The fact that the Legislature of Texas is now in session and will not again be in session for nearly two years; that it may be necessary to procure the passage of legislation to enable the City to issue bonds for the financing of the improvements contemplated; that the City is now in need of the public facilities contemplated and the fact that the said F. Bert Smith & Company are specialists in the handling of municipal bonds and the fact that their services are essen- tial and will be greatly beneficial to the City of Corpus Christi creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally an the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergenoy and imperative necessity exist, and having requested that such Charter rule be suspended, and that this ordi- nance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORD- INGLY SO ORDAINED.
