WHERE", It is contemplated that Cuddiby Field will be oonverted over to Commercial Airport for the City of Corpus Christi, subject to the acceptance by the Navy of the lease of said field to the City; and WHEREAS, Application is expected to be made of the Civil Aeronautics Administration for participation by it in the cost of the development of such airport; and WHEREAS, The acceptance and approval of such proposal by the Civil Aeronautics Administration is the first step toward the intended development; and WHEREAS, Before such field may be converted, developed, and used as a commercial airport, there first must be made a study and plan for airport facilities requisite to a eommereial airport and the changes involved in such conversion to a com- mercial airport;; and WHEREAS+ The City Planning Engineer, by Past experience, is qualified to prepare such plan, and it is contemplated that the engineering in connection with such plan and study (herein after referred to as the Raster Airport Plan) be done by said City Planning Engineer, and WHEREAS, There is available in Fund Noe 295 Improvement Bonds 190 Construction Fund (Airport Improvements) fMUU to pay the expenses incurred in and nsoessary to such engineering; Z731P NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF BR[S CITY OF CORPUS CHRISTI, TEXASs SECTION I. There is hereby appropriated the sun of $1800.00, which is the amount estimated as engineering expenses to be incurred in the preparation of such ]taster Airport Plan, out of Fund No. 295 Improvement Bonds 1948 Construction Fund (Airport Improvements), to be used in said preparation] aad, the City Planning Engineer is hereby authorized to proceed with the said plan and study. SECTION II. The fact that a Master Airport Plan is needed before the present field known as Cuddihy Field may be converted, developed, and used as a oommercial airport, and that much engineering requisite thereto should be commenced without delay so as to facilitate suoh conversion, and such airport facilities being essential to the growth and develop- ment of the metropolitan area of the City of Corpus Christi, creates a public emergency and imperative public necessity re- quiring the suspension of that certain Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such emergency and necessity exist, requesting that said Charter rule be suspended and that this ordinance be passed finally on the day it is introduced and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
