CANVASSING RETURNS AND DEGLARMG TEE RESULTS OF AN
ELECTION HELD IN THE CITY OF CORPUS CHRISTI, TEXAS, ON
FEBRUARY 12, 1949, ON TIE WIM- TION OF GRANTING A FRAN-
CHISE TO HOUSTON NATURAL GAS CORPCRATION FOR THE OPER-
ATION OF A AATURAL GAS DISTREMION SYSTEM IN A PORTION
OF TIM CITY; AM DECLARING AN MMGENCY.
IdIERKn S, heretofore on the 14th day of January, 1949, the City
Council of the City o£ Corpus Christi, Texas, passed as ordinance oalling an
election to be held in said City on the 12th day of February, 1919, on the
following proposition:
PROPOSITION NUMBER 1
"Shall the City Council of the City of Corpus
Christi be authorised to pass and approve an ordinance
and do the things requisite to the granting of a fren-
obise to Houston Natural Gas Corporation to operate a
natural gas distribution system within a portion of the
City of Corpus Christi for a tarn of Twenty _Five (25)
Years, reserving to the City of Corpus Christi the right
to purchase such natural gas distribution system within
the corporate limits of the City at any time after Ten
(10) Years from the date of Such franchise, in the form
and in accordance with the ordinance pproposed to be
Passed as set out In Ordinance No. Piro passed and
approved by the City Council on January 8, 19497 "j
and,
ITAMMAS, notice of said election was actually given as required by
law and as directed in the ordinance calling the election, as is shown by
affidavits properly filed in the office of the City Seoretaryj and,
ii&?EAS, said election was duly and legally held on the 12th day of
February, 19491 in conformity with the election ordinance heretofore passed by
this Council and the result of said election has been certified and returned to
this Council by the proper judges end olerlm thereof; and,
Yd -RFAS, this Council has today considered the returns of said election
on the proposition hereinabove stated, which was held on the 12th day of February,
1949; and,
=UER^aa, it appears to the Council and the Council so finds that said
election was in all respects lawfully held and said returns duly and legally made
and that there were oast at said election, the following votes:

NOW, THEREFORE, BE IT ORDItM BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, T.E%AS,
SECTION 1. That the proposition to grant the said franchise to
Houston Natural Gas Corporation was sustained by a majority of the qualified
electors voting at said election and the City Council of the City of Corpus
Christi, Texas, is hereby authorized to grant said franohise to Houston Natural
Gas Corporation in aocordsnoe with said proposition.
SECTION 2. The necessity for providiAg adequate gas faoilities for
the citizens of the City and the necessity for procuring a long tern supply of
gas for the City creates a p blip emergenoy and an i, perativo pblio neoessity
requiring the suspension of the Charter Rule providing that no ordinance or
resolution shall be passed finally on the date it is introduced, and requiring
that such ordinance or resolution shall be read at three several meetings of
the City Council, end the Mayor having deolarod that such public emergency and
imperative publio necessity sxists, and having requested that said Charter Rule
be suspended, and that this ordinance take effect and be in full force and
eEfeat from and after its passage, IT IS ACCORDINGLY So ORD=TED.

Gentlenon:
For the reasons set forth in the emergency olauso of the fore-
going ordinance, a public emergs py end imperative necessity exist for the
.uspeasiou of the Charter rule or requirement that no ordinance or resolution
shall be passed- finally on the date it is introduoed, and that auoh ordinance
or resolution shall be read at three meetings of the City Councilj I, there-
fore, hereby request that you suspend said Charter rule or requirement and
pass this ordinance finally on the date it is introduced, or at the present
meeting of the City Council.

is a true and correct copy of the tabulation of returns made
of the election held February 12, 1949, on the question ^Shall
the City of Corpus Christi grant a franchise to Houston Natural
Use Corporation to operate a natural gas distribution system
within a portion of the City of Corpus Christi for a term of
