HomeMy WebLinkAbout02258 ORD - 04/13/1948AN OBDINABC& 9) a • 2 2 $' 8 REPEALING PROVISIONS OF SECTION 2, ORDINANCE NO. 2168, EXACTED ON THE 17TH DAY OF OCTOBER, 1947, WHICH ADDED A PROVISO TO SECTION 2, ARTICLE V OF TBE CIVIL SERVICE RULES AND REG- ULATIONS TO THE EFIECT THAT THE CIVIL SERVICE BOARD WILD MM EXCEPTIONS TO RESIDENCE RE- QUIREMENTS FOR A PERIOD OF SIT MONTHS AFTER OCTOBER 12. 1947; AMENDING SECTION 2, ARTICLE V OF THE CIVIL SERVICE RULES AND REGULATIONS BY ADDING PROVISO THAT CIVIL SERVICE BOARD MAY MANE EXCEPTIONS TO RESIDENCE REgUIREMENTS FOR A PERIOD OF SIX MONTHS AFTER APRIL 12, 1946; AND DECLARING AN EMERGEHCY. WHEREAS, Section 2 of Ordinance No. 2165, passed and ap- proved on the 17th day of October, 1947, recorded in Volume 16, page 11, Ordinance - Resolution Records of the City of Corpus Christi, Texas, provides as follows, -section 2. That Section 2 of Article V of the miss and regulations be amended by the addition at the and of said Section, the following proviso: ^Provided that for a period of six months after October 12, 1947, the Civil Service Board may make exceptions as to residence requirements of employ - see by an order entered into the Minutes of the Boards and WHEREAS, the Civil Service Board has unanimously recom- mended that the Council approve an amendment to the Civil Service Raise and Regulations each that the Board might exercise, for a period of six months after April 12, 1946, paver to make exceptions as to residence requirements of employees by an order entered into the Minutes of the Board: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY Or COWS CHRISTI, TEXAS., SECTION 1. That Section 2 of said Ordinance No. 2165 be and the same is hereby repealed and declared to be of no further force or effect. SECTION 2. That, in accordance with the recommendation of the Civil Service Board, Section 2 of Article V of the Roles and Regulations of the Civil Service Board be amended by the addition, at the end of said Section, of the following proviso; a 5S "Provided that for a period of six months after Anril 12, 1948, the Civil Service Board may make exceptions as to residence requirements of employees by an order entered into the Minutes of the Boards SECTION 3. The fact that the authority granted herein to the Civil Service Board is immediately necessary for the efficient adminstration of the classified civil service system of this City creates s public emergency end . imperative necessity requiring the — pension of the Charter Rule providing that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three several meetings of the City Council, and the Mayor having declared that each public emergency and public necessity exist, and having requested that said Charter Rile be suspended, and that this Ordinance take effect and be in Hill force and effect from and after its passage, IT IS ACCORDINGLY ORDAINED. Assistant C1 Attorney Corpus Christi, Terns April 13, 1948 TO THE MEMBERS OF THE CITY COMCIL Corpus Christi, Texas Gentlemen: For the reasons at forth in the mergeocy clause of the foregoing Ordinance, a public mergency and an imperative necessity exist for the suspension of the Charter role or requirment that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three several meetings of the City Council, I, therefore, hereby request that you suspend said Charter rule or regairement and pass this Ordinance finally on the date it is introduced, or at the present .eating of the City o—il.
