WHEREAS, heretofore on the first day of August, A. D. 1946, the
City Council of the City of Corpus Christi, Texas, passed an Ordinance
entitled;

WHEREAS, it is considered to be to the best interests of the City
,list said Ordinance be amended;

BE IT ORDAINED BY T.H.^ CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That Sub - Paragraph (1) of said Ordinance No. 1950 is
hereby amended and same shall be and read as follows:

THE STANDARD SPECIFICATIONS OF THE CITY OF CORPUS CHRISTI,
TERMS SPECIFY THAT: tBefore a Contractor s1.a11 be con-
sidered eligible to bid on any contract for Public gork
of the City of Corpus Christi, Texas, he must have filed
satisfactory financial ^taterent, on forms provided by

the City, at least three (3) d priors to the opening
of bids, and he must have filed a plan, experience and
equipment questionnaire, including the addenda to the
previously filed financial statement on forms provided
by the City at least three (3) days prior to the opening
of bids.I
The City of Corpus Christi, Texas, has adopted the
following rules and regulations relative to the hand-
ling of this prequalification of bidders on any con-
tract for public work:

(1) A financial statement from the Bidder must be filed
with the City Secretary of the City of Corpus Christi,
Texas, at least three (3) days prior to the opening of
bids. This statement must be audited and certified to
by a Certified Public Accountant or a Public Accountant
registered as provided by Chapter 315, Acts of the 19th
legislature of Texas, 1945, known as "Public Accountancy
Act Of 1945"., and it shall be made on forms furnished by
the City or similar forms giving the same identical in-
formation. The requirement that such certification be
by a Certified Public Accountant or a Registered Public
Accountant shall apply only to such public work as the
Director o£ public Works may estimate to cost in excess
Of X25,000.00."
SECTION 2. The necessity for prescribing rules and regulations
for pre - qualification of bidders on public work projects of the City
creates a public e g ncy and public imperative necessity requiring the
suspension of the Charter Rule that no Ordinance or Resolution shall be
passed finally on the date it is introduced, and that such Ordinance or
Resolution shall be read at three several meetings of the City Council,
and the Mayor having declared that such public emergency and imperative
necessity exist, and having requested that such Charter Rule be suspended,
and that this Ordinance be passed finally on the date of its introduction,
and take effect and be in full -force and effect from and after its
sage, IT IS ACCORDINGLY ORDAINED.

Gentlemen;
For the reasons set forth in the emergency clause of the fore-
going Ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or reouirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that suc -a ordinance or resolution shall be read at three meetings of
the CityCounoil; I, therefore, hereby request that you suspend said
Charter rule or requirement and pass this Ordinance finally oa the
date it is introduced, or at the present meeting of the City Council.
