SECTION 2. The neeessitr for providinZ adequate public utilities
for nem additions in the City of Corpus Christi creates a public emergency
and publio imperative nscossit;• requiring the eueponsion of the Chaser
rule tl, t no ordinance or rosolution shall be passed finally on the date it

For the reasons set forth in the emergency clause of the fore -

resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three —tines of
