WBERM, the City Controller resigned effective as of December 1,
1947, and,
WHEREAS, it was deemed necessary and the usual customary praotioe
that as audit be made of the accounts of the Oity from July 31, 1947, to
December 1, 1947, and,
EMU=, on November 18. 1947. the City Oouncil by motion authorized
the Oity Manager to execute a contract with William E. Ponder for aforesaid
audit, and.
WIMMA.9, the Oity Manager authorized said audit to be made for the
cum of $4,000.00, and,
WBMIEAB, said audit has been made and completed.

S=ION 1. That the agreement made by the Oity MaaaRer for and on
behalf of the 0ity With William E. Ponder for an audit of the city accounts
from duly 319 194?, to December 1. 19479 and for the fiscal year ending
July 31, 1948, for the cum of $4,000.00, is hereby ratified and approved.
SECTION 2. That all thing. set out in the preamble of this
Ordinance are tro and oorreet,
AMTICH 3. That the City Manager is hereby authorized and directed
to pay the said Willian E. Powder the sum of $4,000600 for said audit] the a=
of $1.50000 to be paid from the Budget of the Oity controller Item 'S�eaial
Services ", and the sun of $2,500.00 is to be paid from the Bcdaet of Water and
Gas Department from Item 0513eoial Services".
MVIM 4- The neoessity for proper auditing of the books and
accounts of the Oity creates a public emergency and public imperative ,necessity
squiring the suspension of the Oharter rule that no ordinance or resolution
shall be passed finally on the date it is introduced and that such ordinanoo or
lusolution shall be read at three several meetings of the City Councilt and
the 1WOr having declared that such public emergency and imperative neoeasity
esiet# and having requested that Bush Ohartsr rule be suspendedt and that this
ordinance be passed finally on the date of its introduction and tale offset and

Yor the reasons set forth in the emergency olauae of the foregoing
ordinance, a public —genoy and imparative nseessity exist for the sue.
Pension of the Charter rule or requirement that no ordinance or resolution
shall be passed finally on the date it is introduced, and that suoh ordinance
or resolution shall be read at three maetinge of the City Council; I. therefore.
hereby request that you suspend said Charter rule cr requirement and pass this
ordinance finally on the date it is introduced* or at the present meeting of the City
Council.
