HomeMy WebLinkAbout02578 ORD - 08/16/1949PLUMBING CODE FOR TEE CITY OF CORPUS CER WI, TEXAS ORDINANCE HO. 961 An ordinance regulating plumbing and gas fitting construction, repair and maintenance within the corporate limits of the City of Corpus Christi, Texas, safeguarding the health of persons, the safety of property and promoting the welfare of tho public; creat- ing tho supervisory board of plumbers, designating the members thereof, and proscribing their powers, duties and terms of office; establishing the office of Chief Plumbing Inspector and proscribing the powers and duties thereof; providing the requiring of a master plumber's Surety Bond; providing the requiring of Permits for certain kinds of plumbing, drainage, and gas fitting and the In- spection of such plumbing, drainago and gas fitting work and the scale of foes for such inspections; compelling all buildings under certain conditions to be connected with the public sanitary sewers and providing the manner and way in which plumbing and gas fitting work shall be done and the kind and class of materials to be used in such work; providing ponaltios for the violation of this ordinance and the repealing of ordinances in conflict with this ordinance; providing for the publication of this ordiusnee; and declaring an emergency. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS. CHAPTER I TITLE AND SCOPE SECTION 101: TITLE. The title of this Ordinance shall be "The Corpus Christi Plumbing Code ", and may be cited as such and will be referred to in this Ordinance as "This Code ". , SECTION 102: PURPOSE. The purpose of this Code is to regulate the construction, erection, enlargement, alterations, repair, removal and maintenance of all plumbing such as piping, fittings, and fixtures, used for the conducting of water, gas, and sewage in order to provide a practical safeguarding of life, health, and property from the hazards that may arise from improper construction of such installations. SECTION 103: SCOPE. The provisions of this Code shall apply to all piping, fittings, fixtures, or appliances, installed, constructed, erected or added to or built upon any buildings, structure, lot, lots or parcel of land, within the boundaries of the City of Corpus Christi, Texas, and outside the City Limits if some be connected to either the City Water, Gas, or Sewage Systems, except as herein provided. All installations of plumbing systems hereafter made, and all existing installations which are altered or changed, shall be made to conform to all reasonable requirements necessary for the preservation of life, health and property, in accordance with the provisions of this Code. SECTION 101.: PUBLIC UTILITIES. The provisions of this Code shall not apply to the installation made by the proper employees, agents or contractors of the City of Corpus Christi, Texas, in the laying of Water, Sewer and Gas mains and services, ndr to the installation of gas distributing mains and services in the streets, easement and alleys by employees of any gas distributing company operating under a franchise granted by the governing body of the City of Corpus Christi. SECTION 105: CITY DEPARTMENTS. The various departments and buildings of the City of Corpus Christi,and of the Independent School District thereof, shall be subject to the provisions of this code so far as the same may be applicable, but shall be exempt from the requirements of fees. SECTION 106: RESPONSIBILITY FOR SAFE WORK. The regulations of this Code shall not be construed to relieve from or lessen the responsibility of any person owning, operating or installing any plumbing system, and,/ or gas piping systems for damage to anyone injured or damaged by any CHAPTER 2 DEFINITIONS SECTION 201: ACCEPTED STANDARDS.. Accepted standards are the minimum standards cited in this code. SECTION 202: AIR GAP. The air gap in a water- supply system for plumb- ing fixtures means the vertical distance between the supply fitting outlet (spout) and the highest possible water level in the receptor when flooded. If the plane of the end of tho spout is at an angle to the surface of the water, the mean gap is the basis for measurement.. SECTION 203: APPLIANCE. A device which utilizes gas fuel to produce light, heat, hot water, refrigeration, or power. SECTION 204: APPROVED OR APPROVAL. Shall mean approved or accepted as satisfactory by the City Plumbing Inspection Section and /or the Supervisory Board. Nationally recognized standards shall be the basis for such approval. SECTION 205: BACKFLOW. The flow of water into a water - supply system from any source except its regular one. Back siphonage is one type of backflow. Backflow may be caused by gravity, vacuum or other, pressure differential in the system. SECTION 206: BACKFLOW CONNECTION. Any arrangement whereby backflow may occur. SECTION 207: BACK VENT. A branch vont installed primarily for the purpose of protecting fixture traps from self - siphonage, or backpressure. SECTION 208: BOARD. The term Board when used singularly or other- wise herein shall mean the Supervisory Board of Plumbers as constituted herein, with powers and duties as set forth in Chapter 4 and elsewhere in this Code. SECTION 209: BRANCH. Any part of a piping system other than a main (see main). SECTION 210: BRANCH INTERVAL. The vertical distance between horizontal branches. In general the branch interval corresponds to the story height. SECTION 211: BUILDING DRAIN. That part of the lowest horizontal piping of a building - drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of the building and conveys it to the beginning of the (house) sewer at a point not less than three (3) feet developed length of pipe outside the exterior face of the building wall. 3 SECTION 212: BUILDING DRAINAGE SYSTEM. The building drainage system is all piping provided fop carrying Waste water, sewage or other drainage from the building to the street sewer or lawful place of disposal. SECTION 213: BUILDING MAIN. The water supply pipe, including fittings and accessories, from the water (street) main or other source of supply to the first branch of the water - distributing system. SECTION 214: BUILDING SEWER. The building (house) sewer is that part of the horizontal piping of a building- drainage system extending from the building drain, three (3) feet developed length of pipe outside of exterior face of the building wall, to the street sewer or other lawful place of disposal and conveying the drainage of but one building site or premise. SECTION 215: BUILDING SUB - DRAIN. A building (house) sub -drain is the portion of a drainage system which cannot drain by gravity into the building sewer. SECTION 216: CIRCUIT VENT, A group vent extending from in front of the last fixture connection of a horizontal branch to a vent stack. SECTIONI 217: CONTINOUS WASTE - AND -VET. A vent that is a continuation of and in a straight line with the drain to which it connects. A continuous - waste- and -vent is further defined by the angle the drain and vent it the point of connection make with the horizontal, for example, vertical continuous - waste -and -vent, 450 continuous -waste -and vent, etc. SECTION 218: DEVELOPED LENGTH. The developed length of a pipe is its length along the center line of the pipe and fittings., SECTION 219: DIAMETER. Unless specifically stated, the term diameter means the inside (ID) diameter as designated commercially. SECTION 220: DRAIN. Any pipe which carries waste water or water- borne wastes in a building- drainage system. SECTION 221: DRAINAGE PIPING. Drainage piping is all or any part of the drain pipes of a plumbing system. SECTION 222: DROP, Any vertical pipe or nipple which conducts water or gas downward. SECTION 223: DRY VENT. Any vent that does not carry waste water or water -borne wastes. SECTION 224: DUAL VENT. A dual vent (sometimes called a unit vent) is a group vent connected at the junction of two fixtures branches and serving as individual or relief vent for both fixture branches. SECTION 225: EFFECTIVE OPENING. SECTION 240: LOOP VENT,- A loop vont is tho somo as a circuit vont oxcopt that it loops back and connocts with its soil or watto-stack- vont instead of a vont stack. SECTION 241: MAIN. Tho main of any syston of continuous piping is tho principal ortory of the systom to which branchos may bo connected. SECTION 242: MASTER PLUNDER. Any person having a rogular placo of business who, by himsolf, or through a porson or porsons in his employ ongagos in tho businoss of doing plunbing and /or gas fitting work, end /or contracting for tho installation of plumbing fixturos, sanitary oquipmont, gas fitting and appliances and who is liconsod as providod heroin. SECTION 243: M2ASUt1ED GAS. Gas which has passod through a customer's sorvicu rotor. SECTION 244: METER LOOP OR METER CONNECTION. Any branch of tho building drain othor than a primary branch. SECTION 260: SEWAGE. SECTION 261: SEWAGE.TREATMEZT PLANT. SECTION 267: STORM DRAIN. A drain used for conveying rain water, subsurface wator, condonsato, cooling wator, or other similar dia- ohargos. SECTION 268: STORM SEWER. A sower used for convoying rain wator, subsurfaco water, condonsato, cooling water or othor similar non- septic dischargos. SECTION 269: TRAP. A fitting or dovico constructed to provont tho passago of air or gas through a pipo without materially affocting tho flow of sowago or wasto wator through it. SECTIOTI 270: TRAP SEAL. Tho trap seal is tho maximum vortical depth of liquid that a trap will rotain moasurod botwoon tho orown of tho woir and tho dip of tho trap. 8 SECTION 271: VENT. A pipo installed to provide a flow of air to or from a drainage system or to provido a oirculation of air within such syetom to protoct trap soals from siphonago and back prossuro. SECTION 272: WASTE PIPE. ?A drain pipo which receives tho discharge of any fixturo, othor than wator closets or othor fixtures rooeiving human- oxcrota. SECTION 273: WATER MAIN. A wator supply pipo for public or community use. SECTION 274: WATER SERVICE PIPE. That part of a building main installed by or undor tho jurisdiction of tho Water Dopartmont of tho City of Corpus Christi, Tomas, from tho water main to tho building service. SECTION 275: WATER- SUPPLY SY3TEN. Tho wator- supply systom of a building is the wator- sorvico pipo, tho wator distributing pipes, and tho nocossary connecting pipes, fittings, and control valves. SECTION 276: WET VENT. Any soil or waste pipo that sorvos also as a vont. 9 CHAPTER 3 ADMINISTRATION AND ENFORCEMENT SECTION 301: PLUMBING INSPECTOR, There is hereby created the office of the Chief Plumbing Inspector. The Chief Plumbing Inspector and Assistant Plumbing Inspectors shall be appointed by the Director of Public Works with the approval of the City Manager. Appointment and removal of such person or persons shall be in accordance with the rules and regulations of the Civil Service Board. SECTIOiN 302: QUALIFICATION FOR PLUMBING INSPECTOR. The Plumbing Inspectors shall be qualified as follows: (a) CHTTF INSPECTOR: The Chief Plumbing Inspector shall have had at least seven years experience as a plumbing Inspector, licensed Master Plumber, or licensed Journeyman Plumber, some of which experience shall have been in a responsible supervisory capacity. (b) OTHER INSPECTORS: All other Plumbing inspectors shall have had a license as a Master or Journeyman Plumber for at least one year prior to their appointment, SECTION 303: PLUMBING INSPECTORS SERVING AT PASSAGE OF THIS ORDI1ANCE. The Chief Plumbing Inspector and assistant Plumbing Inspectors serving in such capacity at the time of the passage of this Ordinance shall be deemed qualified as required in Section 302. SECTION 394: LICENSES FOR PLUMING INSPECTORS. The Chief Plumbing Inspector and Assistant Plumbing Inspectors shall be required to keep in force a license issued by the Texas State Board of Plumbing Examiners during their terms of office. SECTION 306: INSPECTORS PROHIBITED. It shall be unlawful for the Chief Plumbing Inspector or any of his assistants to engage in the business of the sale, installation or maintenance of plumbing or plumbing fixtures, either directly or indirectly, and they shall have no financial interest in any concern engaged in such business at any time while in the employ of the City of Corpus Christi, Texas. SECTION 306: DUTIES OF CHIEF PLUMBING INSPECTOR. The Chief Plumbing Inspector shall have the following duties: (a) ENFORCE CODE: He shall enforce the provisions of this Code, (b) DELEGATION OF P0IER: He shall delegate any powers of inspection to his assistants which he deems advisable. COLLECT Aii S: He shall collect, or cause to be collected all fees as provided heroin and transmit same to the proper City Official. (e) 10 (d) GRANTS PERMITS: He shall, upon application, grant permits for the installation, extension, or alteration of plumbing, sewage and gas piping systems and equipment. (e) INSPECTIONS He shall make inspections of all plumbing, sewage and gas work as provided in this code. (f) (g) RECORDS: He shall keep complete records of all permits issued, inspections and reinspections made and other official work performed in accordance with the provisions of this code. He shall maintain a complete record of all Licenses issued by the Texas State Board of Plumbing Examiners to all classes of plumbers working in this City in accordance with the provisions of this code. LIST OF APPROVED MATERIALS: He shall keep on file in the City Inspection Division Office a list of approved and stand- ard equipment, supplies and fixtures, available for public referonce during regular office hours. SECTION 307: POWERS OF PLUMBING INSPECTORS. The City Plumbing Inspectors shell have the following powers and duties; (a) POLICE POMER: To enforce the provisions of this Code and to arrest arty person who violates any such provisions. For such purpose, all Inspectors shall have a commission and the powers of a Police Officer. (b) RIGHT TO ENTER: To enter any house or premises by due process of law during reasonable hours to examine any plumbing, gas fitting or sewer connection therein. REQUIRE PERMIT: To order water and /or gas supply disconnected where plumbing or gas fitting work has been done without a permit as required herein. (0) (d) (0) (f) CHANGE OF OCCUPANCY: To order alterations to exisiting plumb- ing and gas systems where a change of occupancy occurs in a building requiring changes or alterations to said system in order to comply with sanitary and safety regulations herein. FIRE EMERGENCY: To disconnect water and/or gas service where necessary for safety of persons or property. ATTACHMENT OF SEAL: To attach to plumbing fixtures, water or gas meters, any official notice or seal which might be neces- sary to prevent the use of water or gas; and it shell be un- lawful for any person to use any such seal, or to break, change, destory, tear, mutilate, cover, or otherwise deface or injure any such official notice or seal. poe..tod -by the City Plumbing Inspectors er his Assistants= 11 SECTION 308: BADGES. The City Plumbing Inspectors shall each wear an appropriate badge evidencing his authority and commission of police power: SECTIOI] 309: LIABILITY OF INSPE'CTOIS. Where action is taken by the Chief Plumbing Inspector or his assitant inspectors to enforce pro- visions of this Code, such acts shall be done in the name of and on behalf of the City, and the Inspectors in so acting for the City shall not render themselves personally liable for any damage which may accrue to persons or property as a result of any act committed in good faith in the discharge of their duties. SECTION 310: DIRECTOR OF INSPECTORS. The Director of Public ?forks shall be Director of Inspectors and reference to said Director herein shall be and mean the same officer: 12 CHAPTER 4 SUPERVISING BOARD OF PLUMBERS SECTIONI 401: SUPRVISING BOARD OF PLUMBERS CREATED. There is hereby created the "Supervising Board of Plumbers" consisting of six persons. Said Board shall include two appointive members and four ex- officio members, The appointive members of the Board shall be appointed by the Mayer and the City Council. The ex- officio members shall be the Director of Public Works, the City Engineer in charge of Construction, The City Health Officer or his Agent and the Chief Plumbing Inspector, SECTION 402: QUFiLUACTIONS OF APPOINTIVE MEMBERS. Persons who servo on the Supervising Board of Plumbers shall be qualified as follows: (a) MASTER PLUMBER: One person who shall have had at least five (5) years of active experience as a x(gistered Master Plumber, at least three (3) years of which shall have been in Corpus Christi, Texas. (b) JOURNEYMAN PLUMBER: One person who shall have had at least five (5) years experience as a registered Journeyman Plumber. SECTION 403: TENURE OF OFFICE. The appointive. members of the Supervising Board of Plumbers shall hold office from the date of their appointment and qualification until their successors hava been appointed and qualified. As soon as this Ordinance becomes effective a Board shall be appointed. There -after the appointment or reappointment of members of the Board shall be such that the first member designated in Section 402 hereof shall be appointed on or about January 1st, of odd numbered years for a term of two years, and the second member designated in said Section 402 hereof shall be appointed on or about January 1st, of even numbered years for a term of two years. Any member of the Board may be removed by the governing body of the City for cause. Vacancies within the Board shall be filled by appointment for the unexpired term. SECTION 404: COMPENSATION. The members of the Supervising,Board of Plumbers shall receive no compensation for their services. SECTION 405: ORGANIZATION OF THE SUPERVISORY BOARD. After the appoint- ment of said Board they shall meat as soon as practicable and from their membership select a chairman and proscribe a procedure and order of business. SECTION 406: POITEBS AND DUTIES. It shall be the duty of the saaid Board to fix at reasonable intervals of time, the date of hearings to be held at least once every thirty days. The Board shall prescribe a procedure and order of business for hearing appeals from the decisions of the Director of Public Works, as provided herein. The Board shall act as an agent in adninistering the provisions of Senate Bill No. 188, "The Plumbing License Law of 1947" and the directives of the Texas State Bead of Plumbing Examiners. The Chief Plumbing Inspector of the City of Corpus Christi shall act as Secretary to said Board, except in case of action being taken on review of grievance appeals as set forth herein; then he shall be excused of this duty and another member temporarily appointed as Secretary. SECTIOII 407: QUORUM, Three members of the Board prosent at any uoeting shall constitute a quorum for the transaction of business and the concurring vote of not loss than three members of the Board shall be necessary to constitute an official action of the Board. SECTION 408: RECORDS. The Board shall keop a minute book in which shall be recorded all transactions and business of the Board. Said Minute Book and other records shall be kept in a manner and in a form prescribed by the City Secretary. 14 CHAPTER 5 LICENSING OF PLUMBERS SECTION 501: LICENSE REQUIRED, No person shall engage in the business of installing, maintaining altering or repairing of arty piping, fittings and /or fixtures, used for the conducting of water, gas sewage, or stbrm water for which a permit is required by this Code, nor shall any person in any manner undertake to avxecuto such work, unless such person is holder of a valid license issued under the provisions of the Senate Bill No,,. 188, "The Plumbing License Lai of 1947," or is specifically exempted from the provisions of said Senate Bill No, 180. SECTION 502: SURETY BOhD FOR MASTER PLUMBER. Before engaging in business and /or annually on or before January 1st of each year, every Master Plumber shall give and keep in force, for the ensueing year a bond to the City of Corpus Christi, to be approvod by the City Council, The bond for a Master Plumber shall be in the sun of one thousand (1000.00) dollars and shall bo conditioned that the Master Plumber will comply with all the provisions and requirements of this Code, and other ordinances of said City, relating to plumbing, gas fitting, drainage, etc., and will indemnify and hold the City of Corpus Christi harmless against all costs, expenses, damages and injuries sustained by City by reason of the carelessness or neglect of said Paster Plumber in operating under this Code and the rules and regulations made in pursuance thereof. A11 such bonds shall first be approvod by the City Attorney as to fora, and by the City Council as to sufficiency and the sane shall be filed with the City Secretary: SECTION 503: All Master Plumbers engaged in the installation or 'repair of plumbing under this ordinance shall have his firm, nano and licorze number conspicuously displayed on all conveyonees used by his firm in the transaction of his business, 15 CHAPTER 6 PERMITS AND FEES SECTION 601: PERMITS REQUIRED. It shall be unlawful for any person, firm or corporation to install or causo to be installod, or to permit any person to install, any plumbing, gas fitting appliance or sanitary or storm sewer lino equipment, •or to make any alteration, additions, changes, or repairs, within tho scopo of this Code, without first hav- ing procured a permit thorofoz issued by tho City Plumbing Inspector, except as provided heroin. There shall bo one permit for each build- ing in which plumbing or gas fitting work for fixtures or gas appliances is installed. All water sorvico, sanitary sowor, storm sower, or gas connoction to City owned, leased or operated lines within or without the City limits shall be made and installod by tho City to tho nearost property lines of the premises thus served. Cha.rgos for this sorvico shall bo in accordanco with the ostablishod ratos and foes of the Public Utilities Department. Extensions on tho promisos from tho property line of any or all such utility linos shall be made by a Liconsed person as herein apcoifiod to do such work and such installation shall bo covorod by a standard city permit. SECTION 602: PERMITS ISSUED TO. Permits shall bo issued to licensed Master Plumbers or their duly authorized Agent and to those persons specifically oxompt from the requirement of a liconso by Section 3 of the "Plumbing Liconse Law of 1947." Master Plumbers shall certify their duly authorizod agont to the Chiof Plumbing Inspoctor in the form of an affidavit stating that the Master Plumber assures all re- sponsibility for any permit taken out or applied for by said Agent. This certification shall be kopt in tho Chief Plumbing Inspcotorts filo, aftor it has boon approvod by tho City Attorney and tho Chiof Plumbing Inspector. SECTION 603: APPLICATION FOR PERMIT, Application for permits shall bo made in writing upon forms provided by tho Inspection Section of the Department of Public Works for that purpose. Said application shall include tho following information: Lot number, Block number, Nano of Addition, Street and Houso Humbor of tho promises -whoro the work is to be done, Name of tho Own.,r; kind of building; number of stories in the building; and a list of plumbing fixturos and gas appliances to be installed. The Plumbing Inspoctor may require plans and specifications or drawings and such othor inforn:.tion a s ho may doom necessary and portinont, prior to the granting of a permit. SECTION 604.: PERVET FEES. SECTION 605: PERMITS FOR REPAIRS. A permit will not be required for the making of minor repairs. to existing plumbing or gas fitting within any building,- The making of minor repairs shall consist of the re- pairing or replacing of parts of water, sewage, or gas fixtures, and the replacing or repairing of all trimmings or parts of water fixtures, The making of repairs other than minor shall require a permit. The roplacemont of a water heater will be considerod as a major repair. SECTION 606: EXTENSIONS AND CHANGES IN ROUGHING -IN. All extensions and changes in roughing -in, in now or old building shall be performed, tested and inspected as required for now work by the terms of this ordinance and inspection fees paid accordingly. 17 SECTION 607: PERMITS FOR PART JOBS. When one Master Plumber complotos the rough work, in whole or in part, on any plumbing or gas fitting job, and a second Master Plumber is eallod upon to complete the work, in whole or in part; then, in that.ovent, a separate permit is required, for which rogular foes shall be paid for the work to be dono. Each Master Plumber shall be held res- ponsible only for the work which ho installed. Boforo the second plumber is issued a permit for tho complotion of a plumbing or gas fitting job, tho Chief Plumbing Inspector or his assistants shall first notify by registered mail tho Master Plumber holding tho orig- inal or first permit, if ho can bo found, that the second permit is to be issued. Tho issuance of the second pormit shall cancel tho first permit and no refund of foes shall be made. A second permit shall bo invalid until and unless such notico is given. SECTION 608: INSPECTOR SHALL ISSUE PERMIT. If the Chief Plunbing Inspoctor finds tho application to bo correct and all fops have been paid, he shall cause the permit to be issued. Upon rocoipt of such permit tho Master Plumbor or person to whom tho pormit was issued may commence tho proposed work and make tho installation described in his application. SECTION 609: SPECIAL PERMITS. Whero additional fixtures aro requirod or alterations are to be made which cannot practically be constructod in accordance with all the provisions of those regulations a special permit in writing may be issuod by the Chief Plumbing Inspector for such work, but such additions or alterations shall be of a character that will make the plumbing system in tho building as a whole conform to the spirit of tho sanitary and safety require- ments of this Code. Such permission shall in all cases be obtainod from the Chief Plumbing Inspector in writing prior to starting the work to be coverod thereby and a copy of such permit with any support- ing diagrams, prints and data shall be filed in the office of tho City Inspection Division. SECTION 610: SPECIAL RULING. In the ovent of a special ruling by tho Plumbing Inspoctor for some unusual typo of construction or occupancy not outlined herein, whereby, all sinilar construction in the future will be affected, the City Plumbing Inspoctor shall make a written ruling and after review and approval by the Board shall place tho samo on filo in the City Inspection Offico for public information. SECTION 611: TIME LIMITATION OF PERMITS. If plumbing or gas fitting work authorized undor a permit is not commenced within sixty (60) days after issuance of such permit, or if the work is commenced and then discontinuod and remains discontinued for a period of six (6) months from the date of the issuance thereof, the permit shall become void, and no work shall be done on the promises until a now permit is issued and all permit fees aro paid, No rofunds shall be made for permits that have become void. Clio work uti the iahan os are completed, Upon completion thereof and payment of the roinspection foe the Plumbing Inspoctor shall then causo a reinspection to bo made and if said work is found to comply with this Code, he shall sign the inspection card noting thereon the date of approval of the work. (b) SECOND NOTICE: If tho Plumbing Inspector should again find the work incorrectly installed, he shall again notify tho person authorized to do the work of the nocossary changos, and shall collect an additional reinspection fee. If the required changes aro not made within a roasonablo time, the City Plumbing Inspoctor shall refuse to issue to such person any further permits until such work has been corroctod and approved. SECTION 707: METHOD OF TESTING. All the piping oxcopt tho house sewer line of any new installation of water, gas, soil, waste or vent shall be tested as follows: (a) SOIL, WASTE AND VENT LINES: Soil, waste and vont linos shall be tostod with oithor water or air. Tho wator test shall be .applied to the plumbing and /or drainage system in its entirety or in soctions, If applied to tho entire system, all open- ings in the piping shall be tightly closed oxcopt the highest opening above the roof or other highest point and the system fillod with water to tho point of overflow. If the system is tested in sections, each opening shall be tightly closed oxcopt the highost opening under test, and each section shall be filled with water, but no section shall bo tested with loss than ten (10) foot head of wator or a five (5) pound pressure of air. In testing successive sections, tho upper ton (10) feet of the next prcaeding soction shall be retested, so that the entire system will bo submitted to a tost of at least ton (10) foot hood of water or a five (5) pound pressure of air. Under any test, the wator or air pressure shall romain constant for not less than fifteen (15) minutes without any further addition of water or air, or other indications of leaks. The air test shall bo made by attaching the air comprossor or test apparatus to any suitable opening, and closing all other inlets and outlets to tho system, thon forcing air into the system until thero is a uniform pressuro sufficient to balance a column of mercury ton (10) inchos in height, or five (5) pounds per square inch on the entiro system. (b) WATER LINES: The entire wator distribution system, including connections to devices, tanks, apparatus or fixtures, shall be tostod and shall prove tight undor a water pressuro not loss than the maximum pressure under which it is to bo used, 20 (c) GAS LINES: All gas piping shall be tested at and must with- stand an air pressure equal to ten (10") inches of Mercury Column. A Mercury Gage Test or a Bubble Test may be used. All Openings shall be capped, the air pressure applied and the gage or bubble observed for a period of fifteen (15) minutes. There shall be no preceptiblo drop in pressure. In cases where the work authorized by the permit consists of additional piping to be installed on house gas piping which is already connected with the meter, the foregoing may be waived, in which event the Inspector shall inspect the work in such manner as he deems advisable in order to assure himself that the work has been performed in accordance with the intent of this Code. SECTION 708: MATERIALS AND LABOR FOR TESTS. The equipment, material, power, and /or labor necessary for the inspection and test, shall be furnished by the person doing the work authorized by the Permit. SECTION 709: EXCAVATIONS. All excavations required to be made for the installation of a plumbing and drainage system, or part thereof, within or without a building shall be kept open until the piping has been inspected and approved. SECTIOII 710: COVERING OF [IORK. No drainage or plumbing system or part thereof shall be covered or concealed until it has been inspected, tested and approved as herein prescribed. If any drainage for plumbing system or part thereof is covered or concealed before being regularly inspected, tested, and approved, as herein prescribed, it shall be exposed upon the direction of the Plumbing Inspector. SECTION 711: TESTING IN OLD BUILDINGS. When new plumbing is installed in old buildings, and is connected to the soil or waste line previously installed and it is found not practicable to test the new installation with a water test, the City Plumbing Inspector may at his discretion request an air test as herein defined on the new work installed. SECTION 712: TESTS FOR BUILDINGS MOVED FROM ONE FOUNDATION TO ANOTHER. All plumbing, whether old or new installation, in all buildings or parts thereof that are moved from one foundation to another, regardless of its location on any property or properties, shall be tested to the . level of the highest fixture by means of a water test. 21 CHAPTER 8 SANITARY REGULATIONS SECTION 801: SANITATION LAW. General Sanitation Laws of the Texas State Department of Health are adopted in the full meaning and shall be accepted as governing sanitation and safety offfi d health in regards to plumbing and gas installations as sp in this Code. SECTION 802: BUILDINGS TO HAVE SEWER CONNECTION. SECTION 803: PLUMBING FIXTURES REQUIRED. There shall be provided in all dwelling houses, apartment houses, hotels, restaurants, cafes, drive -in food and drink establishments,, markets, lSto es factories o or or any structure that is owned, rented, leased, let of rusineds, not be occupied as a home, residence, office or place less than the number of plumbing fixtures set out in Section 804. (o) {f) (g) All food ostablishnonts employing more than eight (8) persons at or during any one shift shall also comply with paragraph "C" of this section. The floor of all toilet rooms and othor floor areas, where pooling or collection of water may occur, or scrubbing and washing down is roquired for sanitary maintenance in the buildings listed in classes (d),(e) and (f) abovo shall have suitable floor drain, hose bibb and whore required else- where in this Code, greaso and /or sand trope installed. SECTION 805: LOCATION OF FIXTURES, All Plumbing fixtures shall be readily accessible and shall be located in tho main use building. SECTION 8061 PLUMBING FIXTURES NOT TO BE DIMINISiID IN NUMBER. The plumb.. ing fixtures required by this code for any building or use shall not be included as a part of the required number of plumbing fixtures for any other building or use. SECTION 807: TEMPORARY TOILET FACILITIES. Approved toilet facilities, shall bo provided for the use of workmon during tho construction of any building and shall be maintained in a sanitary condition. Where con- struction is being carried on beyond tho limits of the City sanitary sewer lines, approved sanitary pit privy as defined in the Stato sanitary Code shall be provided, 23 SECTION 808: PRIVATE SEWAGE DISPOSAL SYSTEMS: No person shall install a private sewage disposal system on any premises adjoining a public sewer. All private sewage disposal systems that are installed shall be built in accordance with the rules and regulations of the City - County Health Unit. SECTION 809: INSANITARY BUILDINGS OR PREMISES, When any building or premises has been inspected by the Chief Plumbing Inspector, or his Assistants, and the plumbing is found to be defective or insanitary to such an extent that it constitutes a menance to public health; notice to that effect shall be served upon tho owner, or his agent, and the said notice shall specify the character of alterations or improvements necessary to remove or cure such defective or insanitary condition. If such alterations as specified in said notice are not commenced in good faith within five (5) days from the date of the service of such notice, and completed within a reasonable time the Chief Plumbing Inspector, or his Assistants, and the Health Officer of the City of Corpus Christi, Texas or his Representative or any of than, may condemn the said property as being insanitary and unfit for, human habitation and its occupancy thereaftor is prohibited. (a) AIR TEST MAY BE US"n: An air test shall be used in testing the sanitary condition of the drainage or plumbing system of any building or premises when there is reason to believe that such system has become defective and insanitary. (b) ALTERATIONS ARE NOT REPAIRS: Alterations in such condemned building drainage or plumbing system or part thereof shall not be considered repairs, but as new work requiring inspection as set forth in this Code. (c) MENACE TO PUBLIC. A building found to have defective plumbing or building drainage, in that it constitutes a nuisance or menance to public health, as set forth herein, in which alterations have not been made as specified above, shall have have the water service to the premises disconnected by order of the chief plumbing inspector until such alterations are completed and approval of the system is granted in accordance with this Code. (d) EXTREME H:;Z:;B.D TO PUBLIC: In cases where such an insanitary condition creates an extreme 'hazard to the public or private health of the City, the chief plumbing inspector and /or the city health officer, shall declare an amergoncy and act as here -in- before set forth within twenty -four (24) hours. SECTION 810: COIhDEINED BUILDING NOT TO BE OCCUPIED. When a building has been condemned by tho Chief Plumbing Inspector, or his Assistants and the Health Officer of the City of Corpus Christi, Texas, or his Representative, or any of them the occupant or lessee, if there be any, shall immediately vacate the premises until such time as all alterations required have been made. ihcn a building has been condemned there shall 24 be placed thereon a placard which shall read as follows: "W4RN1NG° This building has been condemned as being insanitary and anfi t for oocupan r, and it is unlawful for any person to reside in or occupy the same. Such service - shall be equiva- lent to personal service of such order or notice, An order to comply with the terms of such notice may be sent by nail in a sealed envelope with postage prepaid and directed to the address of the Plunber, Owner, ieasee or occupant of the premises whore the defects recited in the order are alleged to exist, and shall be equivalent to the personal service of such arder. SECTION 812: PHAISTRIAL WASTES._ It is hereby declared to be unlawful for any facto , stock -yard slaughter house, rendering plant, tannery, or other establishment to make or cause to be made any connection to any sanitary sewer of the City of Corpus Christi, Texas, for the disposal of solid wastes, except as herein provided,. Any factory, stock -yard slaughter houses packing house, rendering plant, tannery or any other building or establishment of any kind which handles offal, garbage, filth or other solid industrial wastes other than domestic sewage, that will not readily disintegrate, or digest in domestic sewage treatment works or plants and that may collect in sowers or im- pede tho flow of sewage through same or accelerate putroscribility of the sewago shall, before connecting with any of the City sewers, in- stall traps andfdr iotereptors of sufficient size to handle all sanitary sewage coming from any such place. Said traps and /or interceptors shall be designed so as to intercept, catch or oollect any or all of the objectionable subetancn above de.. scribed and prevent same from entering the City sewers.. 25 CHAPTER 9 MATERIALS AND INSTALLATION SECTIONI 901: QUALITY OF MATERIALS. A11 materials used, or entering into the construction of plumbing systems or part thereof shall meet the requirements of this Code and shall be free from defects. Each length of cast iron soil pipe and each cast iron fitting used in a plumbing system shall be stamped or indelibly marked with the weight, length or grade thereof and the makerts mark or name'. (a) VITRIFIED CLAY PIPE: Vitrified Clay Pipe and fittings shall conform to Federal Specifications SS- P -361a. (b) CAST IRON PIPE: All cast iron soil pipe and fittings shall conform in their several dimensions to those approved by the "American Standards Association" in "Cast Iron Soil Pipe and Fittings," A.S.A. -A 40.1 -1935, with the following exception: When pipe or fittings of a lesser weight than "extra heavy " as shown in the "Standards" is used, the hub diameter shall be reduced in direct ratio to the decrease in the wall thickness of said pipe and fittings. No paint, varnish, or putty shall be permitted on the jointing material, until after the joint has boon tested. (b) SCREE JOINTS: 411 screw joints shall bo Amorican Standard. All burrs or cuttings shall be removed.. Pipe shall be reamed or filed out to tho original bore, 29 (c) WIPED JOINTS: Wiped joints in load pipe, or between load pipo and brass or copper pipos, forrulos, soldering nipples, or traps, in all cases on the sower sido of tho trap and in concealed joints on the inlet side of tho trap, shall bo full -wiped joints with an exposed surface on the solder on oach sido of tho joint not loss than inch, where a round joint is made. An oxposod surface of not loss than 3/8 inch for bushing and flango joints shall be provided. (d) BURNED JOINTS IN LEAD PIPE: Load welded or burnod joints betwoon load pipes and between load pipe and load fittings aro pornittcd except on sower side of trap. (e) SLIP JOINTS: Slip joints, other than expansion joints, may be used only in tho trap soal, or on the inlet sido of the trap. Running thread nipples are prohibited. (f) CAST IRON PIPE TO CAST IRON PIPE: Joints shall bo calkod joints. Soo Section (a). (g) LEAD TO CAST IRON PIPE: Joints betwoon lead and cast iron, shall be made by moans of calking forrulos or soldering nipples as specified in this Section (a), (c), and Section 901 (h). (h) CLAY PIPE JOINTS: All joints of Clay Pipe shall be of the Hot - Poured Bituminous typo using "G -K" compound or equal. Joints shall bo carefully centered and cau]kod with a gasket of jute or oakum. Tho dopth of tho caulking shall bo suffi- cient to leave a space of at least ono (1 ") inch for tho Bituminous material. Tho pouring tonporaturo of tho compound shall be betwoon 350° and 450° F. Care shall bo taken to completely fill tho joint. (i) FLOOR CONNEECTIONS: Floor connections for water closets and other fixtures shall be mado by moans of an approved brass or cast lead floor flango soldered socurely to tho closet waste. Tho joint between the fixture and floor flange, shall bo made tight by means of an approved fixturo setting compound or gasket. ROOF FLASHINGS: Joints at tho roof shall be made water tight by use of shoot load weighing not loss than 2i lbs. por sq. ft. Tho base of flashing shall be not loss than four (4) inches in all diroction from the outsido of pipe and the fleshing shall bo turned down inside tho top of the pipe. (k) INCREASERS AND REDUCEaS: Where different sizes of drainage pipe or pipos and fittings aro to bo connocted, proper sizes of standard incroasos and reducers shall bo enployod. Re- duction of the size of drain pipes in the direction of flow is prohibited, cxcopt for a 3" x 4" water closet bond, and a 3" x 4" TY for wator closets.. (j) 30 (1) SUPPORTS OII MASONRY: Connections of wall hangers, pipo supports, or fixture settings to masonry or concrete backing shall bo made with approved bolts without tho use of wooden plugs. Motel inserts with nut or bolt expansion shields of approvod type shall be used where proper hanger bolts with head imbedded in the wall have not been provided at the time of erection. SECTION 903: PROHIBITED CONNECTIONS. No fixture, device or construc- tion. shall bo installed which will provide a backflow connection be- tween a distributing system of potable water and a drainage system, soil, or waste pipo so as to permit or make possible tho backflow of sowago or waste into the water- supply system. No interconnection or cross connection shall bo .made between a water - supply syston carry- ing water meeting accepted standards of purity and any other water. supply system. SECTION 904: PROHIBITED FITTINGS. No double hub fitting shall be used on soil or waste lines. The drilling and tapping of building drains, soil, waste, or vent pipes, and the use of saddle hubs or bends, are prohibited. Any fitting or connection which has an en- largonont chamber or recess with a ledge, shoulder, or reduction of the pipe area, that offers an obstruction to flow through tho drain, is prohibited. Blow -out type fixtures shall not be installed back to back on a cross. SECTION 905: PROHIBITED VENTS. Loop venting will not be pornittod except by special pormission of tho Chief Plumbing Inspoctor. Wet vents are prohibited except by special permission of the Chief Plumb- ing Inspector and except that two rilnor fixture nay waste into a main vent, above a water closet when they aro locatod on the top floor. SECTIONN 906: TRAPS REQUIRED. Each fixture shall bo soparatoly trapped by an approved water -seal trap as near to the fixture as possible, ox- cept that a set of no more than throe fixtures, such as lavatories, or laundry trays or a set of two laundry trays and one sink, nay be in- stallod on one trap, provided that no one fixture is more than six (6) inches deopor than any other and that the waste outlets are no more than twenty -four (24 ") inches apart and further provided that the individual fixture wastes shall enter the common waste-fron the side and not from the top. (a) TYPES AND SIZES OF TRAPS: Every trap shall be self clean- ing, shell be of the sane noa.rinal size as tho drain to which it is connected, and shall conform to accepted standards. Only "P" or drum traps aro pornitted. The diameter of the drum trap shall not exceed four (4) inches and shall bo so installed that they will hold thoir seal when cover is-re.. moved. SECTION 907: GREASE TRAPS REQUIRED. The wastes of the following shall be connected to, and shall drain or discharge into, an approved grease trap complying with the provisions of this section: (a) Every fixed receptacle or plunbing fixture, designed, intended or used for the purpose of washing dishes or cooking utensils in a restaurant, cafo, cafeteria, lunch- room, hotel kitchen, hospital kitchen, sanitarium kitchen and for similar establishment, 32 (b) Every drain from any stock kottlo, soup kettle, moat or fish or fowl cooking cquipniont, fat cooking or proparing equipment, or similar equipment from which considerable amounts of grease are likely to be discharged into any plumbing systom. (c) (d) All oquipnent in any soap factory, tallow rendering establishment, fat rondoring establishment and /or hide tanning or curing establishment from which considerable amounts of grease are likely to be discharged into any plumbing systom. Every fowl and /or animal slaughter house or establishment, and every meat or fowl packing or curing establishment from which considerable amounts of grease are likely to bo dis- charged into any plumbing system. SECTION 908: GREASE TRAPS. Grease traps or grease catch basins shall be constructed in a water -tight and substantial manner of an approved non - absorbent and non- corrsivo material. The use of such material as wood, steel, wrought iron, asbestos compounds, tin, etc. will not be permitted. (a) CAPACITY OF GREASE TRAP. The liquid content capacity in gallons of the groaso trap shall not be loss than twice the liquid content capacity of tho fixtures tributary thereto, provided however that the capacity shall in no caso be less than twenty -five (25) gallons. Such liquid content capacity of the trap shall bo considorcd as that contained between the invert of tho inlet and the bottom of the trap. (b) SEAL AND COVER REQUIRED: Evory groase trap shall havo an approved water seal of a depth of not less than six 16) inchos. Every grease trap shall bo providod with a tight but removable covor: (c) DESIGII TO BE APPROVED: The design, capacity, location and type of materials of every grease trap shall be approved prior to the installation of some. (d) REQUIRED TO KEEP CL'1N: It shall be unlawful for any porson, firm, or corporation, managing, operating, or having control of any promises, or portion thereof, where a groan° and /or sand trap has boon installed, to fail,rcfuse, or neglect to cloan, or cause to be cican.:d every such grease and /or sand trap at least once each week .then in use and /or to cause, permit or allow any such collected groase and /or sand to be put or discharged into any drainago, piping or public or private sewer. 33 SECTION 909: SAND TRAPS. All garages, auto laundrics or gasolino and oil filling stations having car wash racks shall install and maintain in proper repair an approved sand intorceptor in accordance with tho plans and specifications on file in the office of the City Plumbing Inspector. All such wash racks shall connect to a storn sewer if such a storm sower is located within two hundred (200) feet mcasurod from tho property line and along tho otraot linos. (a) LAUNDRIES: Laundries and rug cleaning establishments, bottling plants and etc., shall install a sand interceptor equipped with a bar screen and shall connect said sand interceptor to the sanitary sower, (b) INFLAMMABLE LIQUIDS: It shall bo unlawful for any person to drain oil, gasolino or any other inflammable materials into tho sanitary or storm soworago system of the City of Corpus Christi, Toxas. SECTION 910: FLOOR DRAINS. Floor drains shall be considered a fixturo and shall be provided with a strainer. SECTION 911; SHOJER STALLS. Showor stalls shall be considered as a plumbing fixture, and shall bo provided with a propor drain and strainer. Lead pans shall bo installed under all showors except approved manufactured shower stalls and shower stalls on tho first floor of concrete slab construction. SECTION1 912: BASEN-IENT, OR OTHER DRAINS BELOW SEER LEVEL. All build- ing drains which cannot be discharged into tho sower main by gravity flow shall be discharged into a tightly covered and properly vontod sump so located as to receive the sewage by gravity flow, fron which sump the liquid shall be lifted and discharged into the building soil system by automatic pumps, ejoctors, or any equally efficient method. The capacity of the sump shall be such that tho m xinun storage poriod under any condition shall not be greater than twelve (12) hours. If a sufficient number of automatically flushed fixtures are not installed to accomplish this changoin contents of this sump, a spacial automatic flushing device accomplishing the change in contents must be provided. Said sump shall be so designed and equipped that the entire contents thereof will be discharged during the onptying operation. Minimum sump sizes shall be established by the City Inspection Section for any particular installation. (a) VENT REQUIRED: All soil or wastepipcs loading to a sump shall be vented tho sane as though direct connection with the sewer has boon established. Workmanship shall•be of such character as to fully secure the results sought in all sections of this Ordinance. SECTION 917: SOIL AND ',TASTE PIPES FOR SADNITARY SYSTLNS. Soil and waste piping for sanitary drainage system within a building shall be of cast iron, brass, lead, or copper, and may be used on the house side of the trap. (a) BUILDING DRAIN: The building drain shall extend three (3) feet outside of the exterior face of the building and shall be of Standard cast iron. Extra Heavy cast iron shall be used under slabs or fills and in buildings four (4) stories or more in height. (b) BUILDI G SEWER: The building (house) sewer from three (3) feet outside the building to the property line shall be of Cast -Iron, Vitrified -Clay or Bituminized- Fibre, (c) BUILDING SEWER AND WATER SERVICE: The building (house) sewer and the water service shall be separated by a distance of at least three (3') feet. (d) FILTU.E UNITS: Table 2 of fixture unit values designating the relative load weights of different kinds of fixtures shall bo employed in estimating the total load carried by a soil or waste pipe and shall be used in connection with tables of sizes for waste and drain pipes in-which the permissible load is given in terms of fixture units. STACKS TO 3E VERTICAL: Soil and baste stacks shall extend in a vertical line from the highest to the lowest horizontal branch or fixture branch connected thereto, and shall be vented in accordance with the requirement of Section 921. House drains in all buildings shall be laid to a uniform grade and practical alignment] and whore above the ground shall be suspended from the floor joists or beams every five (5) feet by approved metal hangers or fastened to a wall by approved metal straps. They shall have a °ontinuous fall of not loss than one - eighth (1/8 ") of an inch to the foot. The discharge end of all house drains shall be covered to a depth of not less than one foot. SECTION 919: CHANGES IN DIRECTION. Changes in direction in drainage piping shall be made by the appropriate use of 45° wyes, half wyos, long sweep quarters bends, sixth, oighth, or sixteenth bends, or by combinations of these fittings, or by use of equivalent fittings or their combinations. Sanitary tees and sanitary crosses may be used in vortical sections of drains or stacks. Short quarter bonds may be used in drainage lines, where the change in direction of flow is from the horizontal to the vertical. Toes and sanitary crosses may be used in vent pipes and in water-distribut- ing pipes. No change in direction greater than 90° in a single turn shall be made in drainage pipes. Fixture drains from sinks, lavatories or similar fixtures shall not have more than ono ninety (90°) degree bend of direction in a horizontal plane and said bend shall connect directly to the fixture trap. SECTION 920: PIPE CLEANOUTS REQUIRED. Accessible cleanouts shall be provided at or near the foot of each vortical waste or soil stack that connects to the building drain, and at each change in direction of the building drain or fixture drain greater than forty -five (45 °) degrees. The distance between cleanouts in horizontal runs of soil lines shall not exceed fifty (50) feet. (a) SIZE OF CLEABOUT: Clean -outs shall be the same size as the waste pipo except whore waste pipe is larger than four (4 ") inches, then a four (4 ") inch clean -out will suffice. 37 (b) CLEANOUTS BELOW FLOOR: When clean -outs would ordinarily be located under floors, except in basements, they shall be brought flush with floor or extended outside tho building. (c) CLFAN0UTS IN BASEMENT: Where tho bottom of a waste stack is located in a basement the clown -out shall bo installed not less than throe (3') feet abovo the floor grade. (d) CLEANOUTS NEAR ,TALL: When clean -outs would ordinarily be located within two (2') feet of an outside wall, they shall be brought through such well at a point flush with, or above the grade line. SECTION 921: VENTS AND VENTING. All building vont pipe shall be of cast iron, brass, lead, or copper of suitable size and in accordance with regulations herein set forth. Each sower connection shall have not loss than one vont pipo for ventilation. All vents shall be carried one (1') foot above the main-roof of building and tho upper end of vont pipe shall not be within ten (10') foot of or terminated below any open- ing, dormer window, door, air intake, or such, in any existing building. (a) MINIMUM. HEIGHT OF VENT: No vertical vont pipe shall torminate less than ton (10') feet above the grade line of the building. (b) PROTECTION OF TRAP SEALS: The seal of every fixture trap in a plumbing system shall be adequately protected by a properly installed vent or system of venting. A stack vont, countor vent, back vont, rolief vent, dual vont, or a combination of two or mere of these forms installed in the manner and with- in tho linctations as specified shall be considered as adoquate protection of trap seals in tho sense of this Code. (c) VENTS STACKS REQUI,RED: A vent stack or counter vent shall bo installed in addition to a soil or waste stack -vent whenevor relief vents, back vents, or othor branch vents are required in two or Toro branch intervals. The vont stack sh:.1 tornin;-.to independently in the open air above the building or may bo co noted with the stack vent as prescribed heroin. The lower and of the vont stack shall connect with the soil. or waste ;;tack through, at, or below the lowest horizontal branch or with the primary branch of tho building drain. (d) DISTANCE OF TRAP FROM VENT: Except for water closets, pedostal urinals, trap standard service sinks, and other fixtures which depond on siphon action for the proper functioning of the fixture, cach.fixturc trap shall have a protecting vent located so that the total fall in tho fixture drain from the trap weir to the vont fitting is not more than one pipe dianotor and tho developed length of drain from trap weir to vont fitting is not less than two (2) pipo diameters nor more than throe (3) foot. A back vent or roliof vont, preferably in the form of a continuous waste and vent, shall be installed within these limits as may be necessary for compliance with this requirement, except a developed length of five (5) foot from trap inlet will be permitted for bathtubs or showers. Floor drains may be installed within ten (10') feet of any horizontal vented soil waste lino with no back -vont or roliof vent roquirod. 38 (b) CLEANOUTS BELOW FLOOR: When clean -outs would ordinarily be located under floors, oxcopt in basements, they shall be brought flush with floor or cxtonded outside the building. (c) CLiANOUTS IN BASEMENT: Whore tho bottom of a waste stack is located in a basement the clean-out shall bo installod not less than three (3') feet above the floor grade. (d) CLEANOUTS NEAR WALL: When clean -outs would ordinarily be located within two (2') feet of an outside wall, they shall be brought through such wall at a point flush with, or above tho grade line. SECTION 921: VENTS AND VENTING. All building vent pipe shall be of cast iron, brass, lead, or coppor of suitable size and in accordance with regulations herein set forth. Each sower connection shall have not less than one vent pipe for vontilation. All vents shall be carried ono (1') foot above the rain roof of building and the upper end of vent pipe shall not be within ten (10') foot of or terminated below any open- ing, dormer window, door, air intake, or such, in any existing building. (a) MINIMUM HEIGHT OF VENT: No vortical vent pipe shall torrainato less than ton (10') foot above the grade line of the building. (b) PROTECTION OF TRAP SEALS: The seal of every fixture trap in a plumbing system shall be adequately protected by a properly installed vent or system of venting. A stack vont, countor vont, back vent, relief vent, dual vont, or a coubination of two or more of these forms installed in the ma.nnor and with- in the lin tations as specified shall be considorod as adoquato protection of trap seals in the sonso of this Code. (c) VENTS STACKS REQUIRED: A vent stack or counter vent shc.11 bo installed in addition to a soil or waste stack -vent whenever relief vents, back vents, or other branch vents are required in two or Lore branch intervals. The vont stack sha.,11 terminate independently in the open air abovo the building or nay bo connoted with the stack vent as prescribcd heroin. The lower end of the vent stack shall connect with the soil or waste stack through, at, or below the lowest horizontal branch or with the priory branch of the building drain. (d) DISTANCE OF TRAP FROM VENT: Except for water closets, pedestal urinals, trap standard service sinks, and other fixtures which depend on siphon action for the proper functioning of the fixture, each. fixture trap shall have a protecting vent located so that the total fall in the fixture drain from tho trap weir to the vont fitting is not more than one pipe diameter and the devolopod length of drain fron trap weir to vent fitting is not less than two (2) pipe diameters nor more than three (3) feet. A back vent or roliof vent, preferably in the form of a continuous waste and vent, shall be installod within these limits as nay bo necessary for compliance with this requirement, except a. developed length of five (5) foot from trap inlet will be permitted for bathtubs or showers. Floor drains nay be installed within ten (10') feet of any horizontal vented soil waste line with no back -vont or relief vent roquirod. 38 CHAPTER 10 WATER SUPPLY SECTION 1001: QUALITY OF WATER SUPPLY. It is the intent and aim of this Code and these regulations to effect the installation, ropair and main- tenance of all plumbing, inside and outside of buildings to obtain tho greatest safety and security to ultimate delivery of all drinking water in the purest, most potable state possible. The quality of the water supply for all premisos intended. for human occupancy shall conform to the accepted standards -of purity for potable or drinking water as established and defined by the United States Public Health Service or by tho Texas State Department of Health or local authority for civilian use. (a) BACK - -FLOW CONNECTIONS On CROSS- CONIECTIONS PROHIBITED: Every supply outlet or connection to a fixture or appliance shall be r:otecto_ from back flow in accordance with the provisions of American Str..ndards Association, (ASA A40.4 - 19J2), or by an approved back flow preventer in accordance with the provisions of American Standards Association (ASA A 40.6 - 1943). (b) PUITS, :E LS, JIB HYDRANTS: All water pumps, tanks, wells, hydrants, filters, softeners, appliances and devices, shall be protectedfxom_ superficial ;round or surface water and contamination, by approved covers, walls, ,copings, or castings. (c) WATER SUPPLY TANKS: 111 potable water supiidy tanks shall bo properly covered to prevent entrance of foreign material into the water supply. Soil or waste lines shall not be permitted to p_•ss directly over such toils oxcopt on special approval by the City Plumbing Inspector. (d) PROTECTION AGAINST FREEZING. All cold water pipes shall bo graded to a low point and a stop and waste valve shall be in:. stalled at this point. Hot water lines shall be provided with a bleeder valve at the low point of the system. Tho stop and waste valve and bleeder valve as required shall be placed in an accessible location. SECTION 1002: WATER SUPPLY TO BUILDING. The water service pipo shall bo of sa2ficeint size t.o furnish an adequate flew of water to moot the requirements of the building at peak demand and not less than 3/4 inch in diameter. The service line shall be at least eighteen (18 ") inches below finished grade of the ground. (a) WATER SUPPLY CONTROL: An accessible shutoff valve shall he provided on every water service pipe. Supply lines taken from pressure or gravity tanks shall bo valved at or near their source. (b) SHUTOFF VALVES: Separate stop cocks or valves.. always, accessible, shall be placed in multiple dwellings, for each group of fixtures controlled. by one tenant. 40 (c) RELIEF VALVES; A chock valve and a relief valve shall be placed in the water food line of all hot water or steam boilers. A suitablo pressuro relief valvo shall be in- stalled on commercial hot -water storage tanks, Hot water heaters of all typos shall be 100% thermostatically controlled. (d) AIR CHAFERS: Quick - closing devices shall be provided with air chambers or shock absorbers. SECTION 1003: SIZE OF FIXTURE SUPPLY BRANCHES: The minimum sizo of fixture branches and other supply outlets shall be as shown in Table 4 herein. (a) STATER SUPPLY TO FIXTURES: 111 plumbing fixtures shall be provided with a sufficient supply of water for flushing to keep thou in c. sanitary condition. Every water closet or urinal shall be flushed by means of an approved tank or flush valve supply of at least four (4) gallons per flushing for water closets and at least two (2) gallons for urinals, TABLE N0. 4. The term "Gas Company" means any person, firm or corporation holding and exercising a franchise to distribute gas within the City limits of Corpus Christi, and supplying gas to any promises therein or tho City of Corpus Christi Gas Department. (a) GAS CC'ITA Y TO TURN ON SERVICE: No person, firm or corporation other than the Gas Company owning the service, or supplying gas through the service, shall at any time turn on any valve or cock of any gas service; or open or make any connection to any gas servico or main; nor shall any person connect, dis- connect or remove any gas meter except a duly authorized Agent of tho Gas Supplying Company owning the meter. (b) IMPROPER INSTALLATION: When gas piping, appliances, fixtures or apparatus are found to have been installod without a proper permit, or not in accordance with the provisions of this Code, the Chief Plumbing Inspector or his Assistants is hereby authorized and ompowered to prevent any supply of gas thereto until such permit has been secured from the City Plumbing Inspector and such work inspected and approved. (0) UNUSUAL APPLIANCE: When because of the novel or unusual character of an appliance or device no provision has boon made for its testing and approval by officially recognized Agencies, the approval of tho Chief Plumbing Inspector and the Gas Company shall be secured before such an appliance or device shall bo used. SECTION 1102: MATERIALS. Pipe used in gas installation shall be of the bost quality standard weight wrought iron, black or galvanized stool, or copper pipe, free from internal obstructions, splits or other defects which would render it unfit for the purpose intended. (a) STOP COCKS: All stop cocks used in connection with gas house - piping shall be American Gas Association approved. (b) FPTTINGS: Fittings for wrought iron, black or galvanized stool shall be of galvanized malleable iron except that sizes larger than throe (3 ") inch may be cast iron. Fittings for coppor pipe shall be soleer typo cast brass or wrought copper. (0) UNDERGROUND PIPE: Wrapped wrought iron pipe, wrapped stool pipo or Type K Copper Pipe shall bo used under ground. Bare wrought iron, stool or copper pipe will be acceptable when laid in gas and wator- tight, vented ducts. (d) CEMENT NOT TO BE USED: The use of cement for repairing split or faulty pipe or fittings is prohibited. 42 (e) TY' -; CF JOIN2S: All joints between pipes and fittings, unless weldod, or solderod shell bo screwed joints (American Standard or S.A.E. Standard thread). White lead or other suitable join- ing material shall be used sparingly and applied only to the make threads in making up joints for gas piping. SECTION 1103: PROHIBITED FITTINGS. Bushings, unions or running threads shall not bo used in gas piping, oxcopt that in case of repairs requiring a pipe to be cut, it shall bo reconnected with a ground joint union. Throe way valves are prohibited. SECTION 1104: PETTERS. Plumbers shall consult the gas supplying company for tho location of service motor boforo starting the job. The plumber shall be hold responsible for any changos in meter risers installed in locations not authorized by the gas supplying company. Should a contro- versy arise as to the location of the motor riser adjacent to the build- ing served, such a controversy shell be settled by triparty conforenco with authorized representatives of the property owner or owners, the gas company and tho Chief Plumbing Inspector present. (a) CONNECTION TO MAIN: The gas supplying company shall make the necessary connections to its gas main. (b) GROUPED Mr 'sitS: Whore ono or more motors are desired in a given building, the Gas Company may sot as many motors as there are separate consumers applying for the same, connecting tho meters to one service pipe, provided that the house - piping loads to such different consumers are extended to and connected with their respective meter connection outlets, and aro run according to the requirements of this Codo and aro grouped in ono location. SECTION 1105: SIZES OF GAS PIPIlmG REQUIRED. House linos from gas motor to kitchen range branch line shall not be loss than ono (1 ") inch. (d) UNDERGROUND METERS; Any gas motor may bo installed, at or near, the line of promises to which gas is supplied, in a box or coupartncnt constructed of masonry, cast iron, or other cr +D-•-� £.-.4., % inctely flush with the natural grad°, sidewalk, or surfacos f."1"""11- directly adjacent thereto; provided, that nothing contained herein shall be doomed or construed to compel any gas serving agency to construct any such box, or coapartnont at such locaticn. Easily accossiblo means shall be provided to such box or cenpart;.iont for -motor reading. (0) 45 (f) SUPPORT OF LINES: All houso piping shall be securely fastened with either galvanized pipo straps, pipe, hooks, or with por- foratcd pipe straps, in such a manner as to prevent pipe from sagging and becoming trapped. The following maximum spacing of supports shall bo used: 1/2 inch pipe 6 feet 3/4 inch or 1" pipo 8 feet 11 inch or large pipe (horizontal)— — 10 foot It inch or largo pipe (vortical) at each floor PROXIMITY TO OTHER. UTILITIES: No gas pipe shall bo placed in the same tronch with a sower lino. (g) (h) BRANCH OUTLETS: All branch outlet pipes shall be taken from the top or sides of main supply linos, and never from the bottom. SECTION 1107: APPLIANCES. Gas — consuming appliances shall bo arranged so that their continued operation will not raise the temperature of surrounding combustible material, to a temperature in oxcoss of 160° Fahrenheit. (a) APPLIANCE COCKS TO BE PROVIDED: Each and every gas stovo, range, cooking stove, hot water heater and othor gas consuming appliance shall be providod with a lover handlod stop cock located in tho riser above tho floor, and below tho union at the appliance. (1) QUICK ACTING VALVES: Quick acting gas valves larger than 3/4" inch are prohibited unless under such con- dition that they do not affect the operation of other gas appliances. Plan for such installations shall be submitted to and approvod in writing by the Chiof Plumbing Inspector and tho Gas Company. (b) NEAR COMBUSTIBLE MATERIAL: Appliances are in nearly all cases designed and approved for placing at least six (6) inches from any combustible material including a lath and plaster wall. This distance shall be maintained if possible; when it is not possible to maintain this distance the con bustiblc material shall be adequately protoctod. SIZE OF SUPPLY LINES: In every gas installation all piping and attachments must be of at least such capacity as will supply gas up to the full maximum requirements of all appli- ances contemplated to bo connected theroon according to the requirements of this Code. (d) SUPPORT OF APPLIANCES: Appliances shall be adequately sup - portod and shall bo so connoctod to tho piping that undue strain will not be oxorted on tho connection. (0) 46 (g) CONTIiNED OPERATION: Appliancos shall bo inatallod so that their continued operation will not in any way croato a fire hazard to persons or property. VENTILATION OF ROOM: No appliance shall bo installed in a room in which the facilities for ventilation do not permit the propor combustion of tho gas under normal conditions of use. Approved froo -air louvers to spaces of sufficient capacity to support propor combustion and vent duct to out - sido as described heroin shall bo installed where room in which applianco is inatallod will not moot the requirements of proper combustion, ATTACHMENT TO APPLIANCE: No dovice or attachmont shall bo installed on any appliance which may in any way impair tho combustion of gas. Under no circumstances shall a closed top or grate bo installed on a range intondod to be used with an open top grato. (h) APPLIANCE CONNECTIONS: Gas appliances shall be connocted with wrought iron or steel pipo and fittings of malleable iron or hoavy copper tubing with the proper fittings of an approvod type, which shall bo of a size not loss than the inlet of the manifold of such appliance. (i) (j) FLEXIBLE TUBING: No gas appliance shall bo connected with any rubber or plastic floxiblo tubing. Portablo or hand oporatod gas appliances nay bo connected with American Gas Association approved flexible motalic gas tubing. Port- able appliancos shall not bo construed to includo gas ranges, central heating appliancos, water heaters and gas rofrigoratorsa AUTOMATICALLY CONTROLLED APPLIANCES: All automatically con - trollod appliances horoaftor installed must be equipped with an offectivo dovice which, in tho event that tho constantly burning flame or pilot flame is extinguished, tho safety device will automatically shut off the supply of gas. (k) WATER HEATERS: All wator heaters shall be installed so that the bubncr, pilot thermostat and pipo connections aro easily accessible, and adoquato vontilation shall bo provided to prevent overhoating and provide air for combustion. Whon a water hoator is installod in a closet or cabinot, the closet or cabinet shall bo designed specifically for the wator hoator only; shall provide a clearance of at least six (6 ") inchos betwoen the heater and walls, partitions and doors, and shall have permanently open vontilators at both top and bottom, each having at least thirty (30) square inches of froo area. Rogardless of the location of tho water heater tho combustion chamber shall be vented thru the roof with a no down -draft ventilator properly installed on the vont terminal. 47 SECTION 1108: VENTING GAS AP.'1002S. Any gas installations not especially covered by this Ordinance must be approved by tho Chiof Plumbing Inspoctor and Gas Company. (a) FLUES REQUIRED: Every gas burning appliance shell bo connected to an cffoctivo flue if it is includod in any of the following classifications: (1) Any appliance used for domestic purposes having an input in oxcoss of 50,000 B.t.u. por hour. Automatically controlled appliances which have an input greater than 5,000 B.t.u. por hour. All wator heaters, floor typo furnaces and other hooting appliances having a closed combustion chamber. On account of its intermittent use, the domestic gas range is exempt from those requirements. (b) DRAFT HOOD: Every fluo connected appliance, excopt an incinerator, unless its construction sorves the same purposo, shall bo oquippod with an offoctivo draft hood or divertor which moots tho roquirements of the Amorican Gas Association. FLUE TO BE EXAM TINED: Before making a flue connection, tho chimney or flue must be oxcninod and tostcd to ascertain that it is properly constructed, clear, and will normally conduct the products of combustion to tho outor air. (d) SIZE OF VENT PIPE: The vent pipe or connection shall not In smaller than tho sizo indicated by the vont collar on the appliancos, nor smaller than shown in Tablo 7, heroin. MULTIPLE VENT: Whore the appliance has more than one vont connection, and whore moro than ono appliance is connected into a common vont pipe, such vont pipe shall be increased in size as shown in Table No. 7 herein, and not more than three (3) appliances may be connected to a common flue. HIGH TEMPERATURE FLUE GASSES: All incinerators and all appliances, the normal operation of which at maximum input produco flue gas temporatures in excess of 550 degreos Fahrenheit at the outlot of the vent shall be vented into masonry or reinforced concrote chimney flue having lulls at least four (4) inches thick and having a lining of torra cotta or unglazed tile, or into a metal smoke pipo having at least twolvo (12) inches cloaranco from all combustible notarial. (h) LOW TEMPERATURE FLUE GASSES: Domestic gas burning appliances such as gas dosignod boilers or furnaces, circulating heaters, floor typo furnaces, wator heaters, gas steam radiators, unit heators, and other appliances producing a fluo gas teaporaturo less than 550 degrees Fahrenheit shall be vented from appli- ances through roof with a flue of incombustible, corrosion resisting metorial of sufficiont thicknoss, cross sectional area, and heat insulating quality to avoid tonporaturos in excess of 160 dogrocs Fahrenheit on adjacent combustiblo material. Vertical flues may be of brick with torra cotta or tile fluo lining. VENT TO BE CONTINOUS: Evory vent pipe shall oxtend as nearly in a vertical position as possible, and be continuous from tho gas appliance to the outside of tho building, and shall oxtend above the roof. (i) 49 (j) VENT PROVIDED WITH HOOD: The top and of ovary vent pipe from gas burning applianco shall bo equipped with a hood or cap which will effectively oxclude rein, and deflect down drafts which would decrcaso the officioncy of vent- ing such appliance. (k) HOTEL RANGES: Ranges, hot plates, etc., used in hotels, restaurants and hamburger stands, when gas is used for fuel, shall bo provided with canopis properly vontod into brick, tilo or metal flues extending to open air above tho roof. (1) VENTS TERN WOOD PARTITIONS: Wood partitions through which vont pipes pass shall bo protooted by a thimble with a proper air speco. 50 CHAPTER 12 PENfLTL1S SECTION 1201: P]2T1LTY FOR VIOLATION OF PLUbBI1TG CODE. Any person, firm, corporation or association who violates any of the provisions of this ordinance, known as the Plumbing Code, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be punished by a fine of not less than five (5.00) dollars nor more than two hundred (800.00) dollars, and each and every day of continuance thereof shall constitute a distinct and separate offense. SECTION 1202: OFFICERS OF CORPO1 TION LIABLE. In case of a violation of any of the terns or provisions of this Ordinance by any corporation or association, the officers and agents actively in charge of the business of such corporation or association, shall bo subject to the penalty herein provided. SECTION 1203: Rz7VOCATION OF LICENSE. Conviction under the provisions of this Ordinance shall be deemed just cause for the refusal to issue further permits to said porson, firm, corporation, or association, and charges will be filad with the Texas State Board of Plumbing Examiners for revocation of the license of the blaster Plumber responsible. 51 CHAPTER 13 LEGISLATION SECTION 1301: VALIDITY CLAUSE. If for any reason any section, paragraph, sub - division, olause, phrase or provision of this Ordinance shall be held invalid, it shall not affect any valid provisions of this or any other ordinance of the City of Corpus Christi to which these rules and regulations relate. SECTION 1302: REPEAL OF CONFLICTING ORDINANCES. All Ordinances or parte of ordinances of the City of Corpus Christi in conflict herewith are hereby repealed. SECTION 1303: PUBLICATION. This being an ordinance providing for a penalty in case of its violation, the same shall be published by publishing its caption or title and its purpose as stated in SEC- TION 102 and the penalties for violation thereof as set forth in SECTIONS 1201, 1202 and 1203, said publication to be twice in the official newspaper of the City; and this ordinance shall be in full force and effect from and after its second publioation. SECTION 1304: EMERGENCY CLAUSE. Whereas the existing ordinances regulating the installation, alteration, repair and maintenance of plumbing, sewage, water, and gas piping and fixtures are not suffi- cient and are not adequate, based upon present day practices and materials, and the requirements of sanitation and safety to guard the public health; therefore, this condition creates an urgency and an emergency for the protection of persons and property from such insanitary hazards and warrants the immediate enactment of this Ordinance as the Plumbing Code for the City of Corpus Christi, Texas, and creates a public emergency and public imperative neces- sity requiring the suspension of the Charter rule that no Ordinance or resolution shall be passed finally on the date it is introduced and that suoh ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this ordi- nance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
