SPECIAL COUNCIL MEETING
July 9, 1975

Mayor Pro Tem Tipton called the meeting to order in the Council Chamber
of the City Hall, stating the purpose of the Special Meeting was to hold public
hearings on zoning applications and any other business as may properly come before the
Council. It was noted that a quorum of the Council and required Charter Officers
were present to conduct a valid meeting.
City Manager Townsend presented Application #575-1, City of Corpus
Christi, for change of zoning from "R -1B", One -family Dwelling District, to "1-2"
Light Industrial District,on Lot 30, Section 53, Flour Bluff and Encina! Farm and
Garden Tracts, located on the east side of Waldron Road 135 feet south of South
Bayberry Place. The request was heard by the Planning Commission May 19,1975 and
forwarded to the Council with the recommendation that it be denied, but in lieu there-
of "B-3" Business District be approved, which prohibits residential uses, but does permit
less objectionable business uses than the requested zoning. The Planning Staff recom-
mended "B-3" zoning because it reduces the unlimited uses allowed in "1-2", yet allows
business uses but does not permit any type of residential use.
Mr. Jon Held explained that this request was brought about in an effort to
cooperate with the Navy and involves approximately 200 acres. He explained that he
has no immediate plans for development and cannot commit the entire acreage to specific
uses since he is not the sole owner. He stated the recommended "B-3" zoning is
acceptable.
Mr. M.J. Suehla, 543 South Bayberry, stated he was opposed to the "B-3,"
because of the uses permitted under this classification.
Motion by Lozano, seconded by Sample and passed, that the hearing be
closed.

Motion by Lozano, seconded by Gulley and passed, that the recommendation
of the Planning Commission be concurred in and Application #575-1, City of Corpus
Christi, for change of zoning from "R -1B" One -family Dwelling District to "1-2"
Light Industrial District on Lot 30, Section 53, Flour Bluff and Encina! Farm and
Garden Tracts, be denied, but in lieu thereof "B-3" Business District be approved and
an ordinance be brought forward effectuating the change.
City Manager Townsend presented Application 0675-2, Theo Benford and
Nelda Collins dba Collins Catering, for change of zoning from "R -1B" One -family
Dwelling District to "B-4" General Business District on Lots 16,17, 41 and 42, Block 11,
Flour Bluff Park, located on the east side of Flour Bluff Drive 420' north of South Padre
Island Drive. The application was heard by the Planning Commission June 10, 1975
and forwarded to the Council with the recommendation that it be approved. The staff
was of the opinion that approval would be an intrusion into this residential area
presently zoned and used for single-family residences and duplexes, would commit
vacant lots between this property and Padre Island Drive and lots across McDonald
Street right of way to the east for business uses, and therefore recommended denial.
No one appeared in opposition to the foregoing application.
Motion by Lozano, seconded by Gulley and passed, that the hearing be closed.
Motion by Gulley, seconded by Lozano and passed, that the recommendation
of the Planning Commission be concurred in and Application 0675-2, Theo Benford and
Nelda Collins dba Collins Catering, for change of zoning from "R -1B" One -family
Dwelling District to "B-4" General Business District, on Lots 16,17,41 and 42,
Block 11, Flour Bluff Park, be approved as requested and an ordinance be brought for-
ward effectuating the change.

for change of zoning from "A-2" Apartment House District to "B-1" Neighborhood
Business District on Lots 1,2 & 3, Block 31, Bluff Addition, located on the northwest
corner of Artesian and Comanche Streets. The request was heard by the Planning
Commission June 10, 1975 and forwarded to the Council with the recommendation that it
be denied, but in lieu thereof "AB" Professional Office District be approved. The
Planning Staff concurred in this recommendation.

No one appeared in opposition to the foregoing request.
Motion by Lozano, seconded by Sample and passed, that the hearing be
closed.
Motion by Sample, seconded by Gulley and passed, that the recommendation
of the Planning Commission be concurred in and Application #675-3, C. Raymond
Barnes, for change of zoning from "A-2" Apartment House District to "B-1" Neighbor-
hood business District on Lots 1,2 & 3, Block 31, Bluff Addition, be denied, but in
lieu thereof "AB" Professional Office District be approved, and an ordinance be brought
forward effectuating the change.
City Manager Townsend presented Application #675-4, Louise F. Vickers,
for change of zoning from "B-1" Neighborhood Business District to "B-4" General
Business District on Lot 23 and the adjacent 115' of Lot 24, Block 1, Candlewood Unit
No. 1, located on the southeast corner of Candlewood and South Padre Island Drives.
The application was heard by the Planning Commission on June 10, 1975, and forwarded
to the Council with the recommendation that it be approved. The Planning Staff concurred
in this recommendation.
No one appeared in opposition to the foregoing application.
Motion by Lozano, seconded by Gulley and passed, that the hearing be closed.
Motion by Gulley, seconded by Sample and possed, that the recommendation
of the Planning Commission be concurred in and Application #675-4, Louise F. Vickers,
for change of zoning from "B-1" Neighborhood Business District to "B-4" General
Business District on Lot 23 and the adjacent 115' of Lot 24, Block 1, Candlewood
Unit No. 1, be approved as requested and an ordinance be brought forward effectuating
the change.
City Manager Townsend presented Application #676_6, Herbert Alexander,
for change of zoning from "R -1B" One -family Dwelling District and "R-2" Mulitple
Dwelling District to "A-1" Apartment House District on Tract A and from "R-2" Multiple
Dwelling District and "A-1" Apartment House District to "B-1" Neighborhood Business
District on Tract B, Tract A being a 3 -acre portion and Tract B being a 5 -acre portion
and both tracts being out of Lot 9, Section 49, Flour Bluff and Encina! Farm and Garden

Tracts, located west on Waldron Road north of Purdue Road. The application was heard
by the Planning Commission on June 10, 1975 and forwarded to the Council with the
recommendation that it be approved. The Planning Staff recommended denial on the
basis that the existing zoning is in conformance with the proposed plat on those
properties, having a very detrimental effect on adjacent residential uses between the
two areas. Mr. Townsend reported that three letters had been received in response to
notice of this hearing in favor and none in opposition.
Mr. Don Bolton, 702 Purdue, spoke in opposition to the request on the basis
that the streets were very narrow with open ditches on both sides, and unless this is to be
corrected, he is opposed to the change in zoning.
Senior City Planner Larry Wenger described the zoning and land use in the
surrounding area and explained that the subject property presently vacant was approved
as a part of PUD (Planned Unit Development) in 1973, but has since expired according
to the time limit provision contained in Article 28, Planned Unit Development of the
Zoning Ordinance.
No one appeared in opposition to the foregoing request.
Mr. Herbert Alexander, applicant and owner of the property, spoke in
support of his request, stating he was an authority on Planned Unit Development
particularly in Flour Bluff. He cited problems which he has experienced with the City
in attempting to provide storm sewers. He explained that in 1970 he dedicated a small
area on Prudue Road to the City and provided a sewer lift station at a cost of some
$30,000 to serve 22 residential lots, but there is some doubt as to the availability of
such service for properties included in this project. He stated that with the investment he
now has in the land and lift station, he is hopeful he will be able to develop the 170
single-family dwellings sometime in the future and there would be a public demand for
the business area as being requested to serve residential development.
