On this 16th day of March, A. D. 1945, the City Council of
the City of Corpus Christi, Texas, convened in regular meeting with the
following members of said Council present, to-wit:

George R. Clark, Jr.
John A. Ferris {
Commissioners
R. R. Henry
Joe T. Damson
M. A. Cage, Jr., City Secretary
111th the following absent: None, constituting a quorum, at which time
the following among other business was transacted,
Mr. vvesley E. Seale, Mayor, presented for the consideration
of the Council an Ordinance. The Ordiname was read by the City Secre-
tary. The Mayor presented to the Council a communication in writing
pertaining to said proposed Ordinance, as follows:

Gentlemen,
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.

Comniseicner� made a motion that the Charter
provision prohibiting ordinances from being finally passed on the date
introduced be suspended for the reasons stated in the written request
of the Mayor and stated in the emergency clause of the Ordinance. The
motion was seconded by Commissioner The motion was carried
by a unanimous vote by the City Council, vizz
Ayes= Commissioners Clark, Ferris, Henry and Dawson.
Mayes. None.
The Mayor requested to be racordad as voting -Aye".
Commissioner made a motion that the Ordinance
be passed finally. The motion was seconded by Commissioner `mow .
The motion was carried by the following vote.
Ayes. Commissioners Clark, Ferris, Henry and Dawson.
Noyes: None.
The Mayor requested to be recorded as voting "Aye ".
The Mayor announced that the Ordinance had been passed. The
Ordinance is as follows:

EIGHT (8), SEVENTEEN (17), TWENTY (20), TWENTY -
ONE (21). THIRTY (30), THIRTY -CHE (31), THIRTY -
TWO (32), THIRTY -THREE (33), THIRTY -EIGHT (38),
THIRTY -NINE (39), FORTY (40), FORTY -ONE (41),

REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT. HEREWITH AND DECLARING AN EMERGENCY.
WHEREAS, the City of Corpus Christi, Texas, is desirous of calling
a bond election to issue water revenue bonds, storm sewer improvement bonds,
street improvement bonds and other bonds; and,
WHEREAS, it is necessary that the old voting precincts within the
corporate limits of the City be changed in order to conform with the County
voting precincts located within the corporate limits of the City of Corpus
Christi; and,
WHEREAS, by virtue of the City Charter and the General Laws of the
State of Texas the City Council is authorized to prescribe the procedure
for calling and holding elections and defining voting precincts; and,
W:REAS, the .City Council did on the 16th day of March, A. D, 1948,
by Ordinance No. 242 , create and - divide the City of Corpus Christi
into thirty-seven (37) wards and there has bean no action big the City Council
since the passage of the Ordinance which divides the City of Corpus Christi
into election precincts;
NOW, THEREFORE, BE IT ORDAINED BY TEE CITY COUNCIL OF TH3 CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi is hereby divided into
thirty -seven (37) election, precincts within said City, within which respective
precincts the legally qualified voters residing in said election precincts
shall vote in all elections as provided by law and that said election pre -
oinots shall be defined, described and bounded as follows:
(1) Election Precinct Number One (1) shall be composed
of the first ward of said City as that ward is
designated by metes and bounds and fixed by ordi-
n.enae duly passed and approved oa the 16th day of
March, A. D. 1948.
(2) Election Precinct Number Two (2) shall be composed
of the second ward of said City as that ward is
designated by metes and bounds and fixed by ordi-
nanoe duly passed and approved on the 16th day of
March, A. D. 1948.
(3) Election Precinct U-3oor Three (3) Shall be composed
of the third ward of said City as that ward is
designated by metes and bounds and fixed by ordi-
nance duly passed and approved on the 16th day of
March, A. D. 1946.
(4) Election Precinct Number Four (4) shall be composed
of the fourth ward of Said City as that ward is
designated by mete• and bounds and fixed by ordi-
nance duly passed and approved on the 16th day of
March, A. D. 1948.
(5) Election irecinct Number Five (5) shall be composed
of the fifth ward of said City as that ward is
designated by —tea and bounds and fixed by ordi-
nance duly passed and approved on the 16th day of

(6) 3lection Precinct Number Six (6) shall be composed
of the sixth ward of said City as that ward is
designated by metes and bounds and fixed by ordi-
nance duly passed and approved on the 16th day of
March. A. D. 1948.
(7) Election Precinct Number Seven (7) shall be composed
of the seventh ward of said City as that ward is
designated by metes and bounds and fixed by ordi-
nance duly passed and approved on the 16th day of
March, A. D. 1948.
(8) Election Precinct Number Eight (8) shall be composed
of the eighth ward of said City, as that ward is
designated by mates and bounds and fixed by ordi-
nance duly passed and approved an the 16th day of
March, A. D. 1946.
(9) Election Precinct Number Seventeen (17) shall be
composed of the a ve teenth ward of said City as that
ward is designated by —tea and bounds and fixed by
ordinance duly passed and approved on the 16th day
Of March, A. D. 1948.
(10) Election Precinct Number Twenty (20) shall be com-
posed of the twentieth ward of said City as that ward
is designated by metes and bounds and fixed by ordi-
nance duly passed and approved on the 16th day of
March, A. D. 1948.
(11) Election Precinct Number Twenty -one (21) shall be
composed of the twenty firat ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.

(12) Election Precinct Number Thirty (30) shall be composed
of the thirtieth ward of said City as that ward is
designated by metes and bound. and fixed by ordi-
nance duly passed and approved on the 16th day of
March, A. D. 1948.
(13) Election Precinct Number Thirty -one (31) shall be
composed of the thirty -first ward of said City as
that Ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948•
(14) Election Precinct Number Thirty -two (32) shall be
composed of the thirty - second ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(15) Election Precinct Number Thirty -three (33) shall be
composed of the thirty -third ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(16) Election Precinct Number Thirty -eight (38) shall be
composed of the thirty - eighth ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(17) Election Precinct Number Thirty-nine (39) shall be
composed of the thirty -ninth ward of said City as
that ward is designated by metes and bound. and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(18) Election Precinct Number Forty (140) shall be com-
posed of the fortieth ward of said City as that
ward is designated ty metes and bounds and fixed
by ordinance duly passed and approved on the 16th
day of March, A. D. 1948.
(19) Eleotioa Precinct Number Forty -one (141) shall be
composed of the forty -first ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(20) Election Precinct Number Forty -two (12) shall be
composed of the forty -s cond ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
loth day of !"arch, A. D. 190.
(21) Election Precinct Number Forty -three (143) shall be
composed of the forty -third ward of said City as
that ward is designated by metes and bound. and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 19148.
(22) Election Precinct Number Forty -four (L14) shall be
composed of the forty - fourth ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March. A. D. 1948.

(23) Election Precinct Number Forty -five (145) shall be
composed of the forty -fifth ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(214) Election Frecinot Number Forty -Six (46) shall be
oomposed of the forty -sixth ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(25) Election Precinct Number Forty -seven (47) shall be
composed of the Forty - seventh word of said City so
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(26) Election Precinct Number Forty -eight (48) shall be
composed of the forty- eighth ward of said City as
that ward is designated by mates and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(27) Election Precinct Number Forty -nine (49) shall be
composed of the forty -ninth ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, A. D. 1948.
(28) Election Precinct Number Fifty (50) shall be com-
posed of the fiftieth ward of said City as that ward
is designated by metes and bounds and fixed by ordi-
nance duly passed and approved on the 16th day of
March, A. D. 1948.
(29) Election Precinct Number Fifty -two (52) shall be
composed of the fifty - second ward of said City as
that ward is designated by metes and bounds and
fixed by ordinance duly passed and approved on the
16th day of March, J. D. 1948.
(30) Election Precinct Number Fifty -three (53) shall be
I ompoaed of the fifty -third waDd of said City as that
ward is designated by metes and bounds and fixed by
ordinance duly passed and approved on the 16th day
of March, A. D. 1948.
(31) Election Precinct Number Fifty -six (56) shall be
composed of the fifty -sixth ward of said City as
that ward is designated by metes and bounds and fixed
by ordinance duly passed and approved on the 16th
day of March, A. D. 1948.
(32) Election Precinct Number Fifty -seven (57) shall be
composed of the fifty - seventh ward of said City as
that ward is designated by metes and bounds and fixed
by ordinance duly passed and approved on the 16th
day of March, A. D. 1948.
(33) Election Precinct Number Fifty -eight (58) shall be
composed of the fifty - eighth ward of said City as
that ward is designated by metes and bounds and fixed
by ordinance duly passed and approved on the 16th day
of March, A. D. 19� .

(34) Election Precinct Number Fifty -nine (59) shall be
composed of the fifty -ninth ward of said City as
that ward is designated by metes and bounds and fixed
by ordinance duly passed and approved on the 16th day
of March, A. D, 1948.
(35) Election Precinct Number Sixty (60) shall be composed
of the sixtieth ward of said City as that ward is
designated by metes and bounds and fixed by ordinance
duly passed and approved on the 16th day of March,
A. D. 1948.
(36) Election Precinct Number Sixty -one (61) shall be com-
posed of the sixty -first ward of said City as that
ward is designated by metes and bounds and fixed by
ardinanoe duly passed and approved on the 16th day
of March, A. D. 1948.
(37) Election Precinct Number Sixty -two (62) shall be com-
posed of the sixty - second ward of said .City as that
ward is designated by =tea and bounds and fixed by
ordinance duly passed and approved on the 16th day
of March, A. D. 1948.
2 SECTION 2. All other ordinances which have heretofore been passed
and which have set out and established election precincts for the City of
Corpus Christi are hereby repealed and Ordinance No. 2067 passed and
approved by the City Council on the 22nd day of April, 1947, is hereby
expressly repealed.
SECTION 3. The fact that the City Council of the City of Corpus
Christi deems it necessary that the City of Corpus Christi be divided into
thirty -seven (37) election precincts in order to provide proper facilities
for voting in the forthcoming bond election and other elections to be held
in the City of Corpus Christi, Texas, creates a public emergency and public
imperative necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date it is intro-
duced and that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared that such
Public emergency and imperative necessity exist, and having requested that
such Charter rule be suspended, and that this ordinance be passed finally
on the date of its introduction and take effect and be in full force and
effect From and after its passage, IT IS ACCORDINGLY SO ORDAINED.
