the City of Corpus Christi, Texas, convened in meeting with
the following members of said Council present, to- t:

With the following absent: iZy„ai constituting a quorum,
at which time the following among other business was transacted:
Mr. Wesley E. Seale, Heyor, presented for the consideration of
the Council an Ordinance. The Ordinance was read by the City Secretary,
The Mayor presented to the Council a communication in writing pertaining
to said proposed Ordinance, as follows:

Corpus Christi, Texas.
Gentlemen:
It is essential that the City make certain Storm Sewer Imurovements,
Street Improvements, Sanitary Sewer System Improvements, Airport Improvements,'
and Park Improvements and construct Park Buildings. Delay in making of
such improvements in the nature of repairs and construction would contribute
to the impairment of the health of the residents of the City of Corpus
Christi and would be detrimental to the welfare of the residents of Corpus
Christi. Under such circumstances, I request that the City Council pass
the proposed ordinance calling an election for the issuance of One Million
Four Hundred and Sixty -five Thousand Dollars ($1,465,000.00) Storm Sewer
Improvement Bonds, Five Hundred Eighty Five Thousand Dollars ($585,000,00)
Street Improvement Bonds, Nine Hundred and Fifty Thousand Dollars ($950,000)
Sanitary Sewer System Improvement Bonds, One Hundred Thousand Dollars
($100, 000.00) Airport Improvement Bonds, and One Hundred and Fifty Thousand
Dollars ($150,000.00) Park Improvement and Park Buildings Construction Bonds,
as an emergency measure. You will please consider this request in
connection with the ordinance which has been introduced in the City Council
on this subject.

Mr. -1 ride a motion that the Charter provision
prohibiting ordinaccdZ.s from being passed finally on the date introduced
be suspended for the reasons stated in the written request of the Mayor
and stated in the emergency clause of the Ordinance. The motion was seconded
by Mr. 4Z � , The motion was carried by a unanimous vote by the
City Council, viz:
AYES: Commissioners Clark, Ferris, Henry and Dawson.
HAYES: None.
Mr made a motion that the Ordinance be passed

CALLING AN ELECTION ON THE QUESTION OF THE ISSUANCE OF
THE FOLLOWING BONDS: ONE MILLION FOUR HUNDRED SIXTY FIVE
THOUSAND ($1,165,000.00) DOLLL,:S STORM SEWER D2ROVEMENT
BONDS FOR THE PURPOSE OF IMPROVING, ENLARGING, AND EXTENDING

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS;
1, That an election be held in said City of Corpus Christi,
Texas, on the & day of 1948, at which election the
following propositions shall Ve ed to the resident qualified electors
of the City of Corpus Christi, Texas, who own taxable property in said City
and who have duly rendered the same for taxation:
PROPOSITION NUMBER 1
"Shall the City Council of the City of Corpus Christi be authorized
to issue the bonds of said City in the am of One Million Four
Hundred and sixty Five Thousand Dollars (31,465 000.00), maturing
serially in such installments as the City Council may prescribe
within a period of not exceeding thirty (30) years from the date of
the issuance of said bonds, bearing interest at a rate or rates not
to exceed Five (55%) per cent per annum, payable semi - annually, and
to levy a tax on all of the taxable property within the City sufficient
to pay the annual interest and provide a oinking fund to pay the
bonds at maturity, for the purpose of improving, enlarging, and
extending the Storm Water Sewer Systems in and for said City, as
authorized by the Constitution and the laws of the State of Texas and
the Charter of said City?"
PROPOSITION NUMBER 2
"Shall the City Council of the City of Corpus Christi be authorized
to.,issue the bonds of said City in the amount of Five Hundred and
Eighty Five Thousand Dollars ($585,000,00), maturing serially in
such installments as the City Council may prescribe within a period of
not exceeding thirty (30) years from the date of the issuance of said
bonds, bearing interest at a rate or rates not to exceed Five (5a)
per cent per annum, payable semi - annually, and to levy a tax on all
taxable property within said City sufficient to pay the annual interest
and provide a sinking fund to pay the bonds at maturity, for the
purpose of making permanent street improvements within the City, as
authorized by the Constitution and the laws of the State of Texas
and the Charter of said City?"

"Shall the City Council of the City of Corpus Christi be authorized
to issue the bonds of said City in the sum of Nine Hundred and Fifty
Thousand Dollars ($950,000.00), maturing serially in such installments
as the City Council may prescribe within a period of not exceeding
thirty (30) years from the date of the issuance of said bonds, bearing
interest at a rate or rates not to exceed Five (5 %) per cent per annum,
payable semi- annually, and to levy a tax on all taxable property with-
in said City sufficient to pay the annual interest and provide a
sinking fund to pay the bonds at maturity, for the purpose of improving,
enlarging and extending the sanitary sewer systems in and for said
City, as authorized by the Constitution and the laws of the State of
Texas and the Charter of said City ?"

installments as the City Council may prescribe within a period of
not exceeding Thirty (30) years from the date of the issuance of
said bonds, bearing interest at a rate or rates not to exceed Five
(5 %) per cent per annum, payable semi - annually, and to le-y a tax
on all of the taxable property within the City sufficient to pay
! the annual interest and prow ide a sinking fund to pay the bonds
at maturity, for the purpose of constructing iuwrovements to the
municipal airport of said City, extending and improving the drain .ge
systems thereof, and purchasing the necessary sites and right of ways
therefor as authorized by the Constitution and the laws of the State
of Texas and the Charter of said City."

-Shall the City Council of the City of Corpus Christi, Texas, be
authorized to issue the bonds of said City in the sum of One Hundred
and Fifty Thousand Dollars ($ 1503000.00), maturing serially in such
installments as the City Council may prescribe within a period of not
exceeding thirty (30) years from the date of the issuance of said
bonds bearing interest at the rate or rates of not to exceed Five
(5 %) per cent per annum, payable semi - annually, and to levy a tax on
all of the taxable property within the City sufficient to pay the
annual interest and provide a sinking fund to pay the bonds at maturity,
for the purpose of the following permanent improvements, to -wit.
contracting, building, equipping and improving pleasure grounds,
parks and playgrounds in and for said City, for securing and acquiring
the necessary lands and Site$ therefor and for improving, extending
and equipping pleasure grounds, parks and playgrounds now owned by said
City, as authorized by the Constitution and the laws of the State of
Texas and the Charter of said City?"
When any bonds are authorized by and issued pursuant to this election,.
the City will not thereafter be authorized to and will Mt issue any of the
bonds authorized for the same puroose by the election heretofore held in said
City on October 4, 1947.
2. Said election shall be held in the City of Corpus Christi,

prcviaiona of Chapter 1, Title 22 of the Revised Civil Statutes of Texas,

1925, as amended, including the provisions of Article 704, as amended by
Chapter 382, passed at the first called session of the 44th Legislature,
�t and the City Charter of the City of Corpus Christi, Texas, and only legally
qualified electors who own taxable property in the City and who have duly
rendered the same for taxation shall be qualified to vote.
4. The polls shall be open from 8 o'clock a.m. to 7 o'clock p.m.
All voters desiring to support the proposition to issue said

FOR THE ISSUANCE OF STREET IMPROVEMENT BONDS."
And those opposed to the proposition to issue the said Street Improvement
I., Bonds shall have written or printed on their ballots the words:
"PROPOSITION NUMBER 2
AGAINST THE ISSUANCE OF STREET IMPROVEMENT BONDS."
All voters desiring to support the proposition to issue said
Sanitary Sewer System Improvement Bonds shall have printed on their ballots
the following words:

FOR THE ISSUANCE OF SANITARY SEER SYSTEM
IMPROVEMENT BONDS."
And those opposed to the proposition to issue the said Sanitary Sewer System
Improvement Bonds shall have written or printed on their ballots the words:

All voters desiring to support the proposition to issue said

And those opposed to the proposition to issue the said Airport Improvement

I, Improvement and Park Buildings Construction Bonds shall have primed on their

FOR THE ISSUANCE OF PARK INPROV3NENT AND PARR BUILDIWS
CONSTRUCTION BONDS."
And those opposed to the proposition to issue the said Park Improvement and
Park Buildings Construction Bonds shall have printed on their ballots the

AGAINST THE ISSUANCE OF PARK IMPROVEMENT AND PARK BUILDINGS
CONSTRUCTION BONDS.-
5. A substantial copy of this Ordinance, signed by the Mayor

of the City of Corpus Christi, and attested by the City Secretary, shall
constitute the notice of ordering said election and the Mayor is directed
to cause a copy of this ordinance signed by him to be posted at the City
Hall and at each of the voting places in each bond election precinct not
less than fifteen (15) days prior to said election, and to have a copy of
this ordinance signed by him published in the CORPUS CHRISTI TRESS, the
,( official newspaper, being a newspaper of general circulation, published
'.! within the City of Corpus Christi; said publication to be made on the same
day in each of two successive weeks prior to the date of the election and the
'.' date of the first publication to be not less than fourteen (14) days prior
' to the date of said election.
6. The fact that the contemplated improvements are necessary
for the orderly development and growth of the City of Corpus Christi and
for the protection of life, health and property and for the general welfare

II of the citizens and residents of the City of Corpus Christi creates a
public emergency and imperative necessity'requirigg the suspension of the
".Charter rule that no ordinance or resolution shall be passed finally on the
date it is introduced and that such ordinance or resolution shall be read
at three several meetings of the City Council, and the Mayor having declared

Gentlemen:
It is essential that the City make certain Storm Sewer Improve-
ments, Street Improvements, Sanitary Sewer System Improvements, Airport
Improvements, and park Improvements and construct Psrk Buildings. Delay
in making of such improvements in the nature of repairs and construction
would contribute to the impairment of the health of the residents of the
City of Corpus Christi and would be detrimental to the welfare of the
residents of Corpus Christi. Under such circumstances, I request that
the City Council pass the proposed ordinance calling an election for the
issuance of One Million Four Hundred and Sixty -five Thousand Dollars
($1,1165,000.00) Storm Sewer Improvement Bonds, Five Hundred Eighty -five
Thousand Dollars (8585,000.00) Street Improvement Bonds, Nine Hundred
and Fifty Thousand Dollars (1950,000.00) Sanitary Sewer System Improve-
ment Bonds, One Hundred Thousand Dollars (y100,000.00) Airport Improve-
ment Bonds, and One Hundred and Fifty Thousand Dollars 0150,000.00)Park
Improvement and Perk Buildings Construction Bonds, as an emergency measure.
You will please consider this request in connection with the ordinance
which has been introduced in the City Council on this subject.
