HomeMy WebLinkAbout02793 ORD - 06/13/1950�30 : gp AN ORDINANCE AMENDING THE RULES AND REGULATIONS OF THE ..VICE BOAHD.CF THE MYT CORPUS CHRISTI, ADOPMUM 20, 191:0 AND APPROVED BY THE.CITY COUNCIL MAY 21, 19110 AS THERE- AFTER AMENDED AND NOW IN EFFECT BY THE AMENDMENT OF SECTION 13 (COVERING VACATIONS WITH PAY) OF ARTICLE 11 AND THE ADb 7b rO ARTICLE 11 OF TWO SECTIONS TO BE KNOWN AS SECTION 14 (RELATIVE TO SICK LEAVE WITH PAY) AND SECTION 15 (OOVERNiNU-MMM TO ON -m- JOB INJURY); AND DECLARING . WHEREAS, On the 8th day of June 1950, the Civil Service Board had an official meeting and unanimously voted to request the City Council to approve certain amendments to Article ll of the Civil Service Rules and Regulations which set forth the rules con- corning the employment conditions and regulations as to employees subject to Civil Service Regulations; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION I. That Article 11 of the Rules and Regulations of the Civil Service Board be amended by the amendment of Section 13 of said Article, which Section 13 shall hereafter read as follows: "Section 139 VACATIONS: (a) Permanent employees in the c ass a service shall be allowed a total of vaca.- tion leave with pay computed upon a basis of one calendar day allowed for each full calendar month employed from date of employment, with an extra day added at the end of each four (h) months so as to total fifteen (15) calendar days to an employes's credit for each twelve (12) months Of active service; however, no vacation time shall be grant. ed, or paid at termination, unless the employee has been em. ployed for a period of time in excess of six (6) months. "(b) Requests for vacationtime. must be submitted in writing on forms provided by the Civil Service Board, and submitted to the proper Division Head and Department Head, where same shall be granted in keeping with the convenience of the employee and the best interests of the City in the discretion of the Division Head and Department Head to whom such request is submitted. Said applications for vacations shall be forwarded to the Secretary - Examiner of the Civil Service Board for approval and confirmation of the time re- quested. "(c) Said vacation leave shall be cumulative to a total not exceeding thirty (30) calendar days. If for arAp reason an employee leaves the classified service,-accrued vacation time shall be paid for at thethen rate of pay." a-� q3 SECTION II. That Article 11 of the Rules and Regula- tions of the Civil Service Board be amended by the addition there- to of Sections 14 and 3.59 which Sections 14 and 14 shall hereafter read as follows: "Section 14* SIC$ LEAVE WITH PAY: (a) Permanr ant and temporary employees in the classified service upon the recommendation of the Division Head and De- partment Head may be allowed a total of nick leave with pay computed upon a basis of one full working day allowed for each full month employed: with an extra day added for each four months so as to total fifteen (15) working days to an employee *s credit for each twelve (12) months of active service. Said sick leave with pay may be cumulative to a total not exceeding sixty (60) days. Sick leave shall not be payable upon an employee's termination, regardless of the reason for such termination. "(b) In caste of protracted illness, and after the employee has exhausted his accrued sick leave and his accrued vacation times and upon the recommendation of the Department Head. the City Manager may grant such em- ployee an extended sick leave at either full or reduced pay for a period not to exceed four months. The recom- mendation of the Department Head must include a full statement of the facts and conditions making such re- quest for extended sick leave necessary. "(c) No extension of sick leave with pay beyond the aforementioned four months period may be granted except by the City Council sitting in regular session. "(d) Leave necessitated by injury while in the course of employment shall be governed by Section 15." "Section 15. LEAVE DUE TO INJURY: All cases of injury oacurr g while in the course of employment necessitating the employeete absence from work shall be compensated for `Only under the provisions of voluntary workmants compensa- tion agreement concerning the particular class . of employ - ment. and the employee shall be shown as absent without Pay from and after the time of injury as provided by said workman's compensation policy." SECTION III. The fact the authority granted herein to the Civil Service Board is immediately necessary for the efficient administration of the classified Civil Service of this City in that it is necessary that such a standardbe maintained at all times creates an emergency and imperative public necessity requiring the suspension of the Charter role that no ordinance or resolution shall be passed finally on the day it is introduced and that such ordinance or resolu- tion shall be read at three several meetings of the City Council, and the Ib7or, declaring that such emergency and necessity do exist, re questing that such Charter rule be suspended and that this ordinance be passed finall4 on the day it is introduced and take effect and be in full force and effect from and after its passage, IT IS AC- CORDINGLY SO ORDAINED, PASSED AND APPROVED, This the 3th day of dune, 1950.
