ALODMING Tn BUDGET ADWYLD BY TEE CITY COUNCIL
ON THE 29TH DAY Or JULY, 1949, SAID BUDGET BEING
roR THE FISCAL YEAR BEGINNING 1UGUST 1, 1949 AND
ENDING JULY 31, 19$0; AND DECLARING AN EJZRGETICY.
'rYIL;PZAS, due to inflationary prices, it is impossible for many employees of
the City to live under their present wage scale in accordance with standards to
which they are entitled; and
4BEREAS, . a grave public necessity exists in that the proper functions of city
government cannot be carried on unless needed employees, essential to such govern -
went, are paid a livable wage; and
ih?aREAS, at the time of the approval and adoption of the budget for the fiscal
year beginning August 1, 1949, certain sources of revenue were anticipated and it
has since been determined that it is to the advantage of the. City to make adjustments
in the budget allowing £or decrease in the revenue and making adjustments in proposed
expenditures and it is now necessary to adjust said budget to correct the same;
BE IT ORDAIlQID BY THE CITY COUNCIL OF YKE CITY OF COBpUS CHRISTI, TExhS:
SECYIGN 1. That the findings and statements contained in the preamble of this
ordinance are true and correct.
SECTION 2. The the budget for the. fiscal year beginning August 1, 1949, and
ending July 312 1950, adopted by the City Council on the 29th day of July, 1949, is
hereby amended in part and said budget shall hereafter read as hereinafter set out,
as far as the changes hereinafter set out affect the subjects to which they relate,
said amendments being as follows, to -wit:

SECTION g. This ordinance and amendment set out herein shall become
effective from and after the passage of this ordinance.
SECTION 4. The fact that adjustment is needed in items of this budget
as set forth in the ordinance creates a public emergency and public imperative
necessity requiring the suspension of the Charter rule that no ordinance or re-
solution shall be passed finally on the date it is introduced and that such
ordinance or resolution shall be read at three several meetings of the City
Council, and the uaayor, having declared that such public emergency and imperative
necessity exist, and having requested that such Charter rule be suspended, and
that this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT Ii ACCORD-
INGLY SO ORDAINED.

Gentleman:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
