HomeMy WebLinkAbout02700 ORD - 01/24/1950n A Resolution RECOGNIZING THE IMPORTANCE OF SLUM CLEAR - ANCE WORK AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO COOPERA^1E WITH THE HOUSING AND HOLT FINANCE ADMINISTRATOR IN OBTAIldING THE RESERVATION OF FUNDS UN- DER THE PROVISION OF TITLE I OF THE HOUS- ING ACT OF 1949; AND DECLARING AN EMERGENCY WHEREAS Under Title I of the IIousing Act of 1949 the Housing and Home Finance Administrator is authorized to assist local communities in eliminating their slums and blighted areas and in rsoviding maximum opportunity, consistent with the sound needs of the locality as a whole, for the redevelopment of such areas by private enterprise, and to that end is authorized to make local public a._enoies advances for surveys and plans in preparation of projects, capital grants, and temporary and defini- tive loans, and WHEREAS the Housing and Home Finance Administrator will consid- er requests for the reservation or earmarking of the first $'200,000,000 that will be made available under Title I for capital grants; NOX. iHE= BEFORE, BE NT RESOLVED By the City Council of the City of Corpus Christi, hereinafter designated as the "Community "; SECTION I. That upon the basis of :;reliminary studies it is considered to be in the public interest and it is the desire and pur- pose of the Community that there be undertaken and carried out, with the aid of capital grants out of said $200,000,000, certain slum clearance and redevelopment work in the Community, and that such work, or at least the surveying or planning in connection therewith, can be started prior to July 1, 1951. SECTION II. That the Administrator be end he is hereby requested to reserve or earmark for such work out of said $200,000,000 an amount not exceeding $1,000,000. SECTION III. That hereby it is recognized that under Title I. of the Housing Act of 1949 certain requirements are imposed in order to obtain Federal aid thereunder for slum clearance and redevelop- ment projects including requirements for the provision of local grants- in-aid, the approval of redevelopment plans by the governing body of the locality, the making of certain findings by such governing body, and other requirements, and it is further recognized that the coopera- tion of the Community is necessary to carry out the slum clearanoe and redevelopment program which is proposed to be undertaken and for which the reservation of funds is hereby requested. SECTION IV. That W. B. Collier, the duly azthorized City Manager, be and he is hereby directed to forward to said Administrator three certified copies of this resolution and such other supporting data and information as may be required, and that this resolution shall con - atitute the formal request to the Administrator for the reservation of capital grant monies. SECTION V. That, it being of public interest that there be undertaken certain slum clearance and redevelopment work in the Com- munity, and it being of imperative public necessity to cooperate with said Administrator for the reserving of a proportional part of the first monies that will be available under said Title I for capital grants, all of which creates a public emergency and imperative public necessity re- quiring the suspension of that certain Charter Rule of the City Charter which states that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor hav- ing declared that such imperative public necessity and public emergency exist, and having requested that said Charter rule be suspended and that this ordinance be passed finally on the date of its introduction, and take effect and be in full force and effect from and after itspassage, IT IS ACCORDINGLY SO RESOLVFA. •H PASSED AND ,APPROVED, This the 14- day of January, A.D. 1950- tf M / iadg % � ig� TESTZ City of Corpus Christi,Texas earetary AP YR AS TO LEGAL FOB&!t i tol Corpus Christi, Texas 1�gSD TO TSZ MINBERS OF TO CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reason's set forth in the emergency clause of the fore- going ordinance, a public emergency and imperative necessity, exist for the suspension of the Cbarter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meeting's of the City Council, I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinanoe finally on the date it is introduced, or at the present meeting of the City Counoil.
