IATIWG TO THE SUBJECT OF THIS ORDINANCE AND
DECLARING AN EMERMY.
WHEREAS, an December 29, 1949 Houston Natural Gas Corporation
filed an amended application with the City Council requesting the grant
of a franchise to operate a natural gas distribution system in a certain
portion of the City of Corpus Christi; and,
WHEREAS, by Ordinance No. 2440 passed and aPProved by the City
Council on the 8th day of January, 1949 an ordinance proposed to be pawed
by the City Council, Which ordinance Would grant a franchise to the Houston
Natural Gas Corporation to operate a natural gas distribution system in
a certain portion of the City of Corpus Christi, was ordered published in
the official newspaper of the City once a Week for a period of three (3)
consecutive Weeks; and,
WHEREAS, the Council deems it neoesesry that the question of
whether or not cold franchise should be granted should be submitted to a vote
of the qualified electors of the City;

SECTION 5. A substantial copy of this ordinance, signed by the Mayor
Of the City of Corpse Christi and attested by the City secretary, shaji consti-
tute the notice of ordering said election, and the Mayor is directed to cause
a copy of this Ordinance Signed by him to be posted at the City Ball and at each
Of the voting places and each election precinct not lose than twenty (20) days
prior to said election, and to have a copy of this ordinance signed by him pub-
lished in the Corpno Christi Times, the official newspaper, being a newspaper
Of general circulation, published within the City of Corpus Christi, Said publi-
nation to be made on the same day in each Of two concessive weeks prior to the
date of the election and the date of the first publication to be not less than
twenty (20) days prior to the date of said election.
=TICK 6. The fact that an adequate natural gas supply is essential
to the health and general welfare of the citizens and the future growth of the
City and the fact that it is necessary to submit the granting of a franchise to
Operate a natural gas distribution System to the voters, and further delay in
calling Said election might work a bardship on the citizens of the City, creates
a public emergency and imperative necessity requiring the suspension of the
Charter rule that no ordihmme or resolution shall be passed fIn017 on the date
It is introduced and that such ordinance or resolution shall be read at three (3)
several meetings Of the City Commix, and the Mayor having declared that such
public emergency and imperative necessity esiste, and having requested that such
Charter rule be suspended, and that this ordinance be passed finally on the date
of its introduction and take effect and be in full force and effect from and after
