With the following absent, H,pne, constituting a quorum, at which time
the following among other business was transacted;
Mr. Wesley E. Seale, Mayor, presented for the consideration
of the Council an Ordinance. The Ordinance was read by the City Secre-
tary. The Mayor presented to the Council a communication in writing
pertaining to said proposed Ordinance, as follows:

Gentlemen-
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the data it is intYOC ed, or at the present meeting of
the City Council.

AN ORDINANCE
SETTING UP, CREATING AND DIVIDING THE CITY OF
CORPUS CHRISTI, TEXAS, INTO THIRTY-SEVEN (37)
WARDS; DESCRIBING THE BOUNDARIES THEREOF; RE-
PEALING ALL ORDINANCES AND PARTS OF CRDI1WICES
TBAT CONFLICT HEREWITH AND DECLARING AN EED;RGENCY.
WHEREAS, it is deemed necessary to change the City wards of the
City of Corpus Christi in order to secure better voting facilities for the
citiaens of Corpus Christi and in order to conform to the general laws of
the State of Texas regarding the holding of elections;
NON, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF TBE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi, Texas, as its boun-
daries now exist, is hereby divided into thirty -seven (37) wards and the
metes and bounds of said wards shall be as follows, to -sit:
City ward No. 1 shall comprise and shall include that area
bounded as follows, to-wit:
Beginning at the point of intersection of the centerline of
Mann Street with the shoreline of Corpus Christi Bay, Thence in a
westerly direction along the centerline of Mann Street to an intersec-
tion with the centerline of West Broadway; Thence in a northwesterly
direction along the centerline of Nest Broadway to its intersection
with the centerline of Port Avenue; thence due north to the centerline
of the Corpus Christi Ship Channel; thence, easterly along the center-
line of the Corpus Christi Ship Channel,to its intersection with the
eastern city limits line of Corpus Christi, Texas, thence, due south
with the east city limits line to its intersection with the centerline
of Mann Street extended; thence westerly along the oenterline of Mann
Street extended to the place of beginning.
City Ward No. 2 shall comprise and shall include that area
bounded as follows, to-wit:
Beginning at a point in the oenterline of Mann Street at the
shoreline of Corpus Christi Bay; thence, in a westerly direction along
the centerline of Mann Street to its intersection with the centerline
of West Broadway; thence, in a southeasterly direction with the center-
line of West Broadway to an intersection with the centerline of Upper
North Broadway; thence, southerly along the centerline of Upper North
Broadway to its intersection with the centerline of Lawrence Street;
thence in an easterly direction along the centerline of Lawrence Street
end its extension to the east city limit. line of Corpus Christi, Texas;
thence northerly along the east city limits line to its intersection
with the centerline of Mann Street extended; thence westerly along the
centerline of D'Ann Street extended to the place of beginning.
City Ward No. 3 shall comprise and shall include that area
bounded as follows, to -wit:
Beginning at the point of intersection of the centerline of
Lawrence Street with the shoreline of Corpus Christi Bay; thence in a
westerly direction along the centerline of lawrenoe street-to its inter-
section with the centerline of Upper North Broadway; thence, in s southerly
direction along the centerline of Upper North Broadway to its intersection
with the Texas- Mexican Railroad track; thence, in a westerly direction
along the centerline of the Tezaa- Maxioan Railroad track to an intersection
with the centerline of Staples Street; thence, in a southerly direction
along the centerline of South Staples Street to an intersection with the
oenterline of Park Avenue; there, in an easterly direction along the
centerline of Park Avenue and its extension to an intersection with the
shoreline of Corpus Christi Bay and continuing along the extension of
Park Avenue centerline to its intersection with the extension of the
centerline of Lawrence Street; thence, in a westerly direction along
the extension of the oenterlins of Lawrence Street to the place of
begin,
City Ward No. 4 shall comprise and shall include that area
bounded as follows, to -wit:
Beginning at the point of intersection of the centerline of
Leopard Street and the centerline of Upper North Broadway; thence, in
a southerly direction along the centerline of Upper North Broadway to
an intersection of the centerline of the Texas - Mexican Railroad Track,
thence, in a westerly direction along the centerline of the Texas - Mexican
Railroad Track to an intersection with the centerline of Staples Street;
thence, in a northerly direction along the centerline of North Staples
Street to an intersection with the centerline of Leopard Street; thence,
in an easterly direction along the centerline of Leopard Street to the
point of beginning.

bounded as follows, to-wit-
Beginning at the point of intersection of the centerline of
Upper North Broadway,and the oenterline of Leopard Street; thence, in a
westerly direction along the oenterline of Leopard Street to its inter-
section with the centerline of North Staples Streets thence, in a
northerly direction along the centerline of North Staples Street to its
intersection with the centerline of Cabra Street; thence, in a north-
easterly direction along the centerline of Cabra Street to its inter-
section with the centerline of West Broadway; thence, in a southeasterly
direction along the centerline of 'last Broadway to its intersection with
the oenterline of tipper North Broadway: thence, in a southerly direction
along the centerline of Upper North Broadway to the place of beginning.

bounded as follows, to -wit:
Beginning at the point of intersection of the oenterline of
Park Avenue extended and the shoreline of Corpus Christi Bay; thence
in a westerly direction along the centerline of Park Avenue and Park _
Avenue extended to an intersection with the centerline of South Staples
Street; thence, southerly along the centerline of South Staples Street
to its intersection with the canterline of Craig Street; thence easterly
along the centerline of Craig Street and the oenterline of Craig Street
extended to its intersection with the east city limits line of Corpus
Christi, Texas; thence, northerly along the east city limit. line of
Corpus Christi, Texas, to its intersection with the aenterline of Lawrence
Street extended; thence, westerly along the oenterline of Lawrence Street
extended to its intersection with the centerline of Park Avenue extended;
thence, in a westerly direction along the centerline of Park Avenue ex-

Beginning at the point of intersection of the centerline of
Palm Drive and Up River Road; thence in a northwesterly direction with the
centerline of Up River Road to its intersection with the oenterline of
Erwin Avenue; thence in a northeasterly direction with the centerline of
Erwin Avenue to its intersection with the centerline of Lawrence Drive;
thence in a northerly direction with the centerline of Lawrence Drive to
its intersection with the centerline of Oak park Avenue; thence in a
northeasterly direction with the centerline of Gek Park Avenue and the
oontinnation thereof to the centerline of the Ship Chann�l;.thence in

line of Villa Gardens Addition and the city limit line to the northwest
corner of Harbor View Estates; thence in a southeasterly direction with
the city limits line to its intersection with Retama Avenue; thence in a

Beginning at the point of intersection of the north boundary
line of Seaside Camp and Meeting Grounds and the centerline of Avalon
Street; thence in a southeasterly direction with the centerline of Avalon
Street to its intersection with the centerline of Alameda Street; then**
continuing in a southeasterly direction with the oenterline of Alameda
Street to its intersection with the northeast extension of the northwest
boundary line of Lot 5, Section fly, of the Flour Bluff and hmi.nal Farm
and Garden Traot; thence in a southwesterly direction with the northwest
boundary line of said Lot 5, Section 14, to the southwest corner thereof;

City ward No. 20 shall comprise and shall include that area
bounded as follows, to -wit:
Beginning at the point of interseotion of the centerline of
Kostorys Road (Alta Vista Road) and South Staples Street (Dump Road);
thence in a southeasterly direction with the centerline of South Staples
Street to its intersection with a line that is parallel to and 180+ south-
east of the centerline of Everheart Road, said point being the city limit
line; thence in a southwesterly direction with the city limit line to a
point that is parallel to and 1801 southwest of the centerline of Gollihar
Road, being also the city limit line; thence in a northwesterly direction
with the city limit line to its intersection with the east boundary line
of Gugenheim & Cohn Subdivision; thence in a northerly direction with the
east boundary line of Gugenheim and Cohn Subdivision to the northeast
corner of Lot 8, Section 5,,Range I% of said subdivision; thence in a
northerly direction to a point that is the intersection of the south exten-
sion of the Airport Road and the west extension of Lots 10, 11 and 12,
Section G of the Paisley's Subdivision of the Hoffman Tract; thence in a
southwesterly direction with the west extension and the northeast boundary

City ward No. 21 shall comprise and shall include that area
hounded as follows, to-wit-
Beginning at the intersection of the centerline of Plater Street
and the centerline of the Ship Channel; thence, westerly with the center-
line of the Ship Channel to its intersection with the original western
city limits line as surveyed by C.F.H. v. Blucher in August, 1863; thence
north with the original western city limits line to the original northwest
corner of said city limits; thence, east with the original northern city
limits line to its intersection with the centerline of Avenue "Fe, extended,
of Brooklyn Subdivision; thence, in a northeasterly direction with the
centerline of Avenue "F" crossing the southern shoreline of Nueoes Bay and con-
tinuing along said centerline extended to a point which beers north 320
east 700 feet from the oenterline of 34th Street in Brooklyn Addition;
thence, southeast to a point in the south edge of the south abutment of
the draw span of the Nueces Bay Causeway on State Highway No. 77; thence,
due east parallel to the original northern city limits to the intersection
of this course with the east boundary of the original city limits produced;
thence, due south with original city limits line to its intersection with
the centerline of the ship channel; thence, westerly with the centerline
of the ship channel to its intersection with the centerline of water Street,
the place of beginning.
City Ward No. 30 shall ...pries and shall include that area

Beginning at the point of intersection of the centerline of
West Broadway and Cabra Street; thence in a southwesterly direction with
the centerline of Cabra Street to its intersection with the center line
of Lake Street; thence in.- westerly direction with the centerline of
Lake Street and the continuation xhereof to its intersection with the

City Ward No. 31 shall comprise and shall include that area

Beginning at the point of intersection of the centerline of
Coleman Avenue and South Staples Street; thence in a southerly direction
with the oenterlina of South Staples Street to its intersection with the
oenterline of Morgan Avenue; thence in a westerly direction with the center-
line of Morgan Avenue to its intersection with the oenterlina of 15th Street;
thence in a northerly direction with the oenterline of 15th Street to
its intersection with the centerline of Coleman Avenue; thence in an east-
erly direction with the centerline of Coleman Avenue to its intersection

Beginning at the point of intersection of the centerline of
the Texas - Maxicare Railroad and the centerline of South Staples Street;

Beginning at the point of intersection of the centerline of

centerline of the Texas - Mexican Railroad, thence in a westerly direction
with the oenterline of the Texas - Mexican Railroad to its intersection

Louisiana Street and Santa Fe Street; thence in a southeasterly direction
with the centerline of Sent. Fe Street to ita intersection with the
enterline of Minnesota Street; thence in a southwesterly direction with
the centerline of Minnesota Street to its intersection with the center-
line of South Staples Street (Rump Road); thence in a southerly direc-
tion with the centerline of Staples Street to its intersection with the
northwest boundary line of Seaside Camp and Meeting Grounds; thence in a north-
easterly direction with the northwest boundary line of Seaside Camp and
Meeting Grounds and its continuation thereof to its intersection with

Baldwin Boulevard and Ayers Street; thence in a southwesterly direction
with the centerline of Ayers Street to its intersection with the northeast

SECTION 2. That all ordinance. and part. of ordinanoes in con-
flict herewith are hereby repealed and that Ordinance No. 2066 recorded
in Volume 15, pages 393-96, Ordinance and Resolution Records of the City
of Corpus Christi, Texas, is hereby expressly repealed.
SECTION 3. The fact that a new division of wards is required
for the City of Corpus Christi in order to insure better voting facilities
in future elections creates a public emergency and public imperative
necessity requiring She suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date it is introduced
and that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared that such
public emergency and imperative necessity exist, and having requested that
such Charter rule be suspended, and that this ordinance be passed finally
on the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.

For the reasons met forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council= I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
