HomeMy WebLinkAbout02555 ORD - 07/19/1949AN ORDINANCE CREATING A BOARD TO BE ENOVW AS "THE BAYFRONT ADVISORY BOARD*; PM71DING FOR TO APPOINT - MENT AND QUALIFICATIONS OF ITS 7B'sBffiERE, .SET- TING THE AUTHORITIES AND DUTIES OF SUCH A BOARD, AND DECLARING AN ENBRGENCY. 71BEREAS, the bayfront of the City of Corpus Christi is a valuable asset of the City and is capable of producing revenue to be used for the maintenance and improvements of the bayfront; and 70, it would be to the best interest of all citizens of the City of Corpus Christi to create a board to advise with the City Manager and the City Council, concerning the exercise of, control over, regulating the use of, maintaining and improving said bayfront. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI. SECTION 1, There is ,hereby created the Bayfrout Advisory Board which shall be composed of nine members who shall be residents of the City of Corpus Christi and who shall serve without Compensation. SECTION 2. All members of the Bayfrout Advisory Board shall be appointed by the City Council. On the final passage of this ordinance, four members shall be appointed for the term of two years and five members for the term of one year, and all members shall serve until their successors shall be appointed and qualify. After the expiration of the first term, succeeding terms of the members of the Board shall be two years. The Board shall elect a chairman and adopt by -lame to govern its operations, in co- operation with the City Manager and City Council. SECTION 3. The City Manager aball. Lave the power to appoint a harbormaster with the same powers and duties as such officer now holds, and said harbormaster shall confer with, and furnish such information and reports to the Bayfrout Advisory Board as said Board may request. SECTION 4. The Bayfront Advisory Board shall study the bayfront property of the City of Corpus Christi and report findings and recommenda- tions to the City Manager, for the most advantageous we of the bayfront 4rea and the regulation, maintenance and improvements thereof. SECTION 5. The Bayfront Advisory Board shall reocmmend to the City Council such items as it deems proper for inclusion in the annual budget regarding the maintenance and improvement of the bayfrout area and the property and facilities thereof. - SECTION 6. Such other facilities, property, or area of the bayfrout portion of the City may, by action of the City Council, be added to the present bayfrout area or section of the City of Corpus Christi and subjected to the provisions of this Ordinance. SECTION 7. The fact that immediate attention should be given to the oontrol, maintenance, and improvement of the bayfrout properties of the City of Corpus Christi, and that ouch attention can best be given by a board creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no ordinance or reso- lution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and im- perative necessity exist, and having requested that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
