Seale, Mayor C orge R. Clark, Jr. John A. Farris Commissioners R. R. Henry 11. A. Cage, Jr. City Secretary, with the following absent; Joe T. Dawsoa oonstituting a quorum, at which time the following among other business was transacted; 1"s. Seale presented, for the consideration of the Council, a Resolution. The Resolution was read by the City Secretary. The Mayor presented to the Council a communication in writing pertaining to said proposed Resolution, as follows; Corpus Christi, Texas May 28, 1948 TO THE KFIMERS OF THE CITY COUNCIL Corpus Christi, Texas Gentlemen. For the r sat Forth in the emergency clause of the foregoing; resolutiori,aa public emergency and in:perati— n sity exist for the suspension of the Charter rule or requirements that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this resolution finally on the date it is introduced, or at the present mere sing of the City Council. Respectfully, City of Corpus Christi, Texas Commissioner Clark made a motion that the Charter provisions prohibiting resolutions from being passed finally on the date intro- duced be suspended for the reasons stated in the written request of the Mayor and stated in the emergency clause of the Resolution. The motion was seconded by 4,r. Henry. The motion was carried by a unani- mous vote by the city Council, vis AYnS: Commissioners Clark, Ferris, and Henry. WAYES; hone. Mr. Clark made a motion that the Resolution be passed finally. The motion waa seconded by 1 %r. Ferris. The motion was carried by the following vote: AYES: Commissioners Clark, Ferris, and Henry. Z.2 27 AUTHORIZING PUBLICATION OF NOTICE TO SELL $2,200,000.00 OF CITY OF CORPUS CHRISTI TMTER- YPOR%S REVENUE BONDS, AND $3,250,000.00 OF CITY OF CORPUS CHRISTI VARIOUS PURPOSE GENERAL OBLIGATION BONDS, AND DECLARING AN EhMGENCY. BE IT RESOLVED BY THE CITY COUNCIL OF TEE CITY OF CORPUS CHRISTI, TEXAS; 1. That notice of the City,s intention to accept competitive bids for the sale of its !drport Improvement Honda, ",;-100,000,00; Park Improvement Bonds, $150,000,00; Storm Sewer Improvement Bonds, $1,465,- 000.00; Sanitary Sewer Improvement Bonds, 1950,000.00; Street Improve- ment Bonds, $585,000.00; and the City's waterworks Revenue Bonds, Series 1948, in the amount of w2,200,000.00, on June 11, 1948, be published in the Bond Buyer, a publication carrying as a regular feature notice of the sale of municipal bond., and published in the City of New York, on such date or dates as may be determined by the Mayor of the City of Corpus Christi, and on such date or dates as may be determined by the Mayor, in the Texas Bond Reporter, which is published in Dallas, Texas. 2. That the form of said notice be substantially as follows: "$2,200,000.00 WATLMVORKS REYr;NUE BONDS $3,250,000.00 VARIOUS PURPOSE GENERAL OBLIGATION BONDS CITY OF CORPUS CHRISTI, TEXAS BOND SALE NOTICE IS HEREBY GIVEN that the City Council of the City of Corpus Christi, Texas, at the office of the City Secretary, City Hall, on Friday, June 11, 1948, will receive until 1 :00 otclock P.M., sealed bide for the purchase of $2,200,000.00 ,Taterworks Revenue Bonds, and $3,250,000.00 various purpose General Obligation Bonds. Copies of the official offering. and bid foruss, as well a. a circular containing economic and financial data, respecting the City and a description of the !kLterWorks Revenue Bonds and of each issue of the General Obligation Bonds, will be mailed to interested prospective bidder. upon written request directed to Russell L. The necessity for the sale of the various proposed tax supported general obligation bonds and waterworks revenue bonds in order to procure revenues to make improvements to the airport, parks, sanitary Sewer, storm sewer, streets and Waterworks system in the City of Corpus Christi creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no ordi- nance or resolution shall be passed finally on the date it is intro- duced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCOPDITIGLY SO RESOLVED.
