HomeMy WebLinkAbout02654 ORD - 12/06/194912/5/49 AN ORDINANCE AMENDING ORDINANCE NO. 2578, PASSED AND APPROVED BY THE CITY COUNCIL ON THE 16TH DAY OF AUGUST, 1949, COMMCNLY KNOWN AS THE PLUMBING CODE FOR THE CITY,OF CORPUS CHRISTI, TEXAS, BY AMENDING SECTION 921 (4) PROVIDING A VENT LENGTH OF FIVE FEET FROM TRAP OWE LET FOR BATRTUBS OR SHRS; BY AMENDING SECTION 921 (g) TO PROVIDE MINIMUM SIZE AND LENGTH OF S; BY AMENDING TABLE NO. 5, PROVIDING FOR MAXIMUM -HE- MAND FOR TYPICAL GAS APPLIANCES OF WATER BEATER STORAGE TANKS UP TO AND INCLUDING THIRTY (30) GALLONS FROM 30 CFH TO 20 CFH; BY AMENDING SECTION 705 REGARD- ING FINAL INSPECTICH SO AS TO REQUIRE PERMANENT IDENTI- FICATION OF WATER AND GAS METER LOOPS; AND DECLARING AN EMERGENCY. WHEREAS, heretofore an the 16th day of August, 1949, the City Council of the City of Corpus Christi, Texas passed finally an Ordinance entitled: ORDINANCE NO. 2578 AN ORDINANCE REGULATING PLUMBING AND GAS FITTING CON - STRUCTICH. REPAIR AND MAINTENANCE WITHIN THE CORPORATE LIMITS OF THE CITY OF CORPUS CHRISTI, TEXAS, SAFEGUARDING THE HEALTH OF PERSONS, THE SAFETY OF PROPERTY AND PRO- MOTING THE WELFARE OF THE PUBLIC; CREATING THE SUPER- VISORY BOARD OF PLUMBERS, DESIGNATING THE MEMBERS- THERE- OF, AND PRESCRIBING THE POWERS AND DUTIES THEREOF, PRO- VIDING THE REQUIRING OF A MASTER PLUMBER'S SURETY BOND; PROVIDING THE REQUIRING OF PERMITS FOR CERTAIN KINDS OF PLUMBING, DRAINAGE, AND GAS FITTING AND THE INSFEC- TICN OF SUCH PLUMBING, DRAINAGE AND GAS FITTING WORK AND THE SCALE OF FEES FOR SUCH INSPECTION; COMPELLING ALL BUILDINGS UNDER CERTAIN CONDITIONS TO BE CONNECTED WITH THE PUBLIC SANITARY SEWERS AND PROVIDING THE MANNER AND WAY IN WHICH PLUMBING AIM GAS FITTING PORK SHALL BE DONE AND THE KIND AND CLASS OF MATERIALS TO BE USED, IN SUCH WORK; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE AND REPEALING OF ORDINANCES IN CON- FLICT WITH TEES ORDINANCE; PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE; AND DECLARING AN EMERGENCY. WHEREAS, it is considered to the beat interests of the Cty of Corpus Christi, Texas, that said ordinance be amended in the particulars hereinafter set forth; NOW, THEREFORE, BE IT ORDAIIIED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS; SECTION 1. That Section 921, paragraph (d) of Ordinance No. 2578 is hereby amended and the same shall hereafter read as follows, to -sit: s(d) DISTANCE OF TRAP FROM VENT, Eaoept for water closets, pedestal urinals, trap standard ser- vice sinks, and other fixtures which depend on siphon action for the proper functioning of the fixture, each fixture trap shall have a protecting vent located so that ..�'" the total fall in the fixture drain from the trap weir to vent fitting is not more than one (1) pipe diameter and the developed length of drain from trap weir to vent fitting is not less than two (2) pipe diameters nor more than three (3) feet, A back vent or relief vent, prefer- ably in the form of a continuous waste and vent, shall be installed within these limits as may be necessary to comply with this requirement; except, a horizontal length of five (5) feet from trap inlet will be per- mitted for bathtubs or whowers. Floor drains may be installed within ten (10) feet of any horizontal vented soil waste line with no back - vent or relief vent required.° SECTION 2. That Section 921, paragraph (g). of Ordinance No. 2578 is hereby amended andthe aame shall hereafter read as follows& to- wit: "SIZE AND LENGTH OF MAIN VENTS. Vent stacks or main_vents shall have a dismeter of not less than one -half of the diameter of the soil or waste line, and in my case not leas than three (3) inch; and shall have a larger diameter in accordance �4 with the limits of length and number of fixture units as given in Table 3. Additional vents when located within thrity feet of the main vent shall be in accord- ance with Table 3...." SECTION 3. That line 2. Table No. 5 of said ordinance No. 2578 is hereby amended andthe same shall hereafter read as follows. to -writ. " CFH " Water Heater- Storage- Up to and including 30 gal.tank ... 20" SECTION 4. That Section 705 of said ordinance No. 2578 is hereby amended and the some shall hereafter read as follows. "FINAL INSPECTION. Upon the comple- �� tion of all plumbing or, gas fitting work in any 1 building or on any premises and the notification of the Plumbing Inspector as set out in Section 702. the Plumbing Inspector shall cause an inspeo- tion to be made of the work. If such work is found to be correctly installed, replaced or repaired, and in accordance with the requirements of this code and all water and gas meter loops or meter locations are properly and permanently identified to show the unit each serves, the inspector shall sign the inspection approval card." SECTION 5. The necessity for providing proper regulations re- garding the Plumbing Code for the City of Corpus Christi creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three several meetings of the City Council. andthe Mayor having declared that such emergency and imperative necessity exist, and having requested that such Charter Rule be suspended, and that this Ordinance be passed finally on the date of its introduction, and shall take effect and be in full force and effect from and after its passage. MUM City of Corpus Christi, Texas APPROVED As To L®oAL Polml i A ey Corpus Christi, Texas 1949 TO ME IMMERS OF THE CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the fore- going ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
