CITY OF CORPUS CHRISTI, TEXAS
SPECIAL COUNCIL MEETING
August 13, 1975
9:25 A.M.

The meeting was called to order by Mayor Pro Tem Tipton in the temporary
absence of Mayor Luby. City Secretary Read announced there was a quorum of the
Council and the necessary Charter Officers present to conduct a legally constituted
meeting. Mayor Pro Tem Tipton announced the purpose of this meeting was to meet
jointly with the Nueces County Commissioners Court for the purpose of an appoint-
ment to fill the vacancy existing on the Mental Health Mental Retardation Board of
Trustees. -
Motion by Gulley, seconded by de Ases to go into closed session under
Article 6252-17, Sec. 2G for the purpose of discussing the appointment of a Trustee
to the MH -MR Board of Trustees.
Mayor Luby reconvened the meeting at 9:50 a.m. -
Motion by Judge Barnes, seconded by Commissioner Bluntzer that Mr. Tom
Boyd be elected to fill the vacancy of Mr. H. H. McCool on the MH -MR Board of
Trustees. The vote to elect Tom Boyd was unanimous by both the City Council and
the County Commissioners Court.
Mayor Luby announced that the City Council and Commissioners Court would
discuss the MH -MR budget. Asst. City Manager Walker called on Budget Director
Mark Gresham who distributed a summary of the budget and explained it paragraph by
paragraph. The summary is attached as Exhibit "A".
Discussion of the budget and personnel followed. Mr. Lowell Gaut, Acting
Executive Director for MH -MR program answered questions posed him by the Council
and Commissioners..
It was decided by the Council and Commissioners to meet again next Tuesday,"
August 19,\1975, in the County Commissioners Courtroom at the Court Courthouse at
10:00 a.m. for further discussion on: the budget and for the receipt of information
requested of Mr. Gaut in regard to personnel in the MH -MR program.
There being no further business to come before the Special Council and
Commissioners Court Meeting the meeting was adjourned upon motion by Gill and
seconded by Gulley at 10:30 a.m.
