PRESCRIBING THAT AFTER THE ENACTMENT
OF.THIS ORDINANCE THERE SHALL BE FOUR
(4) OFFICERS WITH THE RANK OF CAPTAIN

ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH, AND DECLARING AN
EMERGENCY.
WHEREAS, there is now only one (1) Captain in the Police Division
of the City of Corpus Christi, Texas, and,
WHEHEAS, the increase in population of the City and the increased
size of the Police Division requires that there be at least three additional
Captains in order to properly administer police sotivities in the City of
Corpus Christi,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That from and after the passage,of this ordinance
there shall be four (4) officers in the Police Division of the City of Corpus
Christi who are to hold the rank of Captain.
SECTION 2. That said officers shall be governed by all the laws
of the State of Tex" and ordinances of the City concerning their respective
positions in the Police Division.
SECTION j. All ordinances or parts of ordinances in conflict
herewith are hereby expressly repealed to the extent of such conflict.
SECTION 4. The necessity for providing for four (4) Police Captains
in the Police Division of the City in order to adequately perform police
functions necessary in the City creates a public emergency and public imperative
necessity requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date it is introduced and that such
ordinance or resolution shall be passed finally an the date it is introduced
and that suoh "ordinanoe or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared that such public emergency
and imperative necessity exist, and having requested that such Charter rule
be suspended, and that this ordinanoe be passed finally on the date of its
introduction and take offset and be in full force and effect from and after

its passage, IT IS ACCORDINGLY SO CRDAINID.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Chaster role or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of
the City Council; I, therefore, hereby request that you suspend said
Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
