIDING FOR
THE ISSUING OF PERMITS THEREFOR; AND PROVIDING FOR
THE .kPPOINTMENT OF A COMMITTEE WHICH SHALL BE COM-
POSED OF THREE MEMBERS; PROVIDING FOR PENALTIES FOR
VIOLATION THEREOF; AND DECLARING AN EMERGENCY ", AND
PROVIDING REGULATIONS FOR SOLICITING FOR ADVERTISE-
MENTS AND SUBSCRIPTIONS - uiITHIN THE CITY LIMITS OF
THE CITY OF CORPUS CHRISTI, TEXAS; PROVIDING FOR
THE ISSUANCE OF PERPaITS THEREFOR; PROVIDING FOR A
FEE FOR SUCH PERMITS] PROVIDING FOR PENALTIES FOR
THE VIOLATION THEREOF AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That Ordinance No. 169, passed and approved by the
City Council on July 12, 1929, and recorded in Volume 6, Page. 102 of the
Ordinance and Resolution Records of the City of Corpus Christi, and en-
titled "An Ordinance regulating the solicitation for advertisements and
subscriptions within the corporate limits of the City of Corpus Christi,
Texas; and providing for the issuing of permits therefor; and providing
for the appointment of a committee which shall be composed of three mem-
bers; providing for penalties for violation thereof; and declaring an
emergency," is hereby repealed and is hereby declared to be of no further
force and effect.
SECTION 2. That it shall be unlawful for aray person or persons
to solicit advertising or to sell or offer to sell subscription contracts
for any magazine, book or periodical within the City of Corpus Christi
without first securing a permit from the City Secretary as herein provided.
SECTION 3. Any person who shall solicit, sell or offer for sale
any subscription or contract for advertisement, book or periodical shall
make, sign and swear to a statement which shall be filed with the City
Secretary which shall contain substantially the following information:
(a) Date; (b) Name of Solicitor or Solicitors; (c) Age of Solicitor or
Solicitors; (d) Address of Solicitor or Solicitors; (e) Name of Princi-
pal, (f) address of Principal.

SECTION 4- Upon the event of filing a statement as set out in
Section j with the City Secretary, said City Secretary shall immediately
investigate said person or persons applying for a permit to sell or
offer for sale any subscription or contract for advertisement, book or
periodical.
SECTION 5. Upon satisfactory findings, the City Secretary
shall grant a permit to the Applicant to do the thing permitted; provided,
hov)ever, that each person engaged in soliciting as set out in this Ordi-
nance shall be required to obtain a permit; that there shall be charged
for each permit the sum of Five ($5.00) Dollars, which shall be paid to
the City Secretary. The amount charged for said permit to be used to
defray the expenses incurred requisite to the issuing of same.
SECTION 6. Said permit shall be dated and signed by the City
Secretary and shall be valid during the term specified, not to exceed
one (1) year from the date of the issuance.
SECTION 7. The permit herein described shall not be transferrable
and shall be inscribed upon a card which shall be indorsed in red letters=
"NOT TRANSFERRABLE" and "NOT GOOD ON A STREET OR IN A PUBLIC PLACE."
SECTION 8. Any person violating the provisions of this ordi-
nance shall be deemed guilty of a misdemeanor and upon conviction in the
Corporation Court of this City, shall be punished by a fine of not to
exceed Two Eundred ($200.00) Dollars. Each day s violation shall constitute
a separate offense.
SECTION 9. This Ordinance shall take effect and shall be in
force from and after the time of its passage and publication as provided
by law.
SECTION 10. The fact that the citizens of the City of Corpus
Christi have been harassed by persons soliciting advertisements and sub-
scriptions, many of which are of no value or benefit, and the fact that
citizens have subscribed for periodicals, paying money therefor, without
having received such periodicals, and that many persons engaging in such
activity so conduct themselves as to be a nuisance, and the fact that it
is necessary that some ordinance be passed in order to protect the citizens
from the above mentioned facts creates a public emergency and public
imperative necessity requiring the suspension of the Charter rule that no

ordinance or resolution shall be passed finally on the date it is intro-
duced and that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared that such public
emergency and imperative necessity exist, and having requested that such
Charter rule be suspended and that this ordinance be passed finally on
the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS KCCORDINGLY SO ORDAINED.

Gentlemen;
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
