TO THE PUBLIC HOUSING ADMINISTRATION FOR A PRELIMINARY LOAN IN THE AMOUNT OF $70,000.00 TO COVERITBE COSTS OF SURVEYS AND PLANS IN CCNNECTION WITH THE DEVELOP- MENT OF NOT TO EXCEED APPROXIMATELY 500 -- DWELLING UNITS OF LOW -RENT PUBLIC HOUSING IN THE CITY OF CORPUS CHRISTI; AND DECLAR- ING AN EMERGENCY. - WHEREAS, the Housing Authority of Corpus Christi, Texas, is applying to the Public Housing Administration in accordance with the provisions of the United States Housing Act of 1937, as amended, for a Preliminary Loan in the amount of $70,000.00 to cover the costs of sur- veys and planning in oonnection with the development of not to exceed approximately 500 dwelling units of low -rent public housing; and, WHEREAS, there exists in the City of Corpus Christi, Texas, a need for such low -rent public housing at rents within the mans of low- income families, especially families of living or deceased veterans and servicemen, which need is not being met by private enterprise; and, WHEREAS, such a condition constitutes a menace to the health, safety, morals and welfare of the inhabitants of the City; NOW, THEEEFORE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of the City of Corpus Christi does hereby approve the Application of the Housing Authority of the City of Corpus Christi to the Public Housing Administration for a Preliminary Loan in an amount not to exceed $70,000.00, to cover the costs of surveys and planning in connection with the development of not to exceed approxi- mately 500 dwelling units of low -rent public housing in the City of Corpus Christi; and does hereby deolare its intent to enter hereafter into an agreement with said Housing Authority for the local cooperation by the City in the provision of said low -rent public housing which may be required by the Public Housing Administration pursuant to the United States Housing Act of 1937, as amended. SECTION 2. The necessity for providing as promptly as possible additional dwelling units of low -rent public housing in the City of Corpus Christi, Texas, creates a public emergency and public imperative necessity, — &S J requiring the suspension of the Charter rule that no ordinance or resolu- tion shall be passed finally on the date it is introduced and that such ordinsnos or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public pmergenoy and imperative necessity exist, and having requested that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED. nn'� N PASSED AND APPROVED this 23 Tay of August, A.
