That the work If construction of concrete sheet piling groins with concrete caps on the bayfront in the City of Corpus Christi, Texas, performed by Bauer and Smith Dredging Company having been performed and completed in accordance -with the terms and pro- visions Of the contract and the plan. and specifications therein con- tained, same being dated the 20th day of January, A. D. 1917, and said contract being between the City of Corpus Christi and Bauer and Smith Dredging Company and the said Director of Public Works having inspected the same and certified to the completion of said work in accordance with said plans and specifications, and said work aforesaid is hereby found to have been completed in accord.... with the plans and specifi- cations and is here now accepted and recei d by the City Council of the City of Corpus Christi, Texas. SECTION 2. That payment due under the contract covering the work above mentioned be mado in accordance with the terms of such contract. SECTION j. The necessity for providing adequate protection to the bayfront of the City creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Y-y., having declared that such public emergency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from end after its passage, IT IS ACCORDINGLY SO ORDAINS'D.
