BE IT ORDAINED BY THE CITY COUNCIL OF THG CITY OF CORPUS CHRISTI, TEYt1S: SECTION 1. That the City Manager is hereby authorized and directed to execute %. for and on behalf of the City of Corpus Christi, Texas, a contract for the construction of storm sewer mains, laterals and appurtenant structures along Old Robstown Road south from Sobey Drive to Tax -Mex Railroad, with Heldenfels Brothers, a co- partnership, consisting of F. IV. Heldenfels, F. W. Heldenfel §, Jr., xi. C. Heldenfels and J. R. Heldenfels, all of Nueces County, Texas, which contract has been awarded said Heldenfels Brothers in accordance with plans and specifications and contract documents on file in the office//of the City i Secretary, all of which are made a part hereof by refer e e, and ac- cording to the bid of said Heldenfels Brothers opd the 28th day of February, A.D. 1950, the said bid of said Heldenfels Brothers be- ing the lowest and most advantageous to the City of Corpus Christi, Texas. SECTION 2. That there is hereby appropriated the sum of $4i,'16B -La, plus ten percent (10 %) being $4,116.814, making a. total of $45,285.25, which is the amount of the bid of said Heldenfels Brothers plus ten per cent (10 °' -) of such amount for engineering and contingent costs, all of which is to be paid from Fund No, 296 Improvement Bonds 1950 Construction Fund (Storm Sewer Improvements). SECTION 3. The necessity for providing adequate storm sewer improvements in the City of Corpus Christi in order to protect the health and general welfare of its citizens creates a public emergency and imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance shall be read at three several meetings of the City Council, and the Mayor, having declared that such public emergency and imperative necessity exist, and a� c having requested that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
