The improvements are de- scribed in a Report on Improvements to Water Supply System at Corpus Christi, Texas, as prepared by Greeley and Hansen, Engineers, dated June 18, 1948. - 2 - AMOI E Z The Engineer shall perform the following services (a) Xake periodic inspections of the construction work in progress. (b) Confer with the resident supervising,engineers in regard to the location cost, and progress of the work accomplished in the periods between the inspections. (o) Make reports to the City and the Trustee for the Purohaser following each of the periodic Inspections as to the followings (1) The status of the construction In progress. (2) The conformity of the work in progress with the plans and specifications. (3) A smeary review of construction costs as compared with the estimated cost as based on the construction proposals. (d) Review estimates for progress payments to con- tractors. (s) Review changes in the plane and specifications dim the original designs and arrangements which were the basis of the construotionloon- traats. Should the Bond Purchaser desire other engineering services in,eanneotion with the improvements at Corpus ..g_ Christi which are not epeoifically included above, the Engineer shall be paid by the Bond Purchaser for such ser- vices. The fact that it is necessary to acquire the services of an independent consulting engineer, and in order to, conform to Ordinenoe No. 22916 passed by the City P -unoil on June' 15, 1948, creates a public emorgenoy and public imperative necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several mcetings of the City CoUnnil, and the Mayor having de- clared that such public einorgency and imperative necessity exist, and having requested that Bush Charter rule be suspended, and that thin ordinanca be passed finally on the date of its intro- duction and take effect and be in full force and affect from and after its passage, IT IS ACCORDINGLY SO ORDAINRO.+% . At the Savage Lane Reservoir, work was under wag cn all phases of the construction, Excavation was being made with a dragline bucket on the side slopes. Tile and gravel underdpains were being placed. Essentially all of the bot- tom concrete reservoir floor has been placed, and about 50 per cent of the side walls and sloping floor sections have been completed. Concrete columns and roof dock are complete for all of the center portions above the flat floor and over about 25 per cent of tie sloping sida sections, Q construction has been started on the enlargement to the pumping station. A considerable amount of larSe size cast iron pipe for connections to the mains and pumping station was on hand. All parts of the construction were progress_ ink; actively and in a satisfactory manner. Except for very small areas Of Patched honeycomb in a few of the roof beams, the visible concrete was of good appearance and finish. Tests have been made regularly of concrete samples, with satisfactory results. The excavation at the Calallen Bilter Plant has been completed, and concrete in the deep portions of the struc- tures, comprising the Pipe gallery and basement of the new laboratory building and the connection to the existing; plant, has been essentially completed. At the time of the inspection Corpus Christi, Texas 8. preparations were in Progress for starting an the cone -ete in the filters. All essential elements of equipment hay * -, been delivered and can be Installed in the work as requ_red. It is apparent that this part of the improvement proEraii cannot be completed within the contract time limit of October 16, 1949. It is probable that the Contractor will reqiiost an O&Casion of time because of delays in deUvery of nRver- ials and equipment. The Contractor expects to compicte the Installation by January 1, 1950. Satisfactory Progress has been made since construction started, and the work 0CMplatod appears excellent in all respects. The construction of repairs below the Lake Corpus Christ:! Dam has been completed. This work comprised the triroing of channel slopes and the placement of riprap on thete slopes, and also included the filling of washed out areas kt tho end of the spillway apron with large stone. There has Mao no apparent displacement of the rock fill or r1prap. NO active COnatrUtion work was in ProgresS on thy; elevated storage tanks. s. In gen- eral, the progress of the construction has been satisf.Ec- tory, with the repairs at Lake Corpus Christi completed6, well before the expiration of the construction period. Delays have been encountered in the filter plant extension, due to inability to obtain prompt deliveries of the re- quired materials and equipment, and it is probable that this contract will not be completed before the end of Vla year. The progress at Savage Lane is a little behind schedule but may be completed within the established cca- tract time limit. It is expected that the constructior: of Corpus Christi, Texas 11. the distribution system extensions will continue on about the Bast schedule.
