SECTION 1. That the City I, er is hereby authorized and directed,
for and on babelf of the City, toe cute a license agreement vith the Texas
and New Orleans Railroad Company in which the City is „ranted the right to
cross the said Railroad Companyls tracks with a 4" natural gas line at the
intersection of Hesbuite Street and Port kveaue, the rental on said license
to be One Dollar ($1.00) per year.

the Charter rule that no ordinance or resolution shell be passed -finally on

that such public emergency and imperative necessity exist, and having re-
quosted that such Charter rule be suspended, and that this ordinanoe be
passed £ia -lly on the date of its introduction and take effect and be in full
