SECTION 1. That the proposal of the Corpus Christi Ti ,
submitted by the Corpus Christi Caller -Times Publishing Company, which
said proposal is attached hereto and made a part hereof and reads as

Dear Sirs:
Caller -rimes Publishing; Company has been invited to submit bids £or the Uublication
of legal notices relative to the legal and business requirements of the City of
Corpus Christi for a period of one year from the date of acceptance, Both The
Caller and The Times meet all legal requirements necessary to be designated and
appointed as the official or;an of the City of Corpus Christi whereby all legal
notices, ordinances, resolutions, etc., pursuant to the business of the City 'of
C07:�US Christi shall be published by the Caller - files Publishing Company.
The Corpus Christi Times has a circulation of 27,776, as audited by the Audit
Bureau of Circulations; this nunber is com7osed of paid subscribers and is hereby
submitted as proof that The Corpus Caristi rimes reaches substantially ail of
Corpus Christits tax pagers and voters, and practically all citizens interested
in the city's welfare and progress. Since The Corpus Christi 'Mmes is an afternoon
paper we can offer the attorneys for the City of r,�,rpus Christi an opportunity to
view a proof for the purpose of makin; corrections before actual publication. In
view of the fact that an error in publication can mean a long and expensive delay,
where republication for correction is necessary, the advantage of a proof can
therefore be accented as a theorum.
In using a meekly newspaper, occasions have arisen from t:mie to time necessitating
the use of a daily publication of The Caller - Tunes fubiisning Corapany; in which
case, a contract not being in force, the open rate was charged. Had the contract
price prevailed a great deal of money, could have been saved.
l7hen legal notices are run there is almost inevitably a complete coverage of the
facts involved in tric nears sections of Loth -he Ca.11er and The 'Times. This beam-
so, the tax payers have a double opportunity of viewing and completly understanding
all business that is to came before the City' of Corpus Christi.

points in size, by using this type tnere is a saving of at least twenty -five per

saving to the City of Corpus Christi

Christi, being as an estimate, 7 times as great at the closest roiapeting media.

Since rate structure should be based -upon circulation it is our belief that the
following bid is more reasonable in dollars and cents than any competing bid
which may be submitted,,
hll the foregoing having been submitted as evidence of our good faith we ask
that the administration of. the City of Corpus Christi accept the follo,�ing•
That The Corpus Christi Tunes, as published b�, 'ithe Caller -Times
Publishin; Company, be adjudged and appointed official organ
of the Ci.t -r ) Jorpus Christi, and all le ;al notices, ordinances,
resolutions, etc,, pursuant to the business of the City of
Corpus Gi,risti be published therein, where such legal notices,
ordinances, resolutions, etc., are by law required to be pub-
lished in the official newspaper, for.' one year From the date
of this bid.
Publication of all legal notices, ordinances, resolutions, etc.,

agate, or five and one ;calf (S) typo, said publication to be
paid for by the City of Corpus Christi at the rate of two and
one -half cents (212¢) per cord for ! 'irst insertion and at the

other Nana, be it furt:ier agreed that the regular open rate shall be charged for
publication of all legal notices, ordinances, resolutions, etc,, in the event this
bid is not accepted by the C:i.t,* of Corpus Christi, same shall become null and void.

be and the same is hereby accepted, and the Mayor of the City of Corpus
Christi is hereby authorized to execute the acceptance of such proposal.
SECTION 2. That the Corpus Christi Times is hereby designated
as the official newspaper of the City of Corpus Christi for the period
of one year, beginning April 8, 1948.
SECTION j. The public importance of this ordinance creates
a public emergency and imperative public necessity requiring the
suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared in writing
that such public emergency and imperative necessity exist, and having
requested that such Charter rule be suspended, and that this Ordinance
be passed finally on the date of its introduction and take effect and
be in full force and effect from and after its passage, IT IS ACCORD-
INGLY SO ORDAINED.

Gentleman:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the Suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the Present meeting of
the City Council.
