AN ORDINANCE
APPROPRIATING MONEY FROM FUND N0, 296 IMPROVEMENT
SBONDS 1950 CONSTRUCTION FUND (STREET I—
CATION OF A PROPOSED TRAFFIC CONTROL
SYSTEM FOR WATER STREET (13 INTERSECTIONS) AS )JOHE
FULLY DESCRIBED IN THE ESTIMATE AND SKETCH ATTACH-
ED HERETO AND MADE A PART HEREOF, IN THE AMOUNT OF
$20,056.17, INCLUDING ENGINEERING AND CONTINGENCIES,
SAID WORK TO BE DONE BY CITY FORCES; AND DECLARING
AN EMERGENCY.
WHEREAS, There is needed $20,056.17 for a traffic control
system for Water Street (13 intersections); and
WHEREAS, There are sufficient funds available for such ap-
propriation in Fund No. 296 Improvement Bonds 3.950 Construction
Fund (Street Traffic Control System); and
WHEREAS, Said work is to be done by the City Forces;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION I. There is hereby appropriated out of Fund
No. 296 Improvement Bonds 1950 Contraction Fund (Street Traffic
Control System) in the mount of $20,056.17 to cover the cost of
materials and installation of the proposed traffic control system
for Water Street (13 Intersections),as more fully described in the
estimate and sketch attached hereto and made a part hereof, includ-
ing engineering and contingencies; maid work of installation to be
performed by City Forces.
SECTION II. The Director of Public Works is directed
and authorised to proceed with the aforesaid work in accordance
with the estimate and sketch being a part hereof.
SECTION III. The necessity for commencement of the
aforesaid project for traffic control system for Water Street to
protect the safety and general welfare of its citizenry creates
a public emergency and imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the day it is .introduced and that such -
ordinance or resolution shall be read at three several meetings
Of the City Council, and the Mayor, declaring such emergency and
necessity to exist, requesting that such Charter rule be suspended
and that this ordinance be passed finally on the day it is intro-
duced and take effect and be in full force and effect from and after
its passage, IT IS ACCORDINGLY SO oRDAINSD.

going ordinance, a public emergency and imperative necessity exist for

Attached is an estimate and sketch for a proposed traffic control
system for Water Street, which has been prepared by Warren A. Duck,
Superintendent of the Electrical Division, and checked by the
Traffic Department. The writer has been requested by the Chief of
Police, Roy Lay, and Assistant Chief of Police R. L. Belflower, to
recommend authority for the installation of this project by City
Forces, and to be paid for from Street Traffic Improvement Bond
Fund No. 296.
It is further recommended that the amount of $20,056917 be set aside
from Street Traffic Improvement Bond Fund No. 296 to cover the in-
stallation of this system. This sum was arrived at as set out below:

In planning this type of traffic control installation for Water
Street, all conceivable combinations of operation were considered.
Following such analysis, it is recommended that three controllers
with 3-dial movements be used. The controller at Water and Powers
Streets be a master c:ontroMsr, the other two to be installed at
Schataell and Water and Kinney and Water Streets. These control-
lers will be interconnected with supervisory conductors to keep
them in step at all times. The three time dials will give us three
different sets of timing, giving a different flow of traffic for
each setting. These movements to be controlled by the master con-
troller with two time clocks.
This system is set up so that in the future should there be occasion
to install a controller at each intersection or arW other one inter-
section this can be done with only the cost of any additional con -
troller.
If there should be reason to install double vision signals at the
proposed single vision intersections this can be done by only adding
the additional signal heads.
The above is accomplished by the installation of the seven conductor
#14 supervisory cable. This cable also includes one pair for a fire alarm
circuit so that fire alarm boxes can be installed at any intersection
decided upon. It also includes one conductor for fire lane flashing
feature.
An eight conductor #12 cable will be required to take care of our
normal six circuits of operation and allow 2 spares for ary additional
signals that may be decided upon later, such as right turn green arrows#
left turn green arrows, etc.
Two #6 conductors are required to supply current for all controllers and
will supply 120 volt service to arW neon no left turn signs or one way
signs that may be installed in the future. They can also serve as a
120 volt supply for Chaparral Street when the system is placed underground.
Chaparral and Mesquite Streets have been taken into consideration so that
at such time as a traffic control system is installed underground, it will
tie in with the present proposed system. If Chaparral and Mesquite Streets
are ever made one-way streets, they can have a progressive system of
traffic control tied in with Water Street.
The proposed traffic control system for Water Street will have enough
conductors underground for arpy combination of operations that may be
needed in the future.

Sr,CTION II. The fact that a portion of the titles to
land involved in Bayfront improvement has not been settled and
this ordinance being necessary to further clear titles to said
property creates a public emergency and public imperative neces-
sity requiring the suspension of the Charter rule that no ordin-
ance or resolution shall be passed finally on the date it is in-
troduced and that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor hav-
ing declared that such emergency and necessity exist, and hav-
ing requested that such Charter rule be suspended, and that
this ordinance be passed finally on the date of its introduc-
tion and take effect and be in full force and effect from and
after its passage, IT IS ACCORDIEGLY SO ORDAINED.

Gentleman:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; 1, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
