HomeMy WebLinkAbout02593 ORD - 09/20/1949AN ORDINANCE AMENDING ORDINANCE NO. 2204 PASSED AND APPROVED BY THE CITY COUNCIL ON THE 30TH DAY OF DECEMBER, 1947, COMMONLY KNOWN AS THE ELECTRICAL CODE FOR THE CITY OF CORPUS CHRISTI, TEXAS, BY AMEEDING CHAPTER L}, SECTION 4-5, PARAGRAPH (a), MAKING CERTAIN PROVISIONS FOR MASTER El TRICIANIS LICENSE EXAMINATIONS; BY SUPPLEMENTING CHAPTER 5, SECTION 5-4 REGULATING THE EMPLOYMENT OF APPRENTICES; BY SUPPLEMENTING CHAPTER 9, SECTION 9 -6 FOR- BIDDING THE LOCATION OF PANELS IN CERTAIN PLACES, BY AMENDING CHAPTER. 9, SECTION 9 -7, PARAGRAPH (a) AS HERETOFORE AMENDED BY ORDINANCE N0. 2308 REGULATING WIRING TO BE ENCASED IN CONDUIT WITH CERTAIN EXCEPTIONS; BY AMENDING CHAPTER 9, SEC- TION 9-7, PARAGRAPH (g) REGULATING SERVICE SWITCHES AND PANELS; BY SUPPLEMENTING CHAPTER 9, SECTION 9-10 PROVIDING STANDARDS FOR SWITCH SIZES; BY AMENDING CHAPTER 9, SECTION 9 -11, PARAGRAPH (o) PROVIDING REGULATIONS FOR INSTALLATION OF RECEPTACLES; BY SUPPLEMENTING CHAPTER 9, SECTION 9-11, PARAGRAPH (a) REGULATING THE SIZE OF CONDUCTORS; BY AMEND- ING CHAPTER 9, SECTION 9 -11, PARAGRAPH (b) REGULATING THE NUMBER OF OUTLETS PER CIRCUIT; BY SUPPLEMENTING CHAPTER 9, SECTION 9 -11 REGULATING SPLICING OF CONDUCTORS AND THE NUMBER OF CONDUCTORS IN AN OUTLET BOX; BY AMENDING CHAPTER 9, SECTION 9-13, PARAGRAPH (h) PROVIDING LIMITATIONS ON SIGN CIRCUITS; BY SUPPLEMENTING CHAPTER 9, SECTION 9 -13 PROVIDING ADDITIONAL REQUIREMENTS ON SIGNS; BY AMENDING CHAPTER 9, SECTION 9 -14; PROVIDING FOR GROUNDING; AND BY AMMING CHAPTER 9. SECTION 9-12 REGULATING LAUNDRY OUTLETS; AND DECLARING AN EMERGENCY. WHEREAS, heretofore on the 30t4l day of December, 1947, the City Counoil of the City of Corpus Christi. Texas, passed finally an Ordinance entitled: entitled: SAN ORDINANCE REGULATING ELECTRIC WIRING WITHIN THE CORPORATE LIMITS OF THE CITY OF CORPUS CHRISTI, TEXAS, FOR SAFEGUARDING PERSONS AND PROPERTY AND PROMOTING THE WELFARE OF TEE PUBLIC; CREATING THE OFFICE OF CHIEF ELECTRICAL INSPECTOR AND PRESCRIBING HIS DUTIES, RIGHTS AND AUTHORITY; ESTABLISHING STANDARDS FOR ELECTRICAL EQUIPMENT AND FOR ITS INSTALLATION AND REQUIRING CONFORMITY THERE- WITH; MAKING IT UNLAWFUL. TO UNDERTAKE THE IN- STALLATIOiN OF ELECTRICAL EQUIPMENT WITHOUT A PM IT THEREFOR, EXCEPT AS OTHERWISE PROVIDED; PROVIDING FOR TEE REGISTRATION OF ELECTRICAL WORKERS AND CONTRACTORS; ESTABLISHING IN- SPECTICN PERMIT FEES; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE AND REPEALING ORDINANCES IN CONFLICT WITH THIS ORDINANCE." WHEREAS, said Ordinance was emended by Ordinance No. 2308 SAN ORDINANCE AMENDING SECTION 9-7 (a) OF ORDINANCE NO. 2201E PASSED AND APPROVED BY THE CITY COUNCIL ON THE 30TH DAY OF DECEMBER, 1947, CommuELY KNOWN AS THE ELECTRICAL CODE FOR THE CITY OF CORPUS CHRISTI, TEXAS, REGULATING WIRING TO BE ENCASED IN CONDUIT AND DECLARING AN EMERGENCY., A595 WHEREAS, it is considered to the beet interests of the City of Corpus Christi, Texas, that said ordinances be amended in the par - tioulars hereinafter set forth, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF TER CITY OF CORPUS CHRISTI, TEXAS; SECTION 1. That Chapter 4, Section 4 -5, paragraph (c) of Ordinance No. 2204 is hereby amended and the same shall hereafter read as follows, to -Witt "ANY APPLICANT FOR A MASTER ELECTRICIANS LICENSE UPON FAILURE TO MAKE A PASSING GRADE OF SEVENTY (70%) PER CENT ON HIS EXAMINATION. AFTER REVIEW BY THE BOARD AS HEREIN PROVIDED, SHALL BE REJECTED FROM RE- EXAMINATION FOR A PERIOD OF SIX MONTHS; AND UPON FURTHER EXAMINATION BE AGAIN FAILS TO MAKE A PASSING GRADE, HE SHALL BE RE- JECTED FROM RE- EXAMINATION FOR A PERIOD OF ONE (1) YEAR." SECTION 2. That Chapter 5, Section 5 -4 of Ordinance No. 2204 is hereby supplemented so as to contain the following provision: "PROVIDED FURTHER THAT NO MORE THAN ONE (1) APPRENTICE IS EMPLOYED FOR EACH DULY REGISTERED MASTER OR JOURNEYMAN ELECTRICIAN ON ANY ONE ELECTRICAL INSTALLATION." SECTION 3. That Chapter 9, Section 9-6 of Ordinance No. 2204 is hereby supplemented so as to contain the following provision: "(h) PANELS SHALL NOT BE LOCATED CH OPEN PORCHES, BEDROOMS, BATHROOMS OR RESTROCME." . SECTION 4. That Chapter 9, Section 9 -7, paragraph (a) of and as heretofore amended by Ordinance No. 2308, Ordinance No. 2204/ia hereby amended and the same shall hereafter read as follows, to -wits "(a) WIRING TO BE ENCASED IN CONDUIT: ALL ELECTRIC WIRING FOR LIGHTS, HEAT AND POWER, OR OTHER PURPOSES, wKF� TO BE INSTALLED IN OR ON BUILD- INGS WITHIN THE CITY OF CORPUS CHRISTI OTHER THAN ONE OR TWO - FAMILY RESIDENCES AND DECORATIVE STREET STRINGERS SHALL IN ALL CASES BE INSTALLED AND EN- CASED IN RIGID METALLIC CONDUIT OR ELECTRICAL METALLIC TUBING. WREN THERE ARE NO MORE THAN TWO SINGLE FAMILY DWELLING UNITS CN ONE SEPARATELY OWNED PARCEL OF LAND, THESE UNITS MAY BE WINED IN NON - METALLIC SHEATHED CABLE. TOURIST COURTS OR GROUPED COMMERCIAL RENTAL UNITS SHALL NOT BE CLASSIFIED AS ONE OR TWO - FAMILY DWELLINGS HEREIN." SECTION 5. That Chapter 9, Section 9-7, paragraph (g) of Ordinance No. 2204 is hereby amended and the same shall hereafter read ae follows, to -wit: - - "(g) SERVICE SWITCHES AND PANELS SHALT. BE APPROVED FOR THE TYPE OF SERVICE, AND A NEUTRAL. BAR SHALL BE PROVIDED FOR IN ALL SAID SWITCHES AND PANELS WHEN THE NEUTRAL CONDUCTOR IN USED FOR THE SYSTEM." SECTION 6. That Chapter 9, Section 9 -10 of Ordinance No. 2201 is hereby supplemented so as to contain the following provision, "(i) TO DETERMINE THE PROPER SIZE SWITCH WHEN FUSTRONS ARE USED ON MOTOR CIRCUITS, THE FOLLOWING MINIMUM STANDARDS ARE HEREBY ADOPTED, Ampere Rating of Motor Proper Size Switch 0.0 to 20.0 Amp. 30 Amp. 20.1 to 42.3 Amp. 6o Amp. 43 to 66 Amp. 100 Amp. 69 to 134 Amp. 200 Amp. 135 to 268 Amp. 100 Amp. WHEN A MOTOR SWITCH CONTROLS A GROUP OF MOTORS THAT MAY BE STARTED SIMULTANEOUSLY. THE SWITCH SHALL BE DETERMINED BY ' -THREE TIMES THE RATING OF THE LARGEST MOTOR PLUS THE RATING OF THE SMALLER MOTORS." SECTION 7. That Chapter 9. Section 9 -11, paragraph (o) of Ordinance No. 2201E is hereby amended and the same shall hereafter read as follows, to-wit- "(0) EF�YG�H• HAVE (1) RECEPTACLE INSTALLED FOR EVERY LINEAL FEET MEASURED HORIZONTALLY AROUND THE INTERIOR WALL AT THE FLOOR LEVEL. OF EACH ROOM, EXCLUDING STORAGE ROOMS, Office Buildings Bank Buildings Store Buildings Mechanical Garages Restaurants Dwelling Occupancies Taverns Studios." SECTION 8. That Chapter 9, Section 9-11, paragraph (a) of Ordinance No. 2204 is hereby supplemented so as to contain the following provision, "IN OPEN SPANS OF WIRING, THE MINIMUM SIZE CONDUCTOR SHALL BE NOT LESS THAN NO. 10 AWG, AND WHENEVER THE SPAN IS OVER FIFTY (50) FEET IN LENGTH THE MINIMUM SIZE CONDUCTOR SHALL BE N0. 6 Am." SECTION 9. That Chapter 9, Section 9 -11, paragraph (b) of Ordinance No. 2201E is hereby amended and the same shall hereafter read as follows, to -wit, "(b) NUMBER OF OUTLETS PER CIRCUIT, 1. In dwelling type occupancies of two stories or leas, General purpose outlets . . . . . . . 10 wall appliances . . . . . . . . . . . . 3 2. Other Occupanoies . . . . . . . . . . 6." SECTION 10. That Chapter 9, Section 9 -11 of Ordinance No. 2201E is hereby supplemented so as to contain the following provision: "(k) THE SPLICING OF CONDUCTORS IN CONDULET FITTINGS NOT APPROVED FOR THE PURPOSE IS PROHIBITED." "(1) CONDUITS AND FITTINGS EXPOSED TO CORROSIVE IN- FLUENCES, SUCH AS BEING EXPOSED TO THE ATMOSPHERIC CONDITIONS OF THIS LOCALITY, SHALL BE OF A CORROSION RESISTANCE MATERIAL SUITABLE FOR SUCH CONDITIONS. ELECTRICAL METAL CONDUIT AND METALLIC TUBING PRO- TECTED FROM CORROSION ONLY BY ENAMEL SHALL NOT BE USED EXPOSED ON THE OUTSIDE OF BUILDINGS." "(m) THE NUMBER OF CONDUCTORS IN AN OUTLET BOX SHALL CONFORM WITH ARTICLE +370, SECTION 3709 OF THE NATIONAL ELECTRIC CODE." SECTION 11. That Chapter 9, Section 9-13, paragraph (h) of Ordinance No. 2204 is hereby amended and the same shall hereafter read as follows, to -wit, "(h) ALL SIGNS SHALL BE ON A SEPARATE CIRCUIT AND NOT GREATER THAN 1320 WATTS WIIL BE ALLOWED ON EACH CIRCUIT." SECTION 12. That Chapter 9, Section 9 -13 of Ordinance No. 2201E is hereby supplemented so as to contain the following provisions: "(1) All Signs must comply with the Zioning Ordinance of the City of Corpus Christi regarding size and location on the lot. (m) A permit must be obtained from the Inspection Section of the Department of Public Works before any sign is installed. (n) All signs must have a minimum clearance of eight feet above sidewalks located on public property. (o) Signs over sidewalks may project from the roperty line a distance not greater than two - thirds (213) the width of the space between the property line and the curb of the street. Signs having a clearance of twelve (12) feet or greater above, the sidewalk may extend above the sidewalk to within one (1) foot of the curb line. (p) Supports below signs may not be installed on public property. (q) In the exposed type of show window signs and tubing installations, the terminals shall be enclosed by recep- tacles approved for the purpose; and when hanging in air, terminals shall be enclosed in sleeves of vulcanized fiberphenolic composition or other suitable material which overlaps all live parts by at least one -half (g) inch. ordinary friction tape is not approved for this voltage. (r) An approved type of fitting most be used on all runs Of conduit, such as a weather -head or similar fitting. (e) Neon signs must be all metal or other approved material. (t) All metal letter signs shall be totally enclosed. The structure of the building Shall not be used as part of the enclosure." SECTION 13. That Chapter 9, Section 9-14 of Ordinance No. 2204 is hereby amended and the same shall hereafter read as follows, to -wit: "SECTION 9-111: EFFECTIVE GROUNDING: The Building electrical system shall be grounded in such a manner as to meet all the requirements set forth by the National Electric Code with the following exceptions A oopper -weld or copper clad ground rod, not less than eight (8) feet in length and not less than 518 inch in diameter, may be used in lieu of grounding to the water system. On secondary grounding of out- buildings a six (6) foot by one -half (J) inch diameter rod may be installed." UPTION 111. That Chapter 9, Section 9-12 of Ordinance No. 22011 is hereby amended and the same shall hereafter read as follows, to -wit: "At least one 3 -pole type receptacle and cap shall be provided for a laundry outlet where designated. It shall be designed for equipment ground and carried to a grounding electrode." SECTION 15. The necessity for providing proper regulations regarding the Electrical Code for the Citx of Corpus Christi creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shell be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having requested that such Charter Rule be suspended, and that this Ordinance be passed finally on the date of its introduction, and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
