VEITREAS, Certain improvements have been determined to be neces-
sary, and it is necessary to make appropriations out of the proper fund
for the payment thereof and to enter into a contract for the construe-
tion of said improvements; and
WIERE'AS, Bids have been received, considered, and an award made
for the most advantageous bid to the City of Corpus Christi, Texas, and
it is now necessary to authorized the execution of a contract in accord-
ante with said award;
NOW, THLREF'ORE, Bi IT 0I AINED BY THE CITY COUNCIL OF TM CITY

SECTION 1. That there is hereby appropriated out of Fund
No. 296 Improvements Bonds 1950 Construction Fund (Storm Sewer Improve -

ments) the sun of , out of uuhieh fund there is to be paid ac-
cording to the terms of the contract described in Section 2 hereof the
sum of - 37,861.91, and the balance of said appropriation is the amount
equivalent to ten per cent of said contract price,which amount is here-
by appropriated for the payment of en ineering and contingent costs of
said project.
SECTION 2. That the City tanager is hereby authorized
and directed to execute for and on behalf of the City of Corpus Christi
a contract for the construction of drainage improvements, Proctor Street
Drainage Channel, with Slovak Brothers, Inc., a corporation organized
and existing under the laws of the State of Texas, domiciled in Corpus
Christi, Nueces County, Texas, which contract has been awarded said
Slovak Brothers, Inc., in accordance with plans and specifications and
contract documents on file in the office of the City Secretary, all in-
corporated herein and made a part hereof by reference, and according

to the bid of said Slovak Brothers, Inc. opened on the 21st day of March,
1950, the said bid of Slovak Brothers, Inc. being the lowest and most
advantageous to the City of Corpus Christi, Texas.
S�'CTIOK 3. The necessity for providing sufficient drain-
age and for completion of Proctor Street Drainage Channel in order to
protect the health and general welfare of its citizens creates a public
emergency and imperative public necessity requiring the suspension of
that certain Charter rule that no ordinance or resolution shall be pass-
ed finally on the date of its introduction and that such ordinance or
resolution shall be read at three several meetings of the City Council,
and the Mayor, having declared that such emergency and necessity exist,
requesting that such Charter rule be suspended and that this ordinance
be passed finally on the date it is introduced and take effect and be
in full force and effect from and after its passage, IT IS ACCORDINGLY SO
OPDAI NED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
