A RESOLUTION
DECLARING THE POLICY OFT HE CITY OF CORPUS
CHRISTI SO AS TO PERMIT THE SPECIFICATIONS
ON CONSTRUCTION PROJECTS TO PROVIDE FOR THE
USE OF CONCRETE PIPE OR CLAY PIPE, EXCEPT
ON THE EXISTENCE OF SPECIAL CONDITIONS HE-.
QURING TEE USE OF CLAY PIPE OR SPECIALLY
TREATED CONCRETE PIPE= AND DECLARING AN EE&-
ERGENCY.
WHEIMAS, The Director of Public Works of the City of
Corpus Christi has specified the use of Clay pipe for construc-
tion of sanitary sewers; and
WHEREAS, Improvements in the process of manufacturing
and changes in practices have demonstrated as a suitable en-
gineering practice, the use of concrete pipe alternatively
with clay pipe, except on certain occasions where special
conditions exist and then vitrified o]ay pipe or, in the al-
ternative, treated concrete pipe may be used= and
WHEREAS, It is desirable that the policy oft he City
of Corpus Christi be stated for the information of contractors,
manufacturers, and affected officers of the City;
NON. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, THATs
SECTION 1. Hereafter specifications for the in-
stallation of sanitary sewer lines shall, except where special
conditions exist as set out by the Director of Public Works,
permit the contractor to bid in the alternative upon the use
of cloy pipe or concrete pipe; and
SECTION 2. When a special condition will exist
that would require the painting of the concrete pipe and speo-
ial fittings, namely, a flat grade that will produce a velocity
of leas than two feet per second, industrial waste, a sulphate
content of over 50 plus, or a temperature of the sewage of be-
tween 70 and 90 degrees Fahrenheit, in the sizes of 8" through

18" inclusive, then these conditions shall be made known in
the Notice to Sewer Contractors and All Parties Interested.
If these conditions do not appear in the Notice to Sewer Con-
tractors and All Parties Interested, the concrete pipe shall
be used in the line without the coating or painting. If and
when required by those conditions, the pipe shall be painted
with Inertol or equal which is designed to resist the action
of sewer gases on concrete pipe. The protective coating or
painting shall be applied in accordance with the approved
maaufaoturerta recommendations. Prior to the application
of the protective coating, the entire inside surface of the
pipe and the ends shall be thoroughly cleaned of all foreign
matter, scales and coatings; and
SECTION 3. The Director of Public Works shall
provide and prepare specifications for the construction of
sanitary sewer lines setting out such provisions and terms
as will carry out the provisions of this resolution.
SECTION L�. The uncertainty heretofore existing
regarding the requirements and specifioations for the oonr
struotion of sanitary sewer lines, the possibility of making
savings in construction projects by the alternative use of
clay or concrete pipe creates a public emergenoy and impera-
tive public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally
on the day it is introduced and that such ordinance or resolu-
tion shall be read at three several meetings of the City
Countil, and the Mayor, having declared that such public
emergency and imperative public necessity exist, requ eating
that such Charter rule be suspended and that this ordinance
be passed finally on the day it is introduced and take effect
and be in full foroe and effeot from and after its passage,
IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
