ESTABLISHING AND CREATING AN OFFICE OF
THE MUNICIPAL GOVERNMENT OF THE CITY OF
CORPUS CHRISTI, SUCH OFFICE TO BE HNOWN
AS THE OFFICE OF GENERAL SUPERINTENDENT
OF PUBLIC UTILITIES; DEFINING THE DUTIES
OF SUCH OFFICE AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TE$ASI -
SECTION 1. There is hereby established an office of the
Municipal Government of the City of Corpus Christi which shall be knovm
as General Superintendent of Public Utilities. The establishment of
such office shall be in accordance with the provisions of Section 10 of
Article V of the Charter of the City of Corpus Christi as emended on
October 6, 1945, such office to be filled by appointment and subject to
the control of the City Manager of the City of Corpus Christi.
SECTION 2. The General Supt. of Public Utilities shall be
subject to and under the general supervision of the Director of Public
Utilities.
SECTION 3. The General Supt. of Public Utilities shall, under
the Director of Public Utilities have charge of and general supervision
over all public utilities operating within the City, including the City
owned water, gas and sewerage systems, and also airports and airport
facilities. It shall be the duty of the General Supt. of Public Utilities
to make such reports and recommendations to the Director of Public Utili-
ties relating to the various public utilities concerning the conduct and
operation thereof at such times as he may deem necessary or the Director
of Public Utilities may require.
SECTION 4. The fact that there has been no office of General
Supt, of Public Utilities and that it is necessary for theeffioient super-
vision, coordination and operation of the various branches of Public
Utilities to create the office of General Supt, of Public Utilities and
enable such office to function immediately creates a public emergency and
public imperative necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date it is
introduced and that such ordinance or resolution shall be read at three

several meetings of the City Council, and the Mayor having declared that
such public emergency and imperative necessity exist, and having requested
that such Charter rule be suspended, and that this ordinance be passed
finally on the date of its introduction and take effect and be in full
force and effect from and after its passage, IT IS ACCORDINGLY SO
CRDAINID.

For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of
the City Council; I, therefore, hereby request that you suspend said
Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
