221ai PROVIDING FOR DISPOSITION OF FLTHDS
RECEIVED FOR TRAFFIC FINES AND FORFEITURES
AND DECLARING AN 3MGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEAS;
SECTION 1. That Section 132 of Article XVI of Ordinance No.
24, passed and approved by the City Council on the 16th day of March,
and as amended
19L&,, and entitled "An Ordinance regulating traffic upon the public
streets, alleys and other thoroughfares in the City of Corpus Christi,
Texas, and fixing penalty for violations and repealing all other ordi-
Dances end sections of ordinances in conflict herewith," be amended
so as to read as follows, t—it;
"Section 132. Disposition of Traffic Fines and Forfeitures.
All fines or forfeitures collected upon conviction, or upon the
forfeiture of bail, for violation of any of the provisions of
this ordinance, except fines or forfeitures for speeding viols -
tions which speeding violation fines or Forfeitures shall Cc
into the General Fund of the City, shall be paid into the City
Treasury and credited by the City Controller to a special fund
to be ]mown as the "Street Traffic Improvement Fund ", which is
hereby created and which shall be used exclusively in the con-
struction and maintenance of roads, bridges and culverts in the
City, and for the enforcement of the traffic laws regulating use
of public streets by motor vehicles and motorcycles and to help
defray the expenses of the City traffic officers.
SECTION 2. The necessity for obtaining revenue for proper main-
tenance and construction of City streets and the necessity for obtaining
revenue to defray the expenses of traffic law regulation and expense of
hiring City traffic officers in the City creates a public emergency and
public imperative necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date it
is introduced and that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor having
declared that such public emergency and imperative necessity exist.
and having requested that such Charter rule be suspended, and that
this ordinance be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public a m ergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three greetings of the City Council; 1, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
