WRER&S, the Electrical Ordinance of the City of Corpus Christi does not contain provision for a member to be appointed on the Examining and Supervisory Board of Electricians with the qualifications of having general business experience in a supervisory or proprietary capacity, and it is to the best interest of the public that a person with such qualifications be added as a seventh member to said board, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUTVCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: Section 1, That Ordinance 2204 entitled "AN ORDINANCE RE- GULATING ELECTRIC WIRING 111'S_7'HIN THE CORPORATE LILS'CS OF THE CITY OF CORPUS CHRISTI, T &".AS FOR SAFEGUARDING PERSONS AND PROPERTY AND PROMOTING THE Wa,- FARE OF THE PUBLIC; ORFATI14G THE OFFICE OF CHIEF ELECTRICAL INSPECTOR AND PRESCRIBING HIS DUTIES, RIGHTS AND AUTHORITY; ESTABLISHING STANDARDS FOR ELECTRICAL EVIPMENT AND FOR ITS INSTALLATION AND REaU.IRING CONFORMITY TRERENITH; MAIMIG IT UNLAWFUL TO UNDERTAKE THE INSTALLATION G,, ELECTRICAL EZUIFMFN^, WITHOUT A PERMIT THEREFOR, EXCEPT AS OTHERWISE PROVIDED; PROVIDING FOR THE REGISTRATION OF ELECTRICAL 'NOMMS AND CONTRACTORS; ESTABLISHING INSPECTION PTfMIT FEES; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDI- NANCE AND R3PEALING ORDINANCES IN CONFLICT YITH THIS ORDINANCE, and adopted on the 30th day of December 1947 be amended as to Sections 1 and 2 of Chapter 4 to read as follows: "Section 4-1: EY,AMINING AND SUPERVISORY BOARD OF ELECTRICIANS CREATED: There is hereby created the "Examining and Supervisory Board of Elec- tricians" consisting of seven (7) persona. Said Board shall include four (4) appointive members and three ex- officio members. The appointive members shall be appointed by the Mayor and Council. The ex- officio members shall be the Chief Electrical Inspector, the City Electrician and the Read of Engineering and Construction Division or the Director of Public Works. The Head of EEngineering and Construction Division and Director of Public Works shall have, together or singly, one vote. "Section 4-2: QUALIFICATIONS.- Persons who serve on the Examining and Supervisory Hoard of Electricians as appointive members shall be qualified as follows: (a) One person shall have had at least ten (10) years active experience as a Master Electrician. (b) One person shall have had at least five (5) years active experience as a journeyman Electrician. (c) One person shall have had at least five (5) years ex- perience as Electrical Engineer. (d) One person shall have had business experience, super- visory or proprietary, or experience closely related thereto." Section 2. All other provisions o£ said ordinance, No. 2204, including all amendments heretofore adopted save and except as herein amended, be continued in full force and effect. Section 3. The fact that it is to the best interest of the public that a person having qualifications of business experience, supervisory or proprietary, be appointed as a member of said board creates a public emer- gency and imperative public necessity requiring a suspension of the Charter rule providing that no ordinance or Resolution shall be passed finally on the day it is introduced, and that such Ordinance or Resolution shall be read at three several meetings of the City Council„ and the Mayor having declared that such public emergency and imperative public necessik, exists, and having re- quested that said Charter rule be suspended and that this Ordinancetake effect and be in full force and effect from and after its passage, it is so ordained. OF CORPUS CHRISTI Gentlemen: For the reasons set forth in the emergency clause of the fore- going Ordinance, a public emergency and an imperative necessity exists for the suspension of the Charter rule or requirement that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three several meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this Ordinance finally on the date it is introduced, or at the present meeting of the City Council.
