ADOPTING A BUDGET FOR THE ENSUING FISCAL
YEA& BEGINNING AUGUST 1, 1948, AND ENDING
JULY 31, 1949, IN ACCORDANCE WITH THE CITY
CHAHTF,R CF THE CITY OF CORPDS CHRISTI. TEAS,
AS A4'®ED. AND DEOLBRIAG AN MMGENCY.
WHEMAC, the City Manager of the City of Corpus Christi, pursuant
to Article V. Section 2L6 of the City Charter as amended, did, on June
1948, submit to the City C.—il, a Budget Estimate of the revenues of said
City, and the expenses of oanducting the affairs thereof for the ensuing
fiscal year, beginning August 1, 1948, and ending July 31, 1949, and %bich
said estimate has been compiled from detailed information obtained from
the several departments, divisions and offioes of the City, in accordance
with the said Charter provisions and,
WMMEAS, the members of the City Council have received and
studied said City Vanno-erts Budget Estimate, and have called and held
the proper hearings in a000rdanoe with Artiolo 689-A, Vermont. Annotated
Statutes of Texas, on said Budgets and,
SEAS, in accordance with Section 26, Article Y, of the
Charter of the City. of Corpus Christi, Texas, it is necessary that the
City Council accept, approve and adopt the Budget at the oonolusion of
such public hearings, and before the first regular meeting of the City
Council in August.

SECTION I. That the Budget of the City of Corpus Christi,
covering the proposed expenditures of the City of Corpus Christi, and the
estimate or the revenues of the said City for the fiscal year begi= gn
August 1, 1948, and ending July 31, 1949, as submitted by the City Manager
of said City, be, and the same is in all things accepted, approved and
adopted as the Budget of the City of Corpus Christi, Texas, for the fisoal
year beginning August 1, 1948, end ending July 31, 1949, a copy of which
Budget is attached hereto, marked Exhibit nA °, and made a part hereof for
all pertinent purposes.

SECTICff 2. The feet that the provision of the City Charter
presoribed that the Budget be adopted and approved before the first
regular meeting in August, and the fact that same has not been heretofore
approved creates a public emergency and public imperative necessity re-
quiring the suspeneion of the Charter rule that no ordinan a or resolution
sha11 be passed finally on the date it is introduced end that such ordi-
nance or resolution shall be read at three several meetings of the City
Council, and the Yayor having declared that such public emergency and
imperative necessity exist, and having requested that such Charter rule
be suspended, and that this ordinance be passed finally on the date of
Its introduction and taka effect and be in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED.

For the reasons set forth in the emergency oaluse of the
foregoing ordinance, a public emergency and imperative necessity
ealst for the auspension of the Charter rule or requirement that no
ordinance or resolution aball be passed finally on the date it is
introduced, and that such ordinance or resolution $hell be read at
three meetings of the City Comoilj I, therefore, hereby request that
You suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the
City Council.
