HomeMy WebLinkAbout02655 ORD - 12/06/1949AN ORDINANCE AN ORDINANCE CREATING AMID RECREATING POSITIONS, CLASS_S, CLASSIFICATIONS AND SALARIES PAYABIE TO THE HOLDERS OF SUCH POSFTIONS IN THE POLICE DIVISION OF THE DEPARVIENT OF PUBLIC SAFETY OF THE CITY OF CORPUS CHRISTI; ABOLISHING ALL POSITIONS, CLASSIFI- CATIONS AMID SALARIES OR SALARY RANGES IN CONFLICT HEREWITH HERETOFORE EXIST - ING IN SUCH DIVISION; CONTAINING A REPEALING CLAUSE; AND DECLARIIdG AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CI'T'Y OF CORPUS CHRISTI: Section 1: That all ordinances or parts of ordinances creating, changing or increasing positions, classifications and salaries or salary ranges in the Police Division of the City of Corpus Christi be and the same are hereby merged in this ordi- nance so that all positions, classifications and salaries or salary ranges in conflict herewith are hereby expressly abolished and the following positions, classes, classifications and salaries are here- by created and recreated in said division, so that hereafter the following and none other shall exist therein: CLASS A UNIEOFSED AND DETECTIVE CLASS - POLICE SERVICE Number of Classification Salary Positions (Class Title) Per Month Min. Per month clothing allowance in addition to their base pay. Section 2. LItdITDD SERVICE CLASS: In addition to the above, there shall be a limited service classification which shall also include Special and Reserve service. The limited service classification shall be utilized when an Officer becomes physically unable to perform his duties on a full. -time basis, and yet is capable of rendering service at a reduced number of hours until such time as he is eligible for retirement. Any Officer placed on limited service shall be raid on an hourly rate according to his total salary, which includes base pay, aiy merit pay which he may have earned and his longevity pay. Said Officer shall be subject to call for Special and Reserve duty when necessary. No Limited Service Officer shall work, or be carried on the payroll for, less than one thousand (1,000) hours per year in order that he may retain his eligibility to participate in the Police retirement plan. It shall be the responsibility of the Chief of Police to assign to such disabled Officers duties which their physical con- dition will allow them to perform, in keeping with their rank. Section 3. The number of positions in each classifica- tion and eacli grade thereof shall be determined by the City Manager as may be necessary for efficient operation of the Division; sub- ject, however, to the lirdtation provided by the current budget. Section 4. All ordinances or parts of ordinances in direct conflict herewith are hereby expressly repealed to the ex- tent of such conflict only. Section 5. The necessity for complying with the require- ments of the State law regarding classification of employees in the Police Division in adopting such classification immediately creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having reouested that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCOF:Dl..dG,Y SO OFDAILED. Corpus Christi, Texas December J,�, 1949 TO THE 11,7AMERS Or TIM CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or re- euirement that no ordinance or resolution shall be 1<ssed final- ly on the date it is introduced, and that such ordinnce or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
