D. 1945, the City Council of the City of Corpus Christi, Texas, convened in regular meeting with the following members of said Council present, to-wit: Wesley E. Seale, Mayor George R. Clark, Jr. John A. Ferris { Commissioners R. R. Henry Joe T. Damson M. A. Cage, Jr., City Secretary 111th the following absent: None, constituting a quorum, at which time the following among other business was transacted, Mr. vvesley E. Seale, Mayor, presented for the consideration of the Council an Ordinance. The Ordiname was read by the City Secre- tary. The Mayor presented to the Council a communication in writing pertaining to said proposed Ordinance, as follows: Corpus Christi, Texas March 16, 1945 TO THE MEMBERS OF THE CITY COUNCIL Carpus Christi, Texas Gentlemen, For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council. Re spec , MAYOR, t s Ch -.ti, Taxae Comniseicner� made a motion that the Charter provision prohibiting ordinances from being finally passed on the date introduced be suspended for the reasons stated in the written request of the Mayor and stated in the emergency clause of the Ordinance. The motion was seconded by Commissioner The motion was carried by a unanimous vote by the City Council, vizz Ayes= Commissioners Clark, Ferris, Henry and Dawson. Mayes. None. The Mayor requested to be racordad as voting -Aye". Commissioner made a motion that the Ordinance be passed finally. The motion was seconded by Commissioner `mow . The Mayor announced that the Ordinance had been passed. HEREWITH AND DECLARING AN EMERGENCY. WHEREAS, the City of Corpus Christi, Texas, is desirous of calling a bond election to issue water revenue bonds, storm sewer improvement bonds, street improvement bonds and other bonds; and, WHEREAS, it is necessary that the old voting precincts within the corporate limits of the City be changed in order to conform with the County voting precincts located within the corporate limits of the City of Corpus Christi; and, WHEREAS, by virtue of the City Charter and the General Laws of the State of Texas the City Council is authorized to prescribe the procedure for calling and holding elections and defining voting precincts; and, W:REAS, the .City Council did on the 16th day of March, A. D, 1948, by Ordinance No. 242 , create and - divide the City of Corpus Christi into thirty-seven (37) wards and there has bean no action big the City Council since the passage of the Ordinance which divides the City of Corpus Christi into election precincts; NOW, THEREFORE, BE IT ORDAINED BY TEE CITY COUNCIL OF TH3 CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City of Corpus Christi is hereby divided into thirty -seven (37) election, precincts within said City, within which respective precincts the legally qualified voters residing in said election precincts shall vote in all elections as provided by law and that said election pre - oinots shall be defined, described and bounded as follows: (1) Election Precinct Number One (1) shall be composed of the first ward of said City as that ward is designated by metes and bounds and fixed by ordi- n.enae duly passed and approved oa the 16th day of March, A. D. 1948. (2) Election Precinct Number Two (2) shall be composed of the second ward of said City as that ward is designated by metes and bounds and fixed by ordi- nanoe duly passed and approved on the 16th day of March, A. D. 1948. (3) Election Precinct U-3oor Three (3) Shall be composed of the third ward of said City as that ward is designated by metes and bounds and fixed by ordi- nance duly passed and approved on the 16th day of March, A. D. 1946. (4) Election Precinct Number Four (4) shall be composed of the fourth ward of Said City as that ward is designated by mete• and bounds and fixed by ordi- nance duly passed and approved on the 16th day of March, A. D. 1948. (10) Election Precinct Number Twenty (20) shall be com- posed of the twentieth ward of said City as that ward is designated by metes and bounds and fixed by ordi- nance duly passed and approved on the 16th day of March, A. (11) Election Precinct Number Twenty -one (21) shall be composed of the twenty firat ward of said City as that ward is designated by metes and bounds and fixed by ordinance duly passed and approved on the 16th day of March, A. (27) Election Precinct Number Forty -nine (49) shall be composed of the forty -ninth ward of said City as that ward is designated by metes and bounds and fixed by ordinance duly passed and approved on the 16th day of March, A. (28) Election Precinct Number Fifty (50) shall be com- posed of the fiftieth ward of said City as that ward is designated by metes and bounds and fixed by ordi- nance duly passed and approved on the 16th day of March, A. (29) Election Precinct Number Fifty -two (52) shall be composed of the fifty - second ward of said City as that ward is designated by metes and bounds and fixed by ordinance duly passed and approved on the 16th day of March, J. (37) Election Precinct Number Sixty -two (62) shall be com- posed of the sixty - second ward of said .City as that ward is designated by =tea and bounds and fixed by ordinance duly passed and approved on the 16th day of March, A. D. 1948. 2 SECTION 2. All other ordinances which have heretofore been passed and which have set out and established election precincts for the City of Corpus Christi are hereby repealed and Ordinance No. 2067 passed and approved by the City Council on the 22nd day of April, 1947, is hereby expressly repealed. SECTION 3. The fact that the City Council of the City of Corpus Christi deems it necessary that the City of Corpus Christi be divided into thirty -seven (37) election precincts in order to provide proper facilities for voting in the forthcoming bond election and other elections to be held in the City of Corpus Christi, Texas, creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is intro- duced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such Public emergency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect From and after its passage, IT IS ACCORDINGLY SO ORDAINED. -5- (Ordinenoe No. 2 .2 t63 ) PASSED AND APPROVED this _,!Z of March.
