SECTION 1. That the City Manager is hereby authorized and directed
to execute a Contract for and on behalf of the City vrith E. 0. Cooley for the
exchange of land whereby the City is to exchange Lots 4 and 6. Blook 103,
Brooklyn Addition to E. O. Cooley, and E. 0. Cooley is to Deed to the City
Lute 3 and 5. Block 103, Brooklyn Addition, a copy of said Contract bean--
attached hereto and made a part hereof for all pertinent purposes.

SECTION 2. The necessity for acquiring riFht -of -Tray upon
which to construct highways within the City of Corpus Christi creates a
public emergency and public imperative necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally
on the date it is introduced and that such ordinance or resolution shall
be read at three several mestinga of the City Council, and the iayor
having declared that such public emergency and imperative necessity exist,
and havi.n,� requested that such Charter rule be suspended, and that this
ordinance be passed finally on the date of its introduction and take
effect and be in full Force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDALM.

Gentlemen:
For the reasons set forth in the emergency olauae of the foregoing
ordinance, a public energency end imperative necessity exist for the sus-
pension of the Charter rule or requirement that no ordinance or resolution
shall be passed finally on the date it is introduced, and that such ordinance
or resolution shall be read at three meetings of the City Council; I, there-
fore, hereby request that you suspend said Charter rule or requirement and
pass this ordinance finally on the date it is introduced, or at the present
meeting of the City Council.
