PROVIDING FOR THE INSTALLATION AND OPERATION
OF PARKING METERS; AND DESIGNATING THE STREETS
UPON C.110H THEY vvILL BE OPERATED; AND PROVIDING
FOR THE PARKING LIMIT CN TEE STREETS; REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES IN CON-
FLICT HEREWITH ADJ PROVIDING FOR PENALTIES FOR
VIOLATION.
,IalFaEAS, with a view to consolidating into one comprehensive
ordinance the various regulations applicable and pertaining to parking
meters and with a view to incorporating certain changes therein, this
Council now deems it desirable to repeal all other ordinances in conflict
herewith and in their stead enact the present ordinance;
NON, T:1&REFORE, BE IT ORDAINED BY TIE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS;
SECTION 1. The word "vehicle" as used herein shall mean any
device in, upon or by which any person or property is or may be transported
upon a street or highway, except those operated upon rails or tracks.
The word "park" or "parking" when used herein shall mean
the standing of s vehicle, whether occupied or not, otherwise than
temporarily, for the purpose of and while actually engaged in unloading
or loading passengers or merchandise.
The word "loading zone" when used herein shall mean a space
or section of the curb set aside for the exclusive use of loading and
unloading persons, supplies and merchandise.
SECTION 2. That the parts of streets in the City of Corpus
Christi, Texas, described in Sections 17, 18 and 19 of this Ordinance
and established as parking meter zones, and in such zones and such other
parking meter zones as may be hereafter created by Ordinance of the City
of Corpus Christi, the City is authorized to have installed parking
meters, and is authorized to cause parking meter spaces to be designated
in accordance with the provisions of this Ordinance.
When signs are erected, or curbs are painted giving notice
thereof, or parking meters are installed in each block, no vehicle
shall remain parkea longer than sixty (60) minutes at any time between
the hours of 7 A.M. and 6 P.M. on any day except Sundays and holidays
officially set by the City Council, within the district or upon any of
the streets described in Sections 17 and 18 of this Ordinance, nor for
longer than thirty (30) minutes at any time between the hours of 7:00
A.M. and 6 :00 P.M. of any day except Sundays and holidays officially
set by the City Council, within the district or upon any of the streets
described in Section 19 of this Ordinance.
SECTION j. That the City Manager, or such other officers
or employees of the City of Corpus Christi as he may select, are hereby
authorized to install or place parking meters in such perking meter
zones hereby created or to be created by other Ordinances of the City
of Corpus Christi. Such parking meters shall be placed upon the curb
alongside of or next to individual parking places to be designated as
hereinafter provided. Each said parking meter shall be so set as to
shoe or display a signal that the parking space alongside of same is or
is not in use. The City Manager, or such officers or employees above
referred to, shall provide for the installation, regulation, control,
operation and use of parking meters provided for in this Ordinance,
and shall maintain said meters in good workable condition. Each said
parking meter shall be so set as to display a signal shoeing legal
parking upon the deposit of five cent coin of the United States therein
for a period of time conforming to the parking limit set out in Sections
17, 18 and 19 of this Ordinance or hereafter prescribed by the Ordi-
nances of the City of Corpus Christi for the part of the street upon
which said meter is placed; and each meter shall by its device clearly
set out and continue operation from the time of depositing such coin un-
til the expiration of the time fixed by said schedules and ordinances as
the parking limit for the part of the street upon which said mater is
placed. Each said meter shall also be so arranged that upon the expira-
tion of said parking limit it will indicate by a mechanical operation
and the dropping of proper signal that the lawful parking period as fixed
by the Ordinance of the City of Corpus Christi has expired.
SECTION h. 'i&en any vehicle shall be parked in any space
alongside of or next to which there is located, under this Ordinance,
a parking meter, the owner, operator manager or driver of said vehicle
shall upon entering the said parking space immediately deposit a five

cent coin of the United States in the parking meter alongside of or
next to said parking space, and the said parking space may then be
used by such vehicle during the parking limit provided by the Ordinances
of the City of Corpus Christi for the part of the street in which said
parking space is located. j If said vehicle shall remain parked in any
such parking place beyond the parking limit fixed by the Ordinances of
the City of Corpus Christi for such parking apace the parking meter
shall display a sign shoeing illegal parking, and in that event such
vehicle shall be Considered as parked overtime and beyond the time
fixed by the Ordinances of the City of Corpus Christi, and the parking
of a vehicle overtime or beyond the period of time fixed now or here-
after by the Ordinances of the City of Corpus Christi in any such part
of a street where any such meter is located shall be a violation of
this ordinance and punished as hereinafter not out.
SECTION 5. It shall be unlawful and an offense for any person,
firm or corporation having registered in its or his name or owning or
operating or having in charge any vehicle, to allow, or suffer or permit
same to rem in or be placed in say parking space alongside of or next to
which any parking meter is placed while said meter is displaying a signal
showing that such vehicle shall have been parked beyond the period of the
time fixed by the Ordinances of the City of Corpus Christi for such parking
space.
SECTION 6. It shall be the duty of each police Officer to take
the number of any meter at which any vehicle is overparked as provided
in this Ordinance, the state vehicle license number of such vehicle, the
time end date of such overparking, and the make of vehicle, and issue in
writing on a form provided by the City a notice to answer to the charge
of overparking within five days during the hours and at the place specified
in the notice.
SECTION %. Any vehicle parked in any parking space in any
parking meter zone shall be parked with the hood of such vehicle alongside
of or next to the parking meter alongside of such parking space and shall
be parked within the lines marked on the street for such parking spsoe
as provided hereinafter.

SECTION S. The City Manager, or such officers, persons, or
employees of the City of Corpus Christi as he shall select shall place
lima or narks on the curb or on the street about or alongside of each
parking meter to designate the parking space for which said meter is to
be used and each vehicle parked alongside of or next to any parking mater
shall park within the lines or markings so established. It shall be
unlawful and an offense to park any vehicle across any such line or mark
or to park said vehicle in such way that the same shall not be within the
area so designated by such lima or markings.
SECTION 9. The City Traffic Engineer is hereby authorized to
establish such loading zones as are necessary for the conduct of busi-
noes, to omit parking meters from such loading some and to properly
sign and mark such zones where, in his opinion, the dimensions of the
streets and sidewalks, the flow of traffic and the use of property
abutting the streets are such that he finds it to be necessary for the
free flow and expeditious handling of traffic and the safety of persons
and property.
SECTION 10. No person shall stand or park a vehicle in e
loading zone for the purpose of loading or unloading passengers for a
period in excess of tks 0) minutes. The use of loading zones for the
loading or unloading of merchandise shall be confined to the handling
of heavy or bulky materials. All such loading or unloading must be per-
formed in an expeditious manner and no vehicle may remain in a loading
zone for a period of time greater than necessary to expeditiously load
or unload same nor while the operator thereof is soliciting or engaged
otherwise than in the loading or unloading of the vehicle, except that
a reasonable time shall be allowed for securing a receipt of delivery.
The use of metered spaces for loading or unloading merchandise
as defined above will be permitted before the hour of 1Oz00 A.M. with-
out the depositing of a coin in the parking meter of said space except
that the vehicle muat load or unload centered as nearly as possible in
a single metered space and in the manner above described.
The above regulations shall apply only between the hours of
7 A.M. and 6 P.M. of axy day except Sundays and holidays officially

sat by the City Council within the district or upon any o£.th. streets
described in Sections 17, 18 and 19 of this Ordinance.
SECTION 11. It shall be unlawful and an offense to deposit
or cause to be deposited in any parking meter any slug, device or
substitute £or a five cent coin of the United State..
In the event that a slug, device or substitute of a five
cent coin of the United States should be found in the face of any such
meter, indicating that the last article deposited is a slug, device or
substitute for the five cent coin of the United States, the same shall
constitute prima facie evidence of the fact that the driver or operator
of the vehicle parked alongside any such meter is guilty of the offense
of depositing or causing to be deposited in any such parking meter a
slug, device or substitute for the five cent coin of the United States.
SECTION 12. It shall be unlawful and an offense for any
unauthorized person to deface, injure, tamper with, open or wilfully
break, destroy or impair the usefulness of any parking meter installed
under the terms of this Ordinance.
SECTION lj. The five cent coins required to be deposited
as provided herein are hereby levied as police regulation and inspection
fees to cover the cost of inspection, installation, operation, control
and use of the parking spaces and parking meters described herein and
involved in checking up and regulating the parking of vehicles in the
parking meter zones created hereby.
SECTION li+. Any person, firm or corporation, who shall violate
any of the provisions of the Ordinance shall, upon conviction, be deemed
guilty of an offense and fined not to exceed the sum of Two Hundred ($200.00)
Dollars. Any person who shall aid, abet or assist in the violation of any
Of the provisions of this Ordinance shall be guilty of an offense and
shall be fined not to exceed Two Hundred Dollars ($200.00).
SECTION 15. If any section or provision or part thereof in
this Ordinance shall be adjudged invalid or unconstitutional by a court
of competent jurisdiction, such adjudication shall not affect the validity
of the Ordinance as a whole or of any section, provision or part thereof
not adjudged invalid or unconstitutional.

SECTION 16. It shall be unlawful and an offense for any
person to deposit or cause to be deposited in a parking meter a five
cent coin for the purpose of extending the parking time beyond the
time fixed by the ordinances of the City of Corpus Christi for parking
in the parking space alongside of or next to which said narking meter
is placed.
SECTION 17- A Meter Zone No. 1 is established limiting
parking to sixty (60) minutes between the hours of 7 A.M. and 6 p.M.
on any day except Sundays and holidays officially set by the City
Council upon the following streets:
On Water Street from Lawrence Street to Taylor Street
On Chaparral Street from Laguna Street to Schatzel Street
On Chaparral Street from Schatzel Street to Peoples Street,

On Chaparral Street from Peoples Street to Twigg Street
On Mesquite Street from Laguna Street to Schatzel Street
On Mesquite Street from Peoples Street to Twigg Street
On Taylor Street from Ater Street to Mesquite Street
On Star Street from gater Street to Lower Broadway
On People. Street from ]rest Shoreline Drive to Lower Broadway
On Schatzel Street from Uest Shoreline Drive to Chaparral
Street
On Schatzel Street from Mesquite Street to Chaparral Street,
Southeide only
On Lawrence Street from Water Street to Mesquite Street

SECTION 18. A Meter Zone No. 2 is established limiting parking
to sixty (60) minutes between the hour. of 7 A.M. and 6 P.M. on any day
except Sundays and holidays officially set by the City Council upon the
following streets:
On Leopard Street from North Broadway to Sam Rankin Street
On Upper Broadway from Antelope Street to Mestina Street
On Carancahua Street from Antelope Street to the property
line of the North Side Junior High School
On Antelope Street from Carancahua Street to North Broadway

SECTION 19. A Meter Zone No. 3 is established limiting
parking to thirty (30) minutes between the hours of 7 A.M. and 6 P.M.
on -W day except Sundays and holiday. officially set by the City
Council upon the following streets:
On Mesquite Street from Peoples Street to Schatsel Street,
East side only
On Sohatzel Street from Chaparral Street to Mesquite Street,
North Side only
On Chaparral Street from Peoples Street to Schatsel Street,
West side only
SECTION 20. That any Ordinance inconsistent with any of the
terms and provisions of this Ordinance is hereby repealed, provided,
however, that such repeal shall be only to the extent of such inconsistency
and in all other respects this Ordinance shall be cumulative of other
Ordinances regulating and governing the subject matter covered by this
Ordinance.
SECTION 21. That it shall be the duty of the Chief of Police
to designate some member, or members, of his department to make regular
collections of the money deposited in said meters. In this connection,
it shall be the duty of such pare.." .o designated to pick up the sealed
Cylinders containing the coins as deposited in the meters and deliver such
cylinders with the seals unbroken to the City Secretary of the City of
Corpus Christi. It shall be the duty of the City Secretary of the City
of Corpus Christi to break the seals and count the funds and deposit same
to the credit of the City of Corpus Christi in a special fund called
"Parking Meter Fund," which said fund shall be disbursed on order of the
City Council. That the duties prescribed to the officer and /or officer.
of the City of Corpus Christi under the terms of this section shall be
in addition to their regular duties which they are now performing.
