Read Mayor Pro Tem Tipton called the meeting to order in the Skinner Elemen- tary School Cafetorium at 7:00 p.m. and stated the purpose of the Special Meeting was to hold a public hearing on assessments for the Molina Area Street Improvements Unit II Part "A". City Secretary Bill Read called the roll of those in attendance and noted that a quorum of the Council and required Charter Officers were present to conduct a valid meeting. City Manager Townsend explained the procedure to be followed for conducting the hearing. He stated the project was included in the 1972 bond election and is the result of petitions having been circulated and signed by over one-half of the abutting property owners requesting the improvements. Assistant City Attorney Hal George conducted the hearing and stated the purpose of the hcaring is to comply with the State Statute regarding paving assess- ments; that testimony will be offered from the Director of Engineering and Physical Development and evaluation testimony from a real estate appraiser to substantiate the assessments which appear on the preliminary assessment roll, and the hearing is to form a basis on which the City, acting as a legislative body, would determine and establish the assessments on the abutting properties. Director of Engineering and Physical Development James K. Lontos testified as to his identity, occupation, time of residence in the City, formal education and qualifications as an engineer and his familiarity with the subject street improvement project. He described the plans and specifications, explained the nature and extent of the improvements, and pointed out on a map the locations of the streets proposed to be improved. He stated that Unit II Part "A" of the Molina Area Street Improvements include the following streets: (1) Barrera Drive, from Bloomington Street to Horne Road; (2) Angela Drive, from Bloomington Street to Horne Road; (3) Elvira Drive, from Bloomington Street to Horne Road; (4) Lolita Street, from Elvira Drive to Columbia Street; and (5) Mendoza Street, from Elivia Street to Columbia Street. He explained that the assessment roll includes 248 items and Minutes Special Council Meeting August 20, 1975 Page 2 all are to be improved with standard curb and gutters, sidewalks and driveway where needed or requested. He stated the assessment rates have been calculated in accordance with the assessment policy of the City and based on the lowest unit bid price bid by Glaser Construction Company; that the total contract price is $490,516.17; preliminary assessments, $163,577.78, and the City's portion is $326,938.39. He stated construction on the project is expected to begin within a month and should be completed in seven or eight months from the beginning of construction. Mr. Harold Carr testified as to his identity as a real estate appraiser of various types of real estate and his familiarity with the subject project, and stated a written statement of his qualifications as an appraiser has been filed with the City Secretary. He stated he was familiar with the subject project and had examined each and every parcel involved as to the evaluation in relation to the assessments,: there are no irregular shaped lots, and in his opinion, each of the abutting properties will be enhanced in value as a result of the improvements at least to the amount of the assessments with the following exceptions:' ITEM 19: J. Various property owners appeared and requested additional information, generally regarding location of driveways, credit given, drainage, disposition of trees located in the easements and on private property, variation of assessments shown on the assessment roll, and time and manner of payments. Mr. Victor Medina, Engineer III of the Engineering Department, made a presentation in Spanish for the benefit of those Spanish-speaking property owners in the audience, explaining the general design of the project. Mr. Townsend introduced members of the Engineering Staff, stating they would be available at any time during office hours at City Hall for further discussion regarding the assessments. There being no further business to come before the Council, motion Sample, seconded by Lozano and passed, that the hearing be closed, the proposed assessments be taken under advisement, and the meeting be adjourned at 8:30 p.m., August 20, 1975.
