ESTABLISHING AND CREATING AN OFFICE OF
THE MUNICIPAL GOVF,RNL+'.ENT OF THE CITY OF
CORPUS CHRISTI, SUCH OFFICE TO BE KNOW '
AS THE OFFICE OF ACTING DIRECTOR OF FI-
NANCE; DEFINING THE DUTIES OF SUCH OFFICE
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. There is hereby established an office of the
Municipal Government of the City of Corpus Christi which shall be known
as Acting Director of Finance. The establishment of such office shall be
in accordance with the provisions of Section 10 of Article V of the Charter
of the City of Corpus Christi as amended on October 6, 1945, such office
to be filled by appointment and subject to the control of the City Manager
of the City of Corpus Christi.
SECTION 2. The Acting Director of Finance shall be subject to
and under the general supervision of the Director of Finance.
SECTION 3. The Acting Director of Finance shall, under the
Director of Finance have charge of the Department of Finance which shall
include the Accounting, Auditing, Treasury, purchasing, Taxation, and
Budgeting Divisions, and the City Garage and Warehouse. He shall have
the administration of the financial affairs of the City in the various
departments placed under his control, and shall prescribe the methods of
keeping, and the supervision of, all accounts. He shall have control of
the custody and disbursement of City funds and moneys, according to ordi-
nances and regulations of the Council by direction of the City Manager; the
assessment and collection of such taxes, including special assessments, as
may be levied by Ordinance; the issuanoe of licenses and collection of
license fees; and shall perform such other duties as the City Manager may
require.
SECTICH 4. The fact that there is now now an office of Acting
Director of Finance and that there are occasions wherein the Director of
Finance is unable to attend to all of the duties of the office of Director
of Finance and that it is necessary for the efficient supervision, coordina-
tion and operation of the Department of Finance to create the office of acting
Director of Finance and enable such office to function immediately creates
a public emergency and public imperative necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally
on the date it is introduced and that such ordinance or resolution shall be
read at three several meetings of the City Counoil, and the Mayor having de-
clared that such public emergency and imperative necessity exist, and having
requested that such Charter rule be suspended, and that this ordinance be
passed finally on the date of its introduction and take effect and be in
fill force and effect from and after its passage, IT IS ACCORDINGLY SC
ORDAINED.

For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of
the City Council; 1, therefore, hereby request that you suspend said
Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
