AN ORDINANCE
RECEIVING AND ACCEPTING THE 'WORK OF CON-
STRUCTION OF IMPROVEMENTS PROPOSED FOR
PEOPLES STREET T -HEAD ASSTORM PROTECTION
IMPROVEMENTS AND IN THE CITY OF CORPUS
CHRISTI, TEXAS, SAME BEING THE IMPROVE-
MENTS AUTHORIZED UNDER CONTRACT DATED
MARCH 31, 1950, BETWEEN THE CITY OF
CORPUS CHRISTI AND C. L. CASTOR UNDER
THE CONTRACT FOR SAID IMPROVEMENTS, AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the work of construction of improve-
ments proposed for Peoples Street T -Head as storm protection improve-
ments in the City of Corpus Christi, Texas, performed by C. L. Castor,
having been performed and completed in accordance with the terms and
provisions of the contract and the plans and specifications therein
contained, said contract having been entered into by and between the
City and C. L. Castor on the 3 1 day of March, 1950, and the Director
of Public Works having inspected the same and certified to the completion
of said work in accordance with said plans and specifications, and
said work aforesaid is hereby found to have been completed in accordance
with the plans and specifications and is herenow accepted and received
by the City Council of the City of Corpus Christi, Texas.
SECTION 2. That final payment due under the contract
and as set out in the final estimate attached hereto and made a part
hereof, prepared by the Director of Public Works dated April 27, 1950,
in the sum of One Thousand Five Hundred Twenty -Eight and 74 /100 Dollars
($1,528.74) be made in accordance with the terms of such contract and
that such payment be made from No. 258 Seawall and Breakwater Construc-
tion Fund, as previously authorized to be paid from said fund.
SECTION 3. The necessity of maintaining adequate
storm protection improvements and the imperative need to take measures
to protect the filling of said T -Head as a part of such storm protection

improvements from further erosion creates a public emergency and
imperative public necessity requiring the suspension of that
certain Charter rule that no ordinance or resolution shall be
passed finally on the date it is introduced and that such ordinance
or resolution shall be read at three several meetings of the City
Council, and the Mayor, having declared that such emergency and
necessity exist, requesting that such Charter rule be suspended
and that this ordinance be passed finally on the day it is intro-
duced and take effect and be in full force and effect from and
after its passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a ,public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council,
