The necessity of providing facilities at Cliff Maus Airport for the servicing of aircraft of con- tractor customers of the City authorized by the City to be so fueled and serviced at said municipal airport creates a public emergency and imperative public necessity requiring the suspension of that certain Charter rule that no ordin- ance or resolution shall be passed finally on the day it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such emergency and necessity exist, requesting that this ordinance be passed finally on the day it is introduced and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
