AMENDING SECTION 132 OF ARTICLE EYI OF THE
TRAFFIC ORDINANCE SABOT BEING ORDINANCE NO.
224IJ PROVIDING FOR DISPOSITION OF FUNDS
RECEIVED FOR TRAFFIC FINES AND FORFEITURES
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEAS:
SECTION 1. That Section 132 of Article M of Ordinance No.
2241, passed and approved by the City Council on the 16th day of March,
1948, and entitled "An ordinance regulating treffia upon the public
Itreat,, alleys and other thoroughfares in the City of Corpus Christi,
Texas, and fixing penalty for violations and repealing all other ordi-
nances and sections Of ordinances in conflict herewith," be amended
so as to read as follows, to -wit:
"Section 132. Disposition of Traffic Fines and Forfeitures.
All fines or forfeitures collected upon conviction, or upon the
forfeiture of bail, of any of the provisions of this ordinance
.hall be paid into the City Treasury and credited by the City
Controller to a special fund to be known as the "Street Traffic
Improvement Fund% which is hereby created and which shall be
used exclusively in the oonstruction, repair and maintenance
of the public streets, bridges and street structures, or for
the installation and maintenance Of traffic control devices
thereon.^
SECTION 2. The necessity for keeping adequate books and
accounts regarding funds received under violations of the Traffic Ordi-
nance creates a public emergency and public imperative necessity
requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date it is introduced and
that such ordinance or resolution shall be read at three several
meetings of the City,Council, and the Mayor having declared that such
public emergency and imperative necessity exist, and having requested
that such Charter rule be suspended, and that this ordinance be passed
finally on the date of its introduction and take effect and be in full
force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons sat forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinanoe or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
