THE CITY COUNCIL ON THE 15TH DAY OF FEBRUARY, A. D.
1949, BY AlIENDING SECTION 1 OF SAID ORDINANCE COR-
RECTING THE ASSESSPtMS LZVI3D AGAINST ABUTTING
PROPERTY OVINERS ON TAR-LTON STI":ET FRCP: THE BEST PRO-
PERLY LINT.' OF AYERS STREET TO THE EAST PHOPER.TY LINE
OF PINMD PARK; AND DECLARING tN 0,EiDGENCY.

TEXAS -
SECTION 1. That Section 1 of Ordinance No. 2474 passed and
approved by the City Council on the 15th day of February, 1949, is hereby
amended and said Section 1 of said ordinance shall hereafter read as folloi•:s,
t o -wit :
"Section 1. That Section 4 of Ordinance No. 2445 passed
and approved by the City Council on the 15th day of January,
1949, is hereby amended and said Section 4 of said ordinance
shall hereafter read as follows, to-wit:
"Section 4. That in pursuance of said ordinance,
duly enacted, by said City Council, authorizing and ordering
the improvement of Tarlton Street, within the limits herein -
above named and defined, and in pursuance of said proceedings
heretofore had and enacted by said City Couno"_ in reference to
said improvements and by virtue of the powers vested in said
City with respect to said street improvements by the Laws of the
State of Texas and the Charter of said City, with particular
reference to Chapter 106 of the Acts of the First Called Session
of the 40th Legislature of the State of Texas, knowrn and shorm as
Article 1105 -b of Vernon's Annotated Civil Statutes of Texas, as
amended, there shall be, and is hereby levied, assessed and taxed
against the respective parcels of property abutting upon said
portion of said street, and against the real and true oimers
thereof, whether such real and true owner or owners be named or
correctly named herein or not, the several suns of money herein -
below mentioned and itemized opposite the description of the res-
pective parcels of said property, the number of front feet each
and the several amounts assessed against same and the real and
true owner or owners thereof, and names of the apparent owners
thereof, all as corrected and adjusted by said City Council,
being as follows, to -wi.t:

SECTION 2. The necessity for amending said Ordinance No. 2474
in order to show the correct property owners abutting upon Tarlton Street
in order to properly levy assessments concerning same creates a public,
emergency and an imperative public necessity, requiring the suspension of
the Charter rule, that no ordinance or resolution shall be passed finally
on the date of its introduction, and that said ordinance shall be read at
three several meetings of the City Council, and the Yiayor having declared
that such emergency and imperative public necessity exist, and having re-
quested that said Charter rule be suspended, and that this Ordinance be
passed finally on the date of its introduction, and that this Ordinance
take effect and be in flail force and effect from and after' its passage,
IT IS ACCORDINGLY SO ORD.iINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed fi_�.11y on the date it is introduced, and that
such ordinance or resolution shall be read at three meetings of the City
Council: I, therefore, hereby request that you suspend said Charter rule
or requirement and pass this ordinance finally on the date it is intro-
duced, or at the present meeting of the City Council.
