EXECUTE A CONTRACT, FOR AND ON BEHALF OF THE
CITY, WITH HELDENFELS BROTHERS FOR THE CONSTRUC-
TION OF STORI.I SI•'a➢ER IMPF. VE'MENTS IN LOUISIANA
AVENUE FPCId ALAMEDA TO STAPLES STREETS; FOR
CONSIDERATION AND ACCORDING TO PLANS, SPECIFICA-
TIONS AND CONTRACT DOCUMENTS; ALL OF WHICH ARE
MADE A PART HEREOF BY REFERENCE; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF CORPUS CHRISTI,TE_XAS;
SECTION 1. That the City Manager is hereby authorized
and directed to execute for and on behalf of the City of Corpus Christi
a contract for the construction of a reinforced concrete box storm
sewer mains, laterals and appurtenant structures along Louisiana Avenue
from Alameda to Staples Streets, with Heldenfels Brothers, a copartner-
ship, consisting of F. W. Heldenfels, F. W. Heldenfels, Jr., H. C.
Heldenfels and J. R. Heldenfels, all of Nueces County, Texas, which
contract has been awarded said Heldenfels Brothers in accordance with
plans and specifications and contract dommients on file in the office
of the City Secretary, all of which are made a part hereof by refer-
ence, and according to the bid of said Heldenfels Brothers opened on
the 7th day of March , 1950, the said bid of said Heldenfels Brothers
being the lowest and most advantageous to the City of Corpus Christi,
Texas.
SECTION 2. That there is hereby appropriated the sum of
"128,222.00, plus ten percent (10) being "12,822.20, making a total
of ,$11100Lila.20, which is the amount of the bid of said Heldenfels
Brothers plus ten per cent (10%) of such amount for engineering end
contingent costs, all of which is to be paid from Fund No. 296 Improvement
Bonds 1950 Construction Fund (Storm Sewer Improvements).
SECTION 3. The necessity for providing adequate storm
sewer improvements in the City of Corpus Christi in order to protect
the health and general welfare of its citizens creates a public
emergency and imperative public necessity requiring the suspension

of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction and that such ordinance shall
be read at three several meetings of the City Counoil, and the Mayor,
having declared that such public emergency and imperative necessity
exist, and requesting that such Charter rule be suspended and that
this ordinance be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its pass-
age, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
