That the City manager of the City of Corpus Christi, Texas, be and he is hereby authorized and directed to execute for and on behalf of the said City a contract with Humble Gil and Refining Company for the purchase of aviation products for a period beginning M-Y 31, 1948, and ending June 1, 1949, gasoline to be pur- chased at Hunble Oil & Refining Company's posted tankwagon schedule in effect on date of delivery and lubricants prices to be lubricant eellins schedule in effect on date of delivery. SECTION 2. The necessity for securing proper aviation pro- ducts in order to efficiently operate the municipal airports creates a public emergency and public imperative necessity requiring the sus- pension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having requested that such Charter rule be sus- pended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINM.
