ESTABLISHING RULES, REGULATIONS AND FEES
APPLICABLE IN C014THOL AND ADLIINISTRATION
OF UTILITY TAPS OR SERVICE CONNEOTIONS
FOR CITY O'.MD UTILITIES, REPEALING ALL
OTHER ORDI2:ANCES IN CONFLICT EERVOTM
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF .CARPUS
CHRISTI, TEXAS:
SECTION 1. That the following rules and regulations concern-
ing the control, operation and administration of utility taps or service
connections of water, gas and sewer utilities owned by the City of
Corpus Christi, and regulations prescribing fees for utility taps or
service connections is hereby adopted and approved and said rules
and regulations are as follows, to-wit-
1. UTILITY TAP APPLICATIONS
Applications for water, gas or sewer taps may be accepted
from anyone holding a valid plumbing permit issued by
the City of Corpus Christi for taps to be made inside or
outside the city limits.
2. UTILITY TAP FELL' PAYENT
Utility tap fees will be paid in cash upon application
for utility taps.
3. UTILITY TAP FEES DEFINED
Utility tap fees are separate and distinct from any
plumbing permit or inspection fees and will not be
construed as being a part of or as including such
fees.
4. UTILITY TAP FEES EXTRA CHARGES
No charges will be made in addition to utility tap Pees
for street cuts; however, for taps outside the city
limits, which cannot be readily made to existing
lateral lines provided for such services or for taps
which involve major highway crossings or taps to
major mains or trunk lines and similar cases,
charges will be made to cover entire cost of all
work and material including meters, if any, as
estimated by the City.

based on circumstances.
6. DEFINITION OF STREET TAPS AN'D EASEMENT TAPS
A. Street tap fees will apply to all tape made to laterals
or mains in front or at the side of the property to be
served, regardless of whether the line to be tapped is
in the street, behind the curb or in some similar
position.
B. Easement tap fees will apply to all taps made to mains
or laterals in the rear of the property to be s r ved.

7- SERVICE TO BE PROVIDED FOR raES
Gas, sewer and water taps will be made and services in-
stalled to a standard location. Necessary meters and
regulators will be installed. The entire installation
will remain the property of the City and will be main-
tained by the City for as long as services available
from the City are desired on the property by the
occupant. Maintenance of privately owned service
lines, or parts of service lines, on private property
will be the responsibility of the owner, occupant or

8. AVAILABILITY OF SERVICE
The existence of mains or trunk lines, or even lateral
lines, near a property will not constitute an obliga-
tion for the City to tap such lines on request for tape,
where such lines are inaccessible due to necessary
crossings of major highways. or major streets due to
excessive cost or excessive distance. These special
cases must be arranged for with the Director of
Public Utilities well in advance of the desired
service date, to permit necessary extensions, crose-
ings, or similar construction.
SECTION 2. This Ordinance shall take effect and all fees
set out herein shall be collectible on and after the—(—day of
A. D. 1948.
SECTION 3• All ordinances or parts of ordinances in
conflict herewith are hereby expressly repealed.
SECTION 4. The necessity for providing adequate rules and
regulations governing the oontrol and administration of utility tape
or service connections for the public utility ayatems owned by the
City of Corpus Christi, Texas, creates a public emergency and public
imperative necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date
it is introduced and that such ordinance or resolution shall be read
at three several meetings of the City Council, and the lkyor having
declared that such public emergency and imperative necessity azist,
and having requested that such Charter rule be suspended, and that
this ordinance be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its
passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or solution shall be read at
three meetings of the City Council; I. therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
