WEEMS, the Civil Service Board has unanimously rec- ommended that the Council approve an amendment to the Civil Service Rates and Regulations such that the Board might exercise, for a per- iod of six months after April 29, 1949, power to. make exceptions as to residence requirements of employees by an order entered into the Minutes of the Board: NOT, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF TAE CITY OF COILMS CHRISTI, TEXAS: SECTION 1. That Section 2 of Article V of the ]Rules and Regulations of the Civil Service Board he amended by the addi- tion, at the end of said Section, of the following proviso: "Provided that for a period of six months after April 29, 1949, the Civil Service Board may make exceptions as to residence requirements of employees by an order entered into the Minutes of the Board." "SECTION 2. The fact that the authority granted here - 7.n to the Civil Service Board is immediately necessary for the effi- cient administration of the classified civil service system of this City creates a public emergency and imperative necessity requiring the susvension of the Charter Role providing that no Ordinance or Resolution shall be passed finally on the date it is introduced and that such Ordinance or Resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such Public emergency and public necessity exist, and having requested that said Charter Rule be suspended, and that this Ordinance take effect and be in full force and effect from and after its passage, X51 IT IS ACCORDINGLY ORDAINED. PASSED AND APPROVED THIS 3 day of May, 1949.
